11. Developing EU Trade Incentives: A Support Tool for Refugee Self-Reliance and Host Community Resilience in Turkey

Abstract:
The European Union (EU) is developing innovative mechanisms to investigate the root causes of migration in order to offer better socioeconomic opportunities both to migrants and host communities. These mechanisms and actions require multi-country bilateral and regional assistance tools to support different partner countries. Innovative and out-of-the-box ideas include multiple countries and various stakeholders. They are developed to provide cooperation solutions in different regions to have a wider impact on the causes and implications of migration. Despite these efforts, political, social, economic and environmental causes continue to generate human mobility around and beyond the immediate neighbourhood of the EU. The Arab Spring and the civil war in Syria have been creating human mobility in the EU neighbourhood. The war made approximately 7 million Syrians flee to neighbouring countries. Turkey is hosting around 3.7 million Syrians and another half a million asylum seekers and refugees from other regions (DGMM, 2021; UNHCR, 2021). The presence of Syrians in Turkey, together with other refugees benefitting from international protection, has become protracted. The efforts to create durable solutions in the form of “voluntary return, resettlement or local integration” have not yet successfully provided sustainable solutions. Turkey does not pursue an official state integration policy to integrate asylum seekers, refugees and the Syrians under temporary protection (STP). However, STPs, asylum seekers and refugees are becoming increasingly integrated into their host communities through informal and local integration mechanisms (Kale & Erdoğan, 2019). The delay in the access to formal employment and challenges in receiving formal employment permits aggregate the difficulties in the inclusion of refugees into formal employment schemes. Summer 2015 has shown that when there is a lack of economic and employment opportunities for asylum seekers, refugees and persons under temporary protection the incentive to have onward movement to other countries persists and the possibilities of integration in host communities stay low. It is clear that resilience-building and livelihood support through formal work is essential for vulnerable populations to have dignified living conditions in host countries. The EU-Turkey Statement in 2016 triggered the development of changes in the legal framework of international protection and migration policy. The Statement paved the way for the preparation of regulations on work permits for persons under temporary and international protection (Official Gazette, 2016). Legal developments targeted the acceleration of the economic integration of refugees into the Turkish labour market through formal employment. However, the difficulties in getting formal work permits resulted in only 132,000 issued until 2019. This indicates that approximately 4% of the STP working population has formal employment (UN Turkey, 2020). This percentage more or less matches the International Labor Organization (ILO) estimations (ILO, 2020). As a result, the majority of the refugee population is working informally, underpaid (Balkan & Tümen, 2016), without formal social and health security mechanisms, in unskilled jobs that are not wanted by Turkish citizens (Sunata, 2017). Informal employment has been a key element contributing to the lack of durable solutions and a protracted process. In Turkey, informal employment is widespread even among the host community members. It is estimated that there is about 30% of labour in host community among all sectors working unregistered. Informal employment is higher in sectors such as agriculture but significantly lower in the industrial sector. The COVID- 19 pandemic has also aggravated the increasingly poor state of the Turkish economy (Akay Ertürk, 2020). Previously, there were continuous efforts through FRIT (Facility for Refugees in Turkey) and 3RP (Regional Refugee and Resilience Plan) projects with programmes focusing on improving the employability of refugees in the Turkish labour market as well as support for the entrepreneurship capacities of the refugees in accessing the formal labour market. However, under the current economic conditions these projects are failing to generate a significant long-term impact on employment for refugees (Özçürümez & İçduygu, 2020). These projects provide short-term trainings or restricted employment possibilities while including a very limited number of participants. In addition, the COVID-19 pandemic conditions have shown that these livelihood support arrangements when they are not based on rights-based approaches overtime can transform back into humanitarian aid services (Kale & Yavçan, 2020). Long-term policy planning needs to include other incentive mechanisms that will cover multi-country and multi-region solutions. In the long run, if vulnerable populations in the host societies turn into the most vulnerable requiring humanitarian and emergency aid, the incentive for secondary movements to third countries can be high.

