Abstract:
Ripeness theory, in its most common version, concerns the psychological states that encourage parties who are involved in severe conflict to move into negotiation—either bilateral or mediated. This monograph first summarizes ripeness theory as it stands today, while drawing on the writings of I. William Zartman, the founder of this field, and several other international relations scholars. Then it presents a critique, which recasts this important theory in conventional psychological terms; uses the language of variables rather than necessary states; and focuses on the psychological states of individual actors rather than on joint psychological states.

Abstract:
The Institute for Conflict Analysis and Resolution is commemorating a number of historic milestones in this academic year. Among the reasons for celebration is that ICAR recently surpassed the 20 year mark since the Center for Conflict Resolution, ICAR's forerunner, opened its doors. Moreover, ICAR's doctoral program in conflict analysis and resolution, in existence since 1988, now counts nearly 30 Ph.D.s on its roll.

Abstract:
Outcomes of transitional periods after peace agreements to halt civil wars are critical to sustaining peace and providing the basis for a long-term process of democratization. Understanding these transitional processes and designing policies to promote successful peace implementation are among the greatest challenges of the post–Cold War era. In a number of recent cases, including Angola (1992), Cambodia (1993), El Salvador (1994), Mozambique (1994), Bosnia-Herzegovina (1996), and Liberia (1997), elections have been designated in the peace accord as the mechanism for ending the transition. Such postconflict elections are designed to advance two distinct but interrelated goals – war termination and democratization.

Abstract:
On Aug. 15, 2001, ICAR welcomed our new director, Sara Cobb, by sending her to represent our institute at a threeday combined retreat of the President's Council (comprising the president and senior staff members, deans, and directors) and George Mason's Board of Directors. Within days we learned that her energy and enthusiasm for ICAR's agenda was contagious and welcome. With academic year 2001–2002 beginning the following week, she has hardly had time to catch her breath.
