181. Hooray for Global Justice? Emerging Democracies in a Multipolar World

Abstract:
Rising powers are fundamentally shifting the relations of power in the global economic and political landscape. International political theory, however, has so far failed to evaluate this nascent multipolarity. This article fills this lacuna by synthesizing empirical and normative modes of inquiry. It examines the transformation of sovereignty exercised by emerging democracies and shows that – in stark contrast to emerging democracies' foreign policy rhetoric – the "softening" of sovereignty has become the norm. The present paper assesses this softening of sovereignty on the basis of a "democratic-internationalist" conception of global justice. This conception holds that global justice demands the establishment of reasonably democratic transnational relations that enable people themselves to determine what else justice requires. Because we find that the exercise of soft sovereignty by emerging democracies contributes to the realization of reasonably democratic transnational relations, we conclude that this nascent multipolarity ought to be welcomed from the democratic-internationalist view of global justice.

182. Iran and the Arab Spring: Between Expectations and Disillusion

Abstract:
The 1979 Iranian Revolution undoubtedly belongs to the "great" revolutions of modern times – all of which were characterized by universalistic efforts and the claim to have set new social, political and cultural norms with global validity. In this sense, the Iranian revolutionaries felt the obligation to actively reintroduce Islam as a revelation for the whole world, not only for Muslims. Yet, they soon became aware that most Muslims viewed their export strategy as either an attempt to enforce Shiism, or – even worse – to conceal mere national megalomania. Therefore, the current leadership argues that the revolution should no longer be exported actively, but that Iran should serve as an example. Consequently, Supreme Leader Khamenei called the events of the Arab Spring a "natural enlargement of Iran's Islamic revolution of 1979" and credited his country for being the catalyst of this "Islamic awakening." The present article will analyze selected regional reactions to the Islamic awakening concept, which did not altogether meet Iranian expectations.

Abstract:
The involvement of business in peace negotiations and peacebuilding has become a standard concern for countries involved in transitions from armed conflict. This article sheds light on the recent history of the private sector's role in peace processes in Colombia – a country that has been engulfed by conflict for almost five decades. The present paper illustrates how business perceptions and behavior have evolved throughout various attempts at negotiating peace, revealing that both the perceived costs of conflict and the expected benefits of peace play a part in promoting business pro-peace activism. A focus on business preferences is important for scholarly and public policy purposes. In light of dwindling international cooperation resources, it is likely that the Colombian state and society (mainly wealthy taxpayers and the business community) will bear the brunt of Colombia's peacebuilding costs. Understanding when, how, and why crucial allies (and potential foes) of peace processes become mobilized is therefore crucial for analyzing the prospects of durable peace in the country.

184. Productive Power and Policy Change in Global Finance: An Analysis of China's Financial Policy Framing in the Bretton Woods Institutions

Abstract:
Against the backdrop of China's increasingly influential role in global finance and the debate on the emergence of a “Beijing Consensus,” this paper examines whether the ideology that China promotes in the Bretton Woods institutions is conducive to the initiation of financial policy change at the international level. Drawing on Barnett and Duvall's (2005) conceptualization of productive power, Snow and Benford's (1988) framing theory and Freeden's (1996) understanding of ideology, the paper develops a theoretical framework for the analysis of international policy framing. Following an overview of China's rise in global finance, it identifies the core elements of the ideology that has been promoted by Chinese government officials in the Bretton Woods institutions since the onset of the global financial crisis. The paper argues that China's ruling elites will only be able to initiate a shift in the global consensus on acceptable financial policies if the frames that they propagate succeed in striking a balance between ideological continuity and change.

Abstract:
Analyses of the shape and functioning of systems of political rule need to address informal institutions, which exist alongside and can relate to formal institutions in various ways. In this paper, I first discuss some analytical foundations of the study of such institutions. I then suggest that a focus on political regimes – understood as the configuration of formal and informal institutions shaping and reflecting the access to and the exercise of political power – can be particularly useful for analysing the shape and functioning of autocracies. Finally, I use such a regime focus to study the Chinese Communist Party and its leadership succession process, which is characterised by increasing institutionalisation and complementary as well as substitutive relations between formal and informal institutions.