12. Could the EU’s New Agenda for the Mediterranean Turn Climate Change from a “Threat Multiplier” into an “Opportunities Multiplier”?

The Mediterranean countries are char­acterised by evident gaps in terms of demographic growth, socioeconomic conditions and natural resources avail­ability, which undermine the process of Euro-Mediterranean cohesion and cre­ate a situation of structural weakness that makes them extremely vulnerable to destabilising events. In just over a dec­ade, the Mediterranean region has been affected by major changes that, at first glance, do not seem to be related to each other. The wave of pro-democracy pro­tests called the “Arab Spring” that has plagued the regimes of the Middle East and North Africa (MENA) since 2010 has shown how climate-driven crop failures in major food exporting countries may contribute to driving up international food prices and to amplifying social and polit­ical destabilisation, especially in food-im­port dependent countries (Werrell & Femia, 2013). The “Arab unhappiness” that spurred the popular uprisings has not faded over the years, giving rise to what has been referred to as the “Arab Spring 2.0”. This new round of turmoil, in which protesters demand a better quality of life, has been exacerbated by 2020s COVID-19 pandemic, clearly demon­strating, once again, the close inter­connection between human well-being and planetary health.[1] In the same time frame, in the Northern Mediterranean Countries (NMCs), the migrant-refugee crisis, characterised by new migration waves triggered by traditional as well as unconventional push factors linked to the effects of climate and environmental changes, is becoming one of the most important and divisive issues in recent European politics, adding a new layer of instability to the already shaky European Union (EU) (Pawel & Roland, 2018).

Abstract:
The history of the European Union (EU)’s foreign and security policy has been characterised by a continuous develop- ment and a process of adaptation to the realities on the ground and the experi- ences gained. This was manifest in the gradual change from bilateral relations to regional/multilateral structures, from trade through three-basket/three-pillar structured relations to the integrated ap- proach as introduced by the 2016 EU Global Strategy, and the institutionalisa- tion thereof. “Internal and external secu- rity are ever more intertwined: our secu- rity at home entails a parallel interest in peace in our neighbouring and surround- ing regions. It implies a broader interest in preventing conflict, promoting human security, addressing the root causes of instability and working towards a safer world” (EEAS, 2016). The present pa- per argues that, in order to be able to halt the increasingly complex threats fac- ing the EU and maintain its global actor status, the EU should introduce further – sectorial and regional – flexibility, in- cluding, among others, definitions of the widening geographical scope underlying its strategic vision. Therefore, this paper first asks how the EU and its member states should recon- sider their regional approach. How can the EU implement the existing frame- works and/or develop a more effective and adaptive strategy towards its south- ern neighbourhood fitting the new reali- ties on the ground better?

14. Algeria, Morocco, Tunisia: A Comparative Perspective on Maghreb Countries Migration Cooperation with their West African Neighbours

Abstract:
In February 2022, the European Union (EU) and African Union (AU) both committed, in a Joint Vision to works towards an “enhanced and reciprocal partnership for migration and mobility”. Meanwhile the EU is still aspiring to carry into effect the pending New Pact on Migration and Asylum, particularly as part of the fourth objective of the New Agenda for the Mediterranean (“jointly address the challenges of forced displacement and irregular migration and facilitate safe and legal pathways for migration and mobility”). The ability to reach these objectives and to re-impulse cooperation with regards to migration management is conditioned by the cooperation schemes between the EU and its Southern partner countries, and between Southern partner countries themselves. The transition North African countries have experienced from emigrant into transit and destination countries from migrant, marks a turning point in the migratory history of the region. North and West Africa’s demands for ensuring safe and humane migration flows and management continue to be challenged by the continuous influx of sub-Saharan mobility. Against this background, there is a growing need to strengthen South-South, North-South and South-North cooperation by harmonising the management of various aspects related to human mobility, such as synchronising national and regional border management; ensuring the implementation of cross-border migration human rights mechanism; enforcing regional and trans-regional diaspora engagement and the involvement of domestic civil society actors in policy legislation processes. These steps need to be taken in order to ensure due protection of the living conditions of immigrants and people on the move in the region. This Joint Policy Study addresses these considerations through three individual contributions structured in four chapters. The first chapter analyses national and regional policy frameworks in place, looking at three Maghreb countries: Algeria, Morocco and Tunisia. The second chapter examines the regional and trans-regional relevance of West African diaspora policies. The third part assesses the Algeria-Niger bilateral cooperation in the light of the EU borders’ externalisation process and the last chapter analyses the role of civil society organizations in the policymaking consultations in the Maghreb.

