1. Societal Adjustments to the Threat of Terrorist Attacks

Abstract:
Terrorist attacks in the United States and in Western Europe have been rare and the public awareness of the terrorist menace has largely been molded by a few horrific events. In contrast, other countries have experienced chronic terrorism, with attacks on busses, restaurants, coffee shops, and retail establishments. In this paper we assess the impact of terrorism on civilian society in the United States, Northern Ireland, and Israel. We examine the psychological effects, the adaptations made by individuals to enhance their safety, and the consequent adjustments made by institutional actors and by commercial establishments to ensure continued economic viability. We review the various theories of societal adjustments to exogenous shocks, and point out that a very different formulation is required for the case of chronic terrorism than for the societal experience of a one-time attack.

Abstract:
This essay outlines the features of globalization in the current era and indicates how conceptualizations of this process differ from the related formulations of the Annales School and of World Systems Analysis. The main theme of the paper is then developed, namely an assessment of the ways that globalization has impacted the organization of work and the structure of employment careers. This assessment is based on results from a variety of recent research studies, especially on findings from the Globalife project.

3. Transfers from Migrants to their Children: Evidence that Altruism and Cultural Factors Matter

Abstract:
This paper focuses on the determinants of financial inter vivos transfers by migrants living in France in 2003 to their adult children. From a theoretical viewpoint, such transfers may be explained either by altruism or by exchange. While parents would direct their assistance to their less well off children under altruism, support should be channeled to children who live nearby their parents under the exchange motive. We assess the relevance of these two motives using the French PRI survey. Unequal sharing is frequently observed and children are more likely to receive financial transfers when they are in poor circumstance, but not necessarily when living in proximity to parents. We also emphasize the role of cultural factors as determinants of the parental allocation among children. Muslim parents, in particular, are more likely to make transfers to sons than to daughters.

4. Intergenerational Influences of Wealth in Mexico

Abstract:
Using the 2006 Mexican Social Mobility Survey, this research evaluates the influence of parental wealth on several outcomes of adult children, including educational attainment, consumption level, asset holdings, home ownership, and value of residence. Two mechanisms of parental influence on economic wellbeing are explored: an indirect effect mediated by parental investment in human capital, and the direct transfer of resources. Three main findings emerge from the analysis. First, parental wealth is a strong determinant of educational attainment, net of the standard indicators of advantage regularly used in stratification research, and the influence of wealth is stronger among the most disadvantaged children (those with low cultural capital, and residing in non-urban areas). Second, the mechanism of parental influence on adult children's economic wellbeing differs depending on the outcome: In the case of consumption level, the influence is largely indirect, mediated by parental investment in offspring's human capital, while the opposite is true for children's asset holdings, where a direct transfer of resources predominates. Third, while access to homeownership is only weakly stratified by parent's and children's resources, the value of the acquired home is significantly affected by parental wealth. These patterns of influence are similar to those found in Chile (Spilerman and Torche 2004, Torche and Spilerman 2006) and they highlight the critical impact of parental wealth in less developed countries.

5. Non-Working Time, Income Inequality, and Quality of Life Comparisons: The Case of the U.S. vs. the Netherlands

Abstract:
The distribution of well-being in society and comparisons of well-being across societies depend both on the amount of inequality at the national level and also on the national average level of well-being. Comparisons between the U.S. and western Europe show that inequality is greater in the U.S. but that average GDP/capita is also greater in the U.S., and most Americans have higher standards of living than do Western Europeans at comparable locations in their national income distributions. What is less well-known is that (depending on the country) much or all of this gap arises from differences in the level of working hours in the U.S. and in Western Europe. Cross-national comparisons of well-being have typically relied on the methodology of generalized Lorenz curves (GLC), but this approach privileges disposable income and cash transfers while ignoring other aspects of welfare state and labor market structure that potentially affect the distribution of well-being in a society. We take an alternative approach that focuses on the value of time use and the different distributions of work and family time that are generated by each country's labor market and social welfare institutions. We show that reasonable estimates of the greater contribution to well-being from non-market activities such as the raising of children or longer vacations overturn claims in the literature that the U.S. offers greater well-being to more of its citizens than do Western European countries.

