11. The Regional Format 16+1: Early Rusting, Still Alive and Expanding into 17+1

Abstract:
The sub-regional multilateral format of China and 16 post-communist states (16+1) proved that it could last seven years and that it has the potential to absorb new members. Consequently, the European Union is increasingly concerned about its potentially divisive effects on the EU’s unity. The expected economic benefits of 16+1 for the European partners have been scarcely relevant; still, the European states exploit the 16+1 format for strengthening their bilateral agendas with China. Amidst the trade war with China, the US regards China’s rising influence in Central Europe as a political issue. Beijing’s priority in Europe is to calm down the tension with the EU, Germany, and France over the 16+1 platform. However, the accession of Greece to the enlarged format of 17+1 in the recent 16+1 summit in Dubrovnik and the gaining of support for the Belt and Road Initiative in Italy enable China to establish its foothold on the European South’s doorstep in connection with the 17+1 regional platform.

Abstract:
This essay discusses the main elements of the American security document called the Missile Defense Review 2019, which was presented by the US Ministry of Defense in January 2019. It covers the possible reasons for the postponed publication of the document and informs about the main legal documents dealing with the peaceful use of space. It compares the current document with the similar one from 2010, which was published by the Obama administration. It also focuses on the possibility of the deployment of US spacebased interceptors in the Earth’s orbit. In this context it analyses the possible negative consequences of such a development, especially that it could lead to the beginning of a phase of a high risk weaponization of outer space and the start of an arms race in that domain.

13. 10 Years of Eastern Partnership: From Prague to Brussels and How to Proceed?

Abstract:
The past 10 years can be generally assessed as a success and this trend needs to be maintained in the upcoming decade. To this end, it will be necessary to come up with a new vision for EU-Eastern relations and keep the EU’s Eastern policy high on the EU agenda. This is where EaP supporters, such as Poland and Sweden, and again the Czech Republic, can play a decisive role. The strategic task ahead of those countries is to come up with new ideas and incentives on how to develop the policy until 2030, and beyond. The EU member states from the so-called “like-minded” group will also have to push for the Euro-Atlantic orientation of the Eastern European countries while keeping the door open to the future enlargement process in the long run. The policy paper looks at the past decade of Eastern Partnership, its achievements and failures and currents tasks and challenges that lie ahead of the both EU and the six EaP states. It brings policy recommendations for the European Union, Visegrad Group and the Czech Republic. The paper was published with a support of the Ministry of Foreign Affairs of the Czech Republic in the framework of public diplomacy projects within Czech Foreign Policy and international relations. It follows up on the Eastern Partnership Day, an international conference organized by AMO and the Institute of International Relations in June 2019.

Abstract:
Miroslav Tůma in his new Policy Paper titled "The Importance of Verification and Transparency in the Nuclear-Arms Control, Nonproliferation and Disarmament Process" explained how monitoring and verification procedure associated with the nuclear-arms control, nonproliferation and disarmament process is nowadays important, especially in the sphere between US and Russia, which posses 90% of nuclear weapons all over the world. The author also analysed the development of the verification procedure in this field and its future curse. Should be the engagement of verification activity in a straight line with international law? What attitude should the Czech Republic take towards this problem in the near future?

Recommendations are articulated for a state such as the Czech Republic for which a pragmatic normative the framework defined herein provides a useful perspective to look at the governance of new technologies that ensure normatively desirable outcomes of sweeping technological change, and stimulate international scientific collaboration with positive spill-over effects to other domains of international cooperation. This research was supported by the Technological Agency of the Czech Republic. Particularly through a scientific grant TACR TL01000181: “A multidisciplinary analysis of planetary defense from asteroids as the key national policy ensuring further flourishing and prosperity of humankind both on Earth and in Space.”

16. The US Withdraws From The UN Human Rights Council

Abstract:
In mid-June 2018, the US announced its withdrawal from the UN Human Rights Council. It sat in the Council for the third time since the establishment of the organ in 2006. This time, however, it left its three-year mandate (2017–2019) unfinished. The paper analyses the four main arguments that the US put forward to justify its withdrawal from the Council. It shows that while some of the arguments have some merit, none is truly convincing. The paper also warns against any re-assessment of the current Czech candidacy to the Council.

Abstract:
The main objective of the external dimension of the EU energy policy in line with the Energy Union strategy is primarily to ensure energy security by diversifying external energy supplies, transport routes and suppliers, mainly in the gas domain. Egypt’s recent offshore and onshore gas discoveries increased its natural gas reserves estimate. Its natural gas production is thus expected to double in 2020 and transform the country back into a gas supplier in the eastern Mediterranean region. The European Union (EU) should thus strengthen its relations with Egypt to allow its gas production to reach European markets.

Abstract:
The year 2017 was the final year of the government of Bohuslav Sobotka (established in 2013 and made up of ČSSD [the Social Democrats], ANO 2011 and KDU-ČSL [the Christian and Democratic Union – Czechoslovak People’s Party]). While the political parties in this government had promised to provide stability and they achieved this goal throughout the majority of their term, from March 2017, political conflicts surrounding the leader of ANO 2011 and Minister of Finance Andrej Babiš had a major impact on the government’s stability. Parliamentarians requested an explanation of the financial activities of the leader of ANO 2011 and there were calls for his resignation. PM Sobotka offered to resign to facilitate the demise of the whole cabinet and thus remove Babiš from his post.

19. The European Dimension of the Czech Foreign Policy: The Ambivalent Position of the Reluctant European

Abstract:
In 2017, the Czech European policy faced a number of challenges related to the great events of previous years (the migration crisis, Brexit, security policy, Eurozone reform) as well as the ongoing reflection process of the EU. Above all, the Czech approach was a typical example of reactive behaviour, and characteristic of responding to external stimuli coming from EU. There were also partial topics about which proactive assertions were made by the Czech Republic. The polarisation between the individual actors of foreign policy was low, though with some exceptions pertaining to the President of the Republic. In contrast, as regards politicisation, the European agenda was an example of a highly politicised area, which was crucially reflected also in domestic policy. The coherence of the Czech European policy can be referred to as problematic, as the Czech Republic was not able to make a substantial move in its main conceptual priorities, but only in partial areas. Finally, the predominantly critical tone of the Czech discussion on the EU had contributed to the Czech Republic’s very low trust in the Union’s policy, posing a threat to the fulfilment of the key goals of the Czech foreign policy.

20. The Visegrad Co-operation, Poland, Slovakia and Austria in the Czech Foreign Policy: Coping with Irritants?

Abstract:
Since the developments in Central Europe were very dynamic in 2017, the importance of the Visegrad co-operation, Poland, Austria and Slovakia in the Czech foreign policy has grown. The general elections in Austria, the judicial reform in Poland and the subsequent triggering of Article 7 of the Treaty of the EU against Poland, the Polish and Hungarian EU Presidencies and various EU dossiers, such as the dossier on the reform of the EU’s asylum system, would all suggest that the Czech Republic should have paid more attention to the region. However, the Czech Republic chose rather a free-riding and adaptational approach toward it, and in some cases, it has shown disinterest in its policy vis-à-vis the region. There were fewer political contacts with and initiatives related to the other V4 states than in the previous years, and the Czech foreign policy was not able to address major dilemmas of the Central European policy. Interestingly, at the same time, the importance of the region was reflected in a higher politicisation and polarisation of the issues related to the Visegrad Group, Poland and Hungary.