15. Beyond Networks, Militias and Tribes: Rethinking EU Counter-Smuggling Policy and Response

Abstract:
Countering migrant smuggling and its actors – described as the men behind the facilitation of migrants’ irregular journeys – are important elements of the European Union (EU)’s migration and border control policy. Under the new Pact on Migration and Asylum, the EU has proposed to promote tailor-made and mutually beneficial partnerships with third countries specifically to address migrant smuggling. EU Home Affairs Commissioner Ylva Johansson has also promised a predictable and reliable migration management system that includes “stepping up the fight against human traffickers and smugglers”. The EU has certainly taken important steps to counter irregular migration, including making considerable financial commitments to the fight against smugglers and their networks, to whom the journeys of irregular migrants into Europe are almost single-handedly attributed. Smugglers, characterised as inherently violent and exploitative, are also described as relying on a specific business model that generates incalculable earnings. Much has been written about how these profits, if unmonitored, can be funnelled by smugglers into other criminal enterprises like drug trafficking or weapons smuggling, but also into the more nefarious practices of sex trafficking or terrorism. Within this context, smugglers are also said to exploit an ever-growing number of naïve and desperate victims, primarily young men from sub-Saharan Africa who, driven solely by the power of social media and the iconography portraying European soil as a dreamed destination, do not think twice about embarking on dangerous journeys across vast deserts and seas. At high level policy events and academic exchanges, participants often cite examples of young men who, tricked by Facebook and Instagram posts, arrive in Europe after enduring harrowing experiences only to find themselves in even more desperate situations of homelessness and deprivation, having believed the lies and false promises of smugglers, friends and family members posted online. Migrant women, on the other hand, tend to be described as young sex slaves or prostitutes, victims of the depravity of sexually-predatory smugglers who do not hesitate to exploit them for profit in cities across North Africa and Europe. Migrants do face violence and intimidation at the hands of smugglers. These experiences have been documented at length in a vast number of reports targeting European audiences. Kidnapping, extortion, and physical and sexual assault are undeniable and troubling realities on the migration pathway, and migrants do experience them often at the hands of smugglers. Women, girls, and lesbian, gay, bisexual, transgender, intersex and questioning migrants are also more vulnerable to specific forms of sexual and gender-based violence (SGBV), which are often compounded by racism and other forms of discrimination – this does not preclude the fact that SGBV against migrant men is also common on the migrant trail. This policy study, developed by a team of migration scholars based in EU research institutions, argues that while these general notions have guided the mainstream, collective understanding of migrant smuggling, they do in fact pose several and serious limitations that, if not considered closely, can lead to faulty conclusions and inadequate policy responses. Echoing other studies, this report shows that irregular migration and counter-smuggling policy are often based on limited empirical data, drawn from similar if not identical stakeholders, and developed by a reduced and identifiable core of researchers (most of them, European and/or Europe-based). While this body of work has to a large extent expanded the understanding of smuggling, it has simultaneously privileged Euro-centric perspectives and law enforcement priorities at the expense of silencing the experiences (other than those involving victimisation and abuse) of the very people who rely on smugglers for their journeys. Chapter one examines how research has shown that while in most law enforcement, policy and academic circles the facilitation of irregular migration for profit is articulated as a crime, for most migrants the people behind their journeys merely facilitate a service of mobility, which may be in some instances illicit but not criminal, rooted in the lack of accessible, affordable, legal and safe paths for migration. These actors, commonly depicted in academic publications and research reports as heinously violent and predatory members of tribes or other ethnic and racialised groups, are quite often valued and well-respected people in communities across North Africa and the Sahel, trusted for the efficiency of their mobility, trade and transportation services. Known or depicted as smugglers in policy reports, these facilitators are quite often ordinary men and women, recognised for their contributions to the local economy, including the provision of mobility solutions for young and adult migrants unable to secure the protections afforded by passports or visas.