6. Long-Term Effects of a Recession at Labor Market Entry in Japan and the United States

Abstract:
We examine effects of entering the labor market during a recession on subsequent earnings and employment for Japanese and American men, using comparable household labor force surveys. Previous analyses focus on search theoretic and implicit-contract arguments, which have their strongest effects on more educated workers. We argue that, in a country like Japan which has a dual labor market, there is an additional mechanism that affects mainly less educated workers. Namely, these workers are more likely to be trapped in the secondary sector if they graduate during a recession. We find a persistent, strong negative effect on earnings for less educated Japanese men, in contrast to no long-term effect for less educated American men; also, a substantial part of the effect for less educated Japanese men is attributed to the decreased probability of regular employment. The effect for the more educated group is more or less similar in both countries.

Abstract:
According to the frequent polling on the generic ballot for Congress, the Democrats hold a large advantage leading up to the vote on November 7. But does this Democratic edge mean that the Democrats will win a majority of House seats? Doubts are often expressed about the accuracy of the generic ballot polls. And even if the polls are correct in indicating a majority of votes going to Democratic candidates, further doubts are expressed about whether the Democrats' vote margin will be sufficient to win the most seats.

8. Real Income Stagnation of Countries, 1960-2001

Abstract:
This paper examines the phenomenon of real-income stagnation (in which real-income growth is uninterruptedly negligible or negative for a sizable sequence of years). The authors analyze data for four decades from a large cross-section of countries. Real income stagnation is a conceptually distinct phenomenon from low average growth and other features of the growth sequence that have been previously considered. The authors find that real income stagnation has affected a significant number of countries (103 out of 168), and resulted in substantial income loss. Countries that suffered spells of real income stagnation were more likely to be poor, in Latin America or sub-Saharan Africa, conflict ridden and dependent on primary commodity exports. Stagnation is also very likely to persist over time. Countries that were afflicted with stagnation in the 1960s had a likelihood of seventy-five percent of also being afflicted with stagnation in the 1990s.

9. Chinese Poverty: Assessing the Impact of Alternative Assumptions

Abstract:
This paper investigates how estimates of the extent and trend of consumption poverty in China between 1990 and 2001 vary as a result of alternative plausible assumptions concerning the poverty line and estimated levels of consumption. The exercise is motivated by the existence of considerable uncertainty about the appropriate poverty lines to apply and the level and distribution of resources in China. The methodology of this paper focuses on the following sources of variation: alternative purchasing power parity conversion factors (used to convert an international poverty line), alternative estimates of the level and distribution of private incomes, alternative estimates of the propensity to consume of lower income groups, and alternative consumer price indices. It is widely believed that substantial poverty reduction has taken place in China in the 1990s, and we find this conclusion to be robust to the choice of assumptions. However, estimates of the extent of Chinese poverty in any year are greatly influenced by the assumptions made. China's record of reducing consumption poverty is dramatic. It is unclear whether this achievement has been comparable across regions and whether there have been corresponding national improvements in other aspects of human well-being.

10. Spaghetti Politics

Abstract:
This article describes the impact of the Italian electoral reforms of 1993 on the structure of political alliances. The reform, which moved Italy from a pure proportional representation system to a mixed largely majoritarian system, was designed to increase transparency, reduce corruption, limit the number of political parties, and create the conditions for a politics of interests, rather than a politics of influence. Paradoxically, moving to a mixed electoral system had the opposite effect. In this article, the authors demonstrate this impact, by modeling the structure of political alliances at multiple levels (municipal, provincial, and regional) of the Italian polity from 1986 to 2001, from data on roughly 441,000 persons elected to serve in almost 3 million positions.