186. Contingent Democrats in Action: Organized Labor and Regime Change in the Republic of Niger

Abstract:
The effects of organized labor on regime change in developing countries are not clear‐cut. Optimists argue that union agitation is conducive to both democratic transition and consolidation processes. Pessimists hold that unions will support any regime that is conducive to their demands. Accordingly, unions may support regime transitions; however, once their economic interests are under threat, they will jeopardize the subsequent consolidation process. Systematic studies on the effects of organized labor on regime change in sub‐ Saharan Africa are sparse and largely confined to the (pre)transition phase. This article examines the role of organized labor in Niger between 1990 and 2010. Given the high number of regime breakdowns during the period, a longitudinal study of Nigerien labor enables a critical examination of motives and actions of organized labor toward different regime types. In contrast to other recent findings on African unionism, the article confirms the pessimistic view.

187. Claims to Legitimacy Matter: Why Sanctions Fail to Instigate Democratization in Authoritarian Regimes

Abstract:
International sanctions have been one of the most commonly used tools of Western foreign policy in the post‐Cold War era to instigate democratization globally. However, despite long‐term external pressure through sanctions imposed by the European Union, the United States and/or the United Nations, nondemocratic rule in cases such as Belarus, Cuba, Eritrea, Iran, North Korea and Syria has proven to be extremely persistent. In this paper, we analyze a new global dataset on sanctions from 1990 to 2011 and assess which international and domestic factors account for the persistence of nondemocratic rule in targeted regimes. The results of a fuzzy set Qualitative Comparative Analysis (fsQCA) of 120 episodes of sanctions provide new insights for the research on both sanctions and authoritarian regimes. Most significantly, sanctions strengthen nondemocratic rule if the regime manages to incorporate their existence into its legitimation strategy. Such a “rally‐round‐the‐flag” effect occurs most often in cases where comprehensive sanctions targeting the entire population are imposed on regimes that enjoy strong claims to legitimacy and have only limited linkages to the sanction sender.

Abstract:
This paper engages in a systematic overview of the existing datasets on institutions, conflict and peace, as well as divisions and diversity. This overview indicates that an enormous amount of data is unevenly distributed across different issue areas. There is a lack of data capturing specific sets of political institutions (e.g., centripetalism), dynamic changes in a country's relational demographics across identity groups, the ethnicization of political institutions (especially in the security sector), and security sector reform. Many datasets suffer from missing data and an alarming dearth of transparency. Our paper concludes with suggestions for yet unexplored research questions and avenues for further data collection.

189. What Drives Interstate Balancing? Estimations of Domestic and Systemic Factors

Abstract:
This paper reviews contending realist assumptions about domestic and systemic impulses for balancing behavior, derives a set of corresponding hypotheses for state actions and submits them to a statistical large‐n analysis for testing. A total of 18 highly conflict‐prone dyads of states are observed over lengthy periods of time in order to gather data for a regression analysis of the effects of different impulses on both the external and internal balancing behavior of the weaker states. In accordance with the results, it is argued that domestic (or unit‐level) factors are highly important in explaining the scope of balancing and often exert a stronger influence than do power gaps between states. As moderating factors, they are especially crucial in clarifying apparent cases of over‐ and underbalancing.

190. Rethinking the Consultation-Conflict Link: Lessons from Bolivia's Gas Sector

Abstract:
This article sheds light on 26 consultations in Bolivia's gas sector (2007–2012) and challenges simplified conceptions of prior consultation as a tool for conflict prevention and resolution. It shows that consultations do not only appease conflicts, but also exacerbate them as these procedures are used to negotiate broader grievances. This study further argues that narrow consultations (like those carried out in Bolivia) – rather than comprehensive ones – repress conflicts in the short‐term by limiting opportunities to mobilize against extractive projects. It also reveals that the degree of conflict and prevention potential of consultations varied according to the affected groups and highlights the ambiguous effects of the entanglement of consultations and compensations.