16. Post-Covid-19 EU-Southern Neighbourhood Trade Relations

Abstract:
The European Union (EU) is a key trade partner, both in terms of goods and services, for the countries in its Southern Neighbourhood (SN): Morocco, Algeria, Tunisia, Egypt, Israel, Palestine,[1] Jordan and Lebanon.[2] The economic (and otherwise) relationship between the two partners is governed by the Euro-Mediterranean Association Agreements (EMAAs), which came into force from the early to mid-2000s. The ongoing COVID-19 pandemic has, however, affected the trade exchange between the two, just as it has an adverse impact on trade globally. As pointed out in the second chapter of this policy study, one of the sectors of great importance to both the EU and the SN is agri-foods. Despite a general drop in merchandise trade, the agri-food exports from the EU actually increased globally by 0.5% during the first 10 months of the pandemic compared to the same period the year before, up to €151.8 billion. In the case of the SN, exports of agri-foods during the first three quarters of 2020 (year-on-year) grew particularly strongly in the case of Morocco (27.2%) and Algeria (20.3%) and decreased most visibly in the case of Lebanon (-37.9%). As for exports from the EU to the SN, during the same period a particularly impressive growth was witnessed in the case of Tunisia (40.3%) but the value of agri-food imports of Morocco also went up (8.4%). Trade in services, as analysed in chapter three, was hit more severely than trade in goods and declined significantly in all countries in the region during the first months of the pandemic. For Morocco, for instance, during the first three quarters of 2020 it plummeted by almost 60% (year-on-year). Because of lockdowns and travel bans, the tourism sector was among the hardest hit, even though the countries in the SN are mostly visited by travellers from nearby markets: the SN region or Europe – in 2019 the latter constituted between 29.4% (Tunisia) and 68.2% (Morocco) of all arrivals (after excluding nationals of SN countries who live abroad). As a result, tourism revenues plummeted (in Palestine, for instance, by an estimated 68%) and a significant number of people were made redundant; before the pandemic, between just under 6% (Algeria and Israel) and nearly 20% (Lebanon) of all (formally employed) workers were employed in the travel and tourism sector. The disturbances outlined above have adversely impacted food security in the region, as initial data presented in chapter four suggests. While isolating the impact of the COVID-19 pandemic on food security is difficult, as many other factors – such as bad harvest due to weather conditions in Morocco – were in play in 2020, the pandemic clearly affected both supply of and demand for foodstuffs. Some countries were more affected than others, as has already been mentioned above in the case of agri-food trade with the EU. At the same time, the impact on food security within the countries was also far from homogenous, with refugees (e.g., due to loss of work in informal sector) and poorer households – spending a bigger share of domestic budget on increasingly more expensive food products – more often forced to adopt emergency livelihood coping strategies, such as limitation of daily calory intake. Looking towards the post-COVID-19 trade relations, as outlined in chapter one of this study, the EU’s post-pandemic recovery plans and trade strategy review offer a new momentum for the SN countries to strengthen and modernise their framework for trade relations with the EU, to capitalise on potential re-shoring and near-shoring trends in EU and global value chains, and to promote (intra-) regional economic integration. However, the envisaged Deep and Comprehensive Free Trade Areas (DCFTAs) currently under negotiation with Tunisia and Morocco may not be the most realistic option at this stage. A more gradual approach based on sectoral agreements could be adopted in the short- to medium-term instead, leading to a DCFTA-like model of trade integration. Moreover, in order to strengthen the (intra-)regional economic and value chain integration, modernisation of the Pan-Euro-Mediterranean Convention should remain a priority. Finally, the modernisation of EU-SN trade relations should be linked and integrated into the broader (and longer-term) plans for EU-Africa trade relations, with an eye on the “continent-to-continent Free Trade Area” in the long run. Internally, governments in the SN should prioritise development of high productivity service sectors and work towards curbing their reliance on tourism and transportation. In order to achieve that goal, improving the quality of their institutions is as important as upgrading telecommunications infrastructure or adopting incentives such as tax breaks. More broadly, speeding up digital transformation would both facilitate servicification and reduce costs associated with merchandise trade.

17. Great Expectations: Defining A Trans-Mediterranean Cybersecurity Agenda

Abstract:
European Union (EU) cooperation on cybersecurity with the Middle East and North Africa (MENA) region is conditioned by two competing claims. Due to the geographical proximity and broad security implications for the EU, the MENA region is one of the priorities of the EU’s external relations. Over the past two decades, and especially after the Arab Spring, the EU has invested significant resources to support the reforms in the region and align its policies with its own. At the same time, however, this ambition to cooperate closely with the region is often made more complicated by the situation on the ground. This is particularly the case of cyber resilience cooperation, where even despite overlapping interests – like the fight against cybercrime or improving the overall level of cybersecurity – the EU needs to exercise enhanced due diligence in order to avoid undermining the already fragile human rights protection in some of those countries. Reconciling these two elements – the willingness to engage in closer cooperation and the need for a cautious approach to cybersecurity cooperation – remains the key challenge. Against this background, the study aims to address two questions. First, to what extent are different initiatives and policies implemented across the region compatible with the EU’s own interests and values? Second, who are the key multipliers on cybersecurity in the region that could potentially align with the EU in certain aspects and help it achieve its policy objectives? Which of these relationships are mature enough or require further work in order to turn into concrete cooperation initiatives? These two sets of questions guide the discussion in each of the chapters.

18. Territorial Impact of Migration on Frontline Regions and Cities on the EU Shores of the Mediterranean

Abstract:
Migration has had a strong impact on cities and regions throughout the European Union (EU), especially on the frontline member states (MS). As such, it has also been an area of interest for the European Committee of the Regions (CoR), which on 19 March 2021 adopted an opinion on the New Pact on Migration and Asylum (CIVEX-VII/005). In the document, the CoR expressed concern that “the local and regional dimension has not been sufficiently taken into account [in the Pact] and that the countries on the EU’s external borders are once again to have primary responsibility for arrival and registration”1 Furthermore, on 1 July 2021, the CoR adopted an opinion on the “Renewed partnership with the Southern Neighbourhood – A new Agenda for the Mediterranean” (JOIN/2021/2 final)2 While highlighting the inefficiency of the measures adopted by the EU in relation to migration, the document stressed the fact that “in the absence of further joint instruments at European level, including an appropriate distribution mechanism to relocate migrants, the burden of managing the migrant emergency falls primarily on the local and regional authorities of the European countries on the front line, in particular the border regions and communities in the south of the EU, which are under greater pressure from migratory flows in the Mediterranean” 3 Against this background, the aim of the present study is threefold. First, it provides information on the recent (2020-2021) impact of migration flows via Mediterranean routes on the EU frontline regions and cities. Second, it takes a closer look at the local integration strategies developed in these frontline regions and cities which have been transforming the potential of migratory flows into social and economic gains benefitting both the host community and the thirdcountry nationals (TCNs). To this end, five case studies are being presented as part of the study: Barcelona (Spain), Milan (Italy), Thessaloniki (Greece), Nicosia District (Cyprus), and the South East Region of Malta. Last but not least, the study also serves as a source of information for the CoR’s Annual Regional and Local Barometer.

Abstract:
Many recent comments on the EU's Mediterranean policy come to the conclusion that the challenge raised by the Arab Spring has less to do with existing policies than with lack of strategy. Both in the southern neighborhood and in general, all parameters underlying the Mediterranean policy have changed dramatically.
