1. Cuba's New Social Structure: Assessing the Re-Stratification of Cuban Society 60 Years after Revolution

Abstract:
Few political transformations have attacked social inequalities more thoroughly than the 1959 Cuban Revolution. However, as the survey data in this paper shows, 60 years on, structural inequalities which echo the pre-revolutionary socio-ethnic hierarchies are returning. While official Cuban statistics are mute about social differences along racial lines, the authors were able to conduct a unique, nationwide survey which shows the contrary. If the revolutionary, state-run economy and radical social policies were the main social elevators for the formerly underprivileged classes in socialist Cuba, the economic crisis and depressed wages of the past decades have seriously undercut these achievements. Moreover, previously racialised migration patterns have produced highly unequal levels of access to family remittances, and the gradual opening of the private business sector in Cuba has largely disfavoured Afro-Cubans, due to their lack of access to pre-revolutionary property and remittances in the form of start-up capital. While social and racial inequalities have not yet reached the levels of other Latin American countries, behind the face of socialist continuity a profound restructuring of Cuban society is taking place.

2. Contracting, Contesting, and Co-Optation: Civil Society Organizations’ Strategies under New Institutional Arrangements in Brazil

Abstract:
Civil society has exploded in Latin America as democratization has continued over the last 30 years. Civil society organizations (CSOs) are thought to improve governance and oversight and to increase social capital. Nonetheless, we have limited knowledge about what motivates CSOs’ politi- cal strategies, which include participating in formal political institutions, attending demonstrations, and providing services. We build knowledge here by evaluating data from a unique survey of nine hundred CSOs across seven Brazilian cities. Our findings showcase several parallel processes: poorer CSOs continue to rely on the state and actively participate in political pro- cesses despite protesting at greater rates than wealthier CSOs; therefore, we contend that institutional and political process arguments better explain poorer CSOs’ behavior. We also argue that relatively wealthy CSOs’ disen- gagement reflects greater resource mobilization, more professionalization, and an increase in social capital. Our results show that multilayered explana- tions improve our understanding of CSO behavior and state-society rela- tions in Brazil and Latin America.

3. Contingent Democrats in Action: Organized Labor and Regime Change in the Republic of Niger

Abstract:
The effects of organized labor on regime change in developing countries are not clear‐cut. Optimists argue that union agitation is conducive to both democratic transition and consolidation processes. Pessimists hold that unions will support any regime that is conducive to their demands. Accordingly, unions may support regime transitions; however, once their economic interests are under threat, they will jeopardize the subsequent consolidation process. Systematic studies on the effects of organized labor on regime change in sub‐ Saharan Africa are sparse and largely confined to the (pre)transition phase. This article examines the role of organized labor in Niger between 1990 and 2010. Given the high number of regime breakdowns during the period, a longitudinal study of Nigerien labor enables a critical examination of motives and actions of organized labor toward different regime types. In contrast to other recent findings on African unionism, the article confirms the pessimistic view.

4. Origins and Outcomes of Electoral Institutions in African Hybrid Regimes: A Comparative Perspective

Abstract:
In the early 1990s most African countries carried out extensive reforms of their electoral regimes. Adopting a historical institutionalist approach, this paper critically examines the role of institutional path dependence in accounting for the setup of six African electoral regimes. For this purpose, we distinguish between different types of path dependence. The paper further analyzes the extent to which the development of electoral institutions contributed to the regime-type outcome (democratic/hybrid/autocratic). The main emphasis herein is on so-hybrid regimes;” in other words, regimes existing in the grey zone between democracy and autocracy. The paper finds that, while institutional path dependence has a limited but important impact on the setup of the electoral regimes, it is ultimately the process of decision-making during critical junctures that accounts for the regime type outcome. Hybrid regimes lack long-term institutional ownership.

5. Pursuing Centralization amidst Decentralization: The Politics of Brazil's Innovative Response to HIV/AIDS

Abstract:
In recent years, Brazil has been highly revered for its response to HIV/AIDS. Despite the government's delayed response, why and how did the national AIDS program eventually become so successful? This is even further puzzling when one considers the challenges associated with Brazil's decentralized response to healthcare needs, lack of subnational resources and political will to effectively implement AIDS policy. This article maintains that Brazil's successful response eventually required the strategic centralization of national AIDS bureaucratic and policy authority, entailing policies designed to aid local governments while creating fiscal policies incentivizing sub-national compliance with the national bureaucracy and more effective policy implementation. Taking advantage of renewed political support, kindled by international pressures and the president's reputation building pursuits, the sources of AIDS officials' success, however, resided not in their technical and financial prowess, but in their ability to forge historically- based partnerships with civic AIDS NGOs and social movements sharing like-minded ideational beliefs in policy centralization. This article also discusses how these findings contribute new insights into theories addressing the reasons for centralization, as well as the ideational sources of gradual institutional change.

6. Negotiating Political Spaces: Social and Environmental Activism in the Chinese Countryside

Abstract:
The proliferation of social organizations in China has engendered a lively debate about how to conceptualize these social forces. This paper argues that such a conceptualization should take into account the role that both the party-state and social actors attribute to social organizations. With an empirical case study from the western Chinese countryside, this paper explores how social organizations both adapt to the restrictive authoritarian framework and negotiate the spaces opening up to society in the realms of environmental and social politics. The study shows that while the party-state understands organizations as consultants and partners in service provision, they have a deviating self-image from the Western concepts of “NGO” and “civil society” that are becoming increasingly relevant as frames of reference. While their practices remain within the limits imposed by the authoritarian framework, they impact policy formulation, local political participation, and the formation of social networks according to their own self-image as members of a budding Chinese civil society.

7. Structures and Logic of EP Implementation and Administration in China

Abstract:
This paper describes empirical observations gathered during a research project on the implementation of environmental protection (EP) policies in China. The project focused on local EP in both urban and rural areas. Policy field analysis was used as a conceptual framework for structuring the observations. The paper develops in three main steps discussing the following topics: 1) Collective problems within the policy field of EP show that EP issues in general are unlike those of other policy fields. Official EP policies in China today resemble those of other countries – but they are separating issues and responsibilities, making local implementation very demanding. 2) China lags behind in its willingness and ability to implement these policies – leading to implementation gaps. To explore the causes and consequences, specific sites in China are described in an extended look at local implementation structures. It was found that although policies in China are basically the same everywhere, the structures for implementing them and the quality of their implementation vary widely with regard to resources, organization, coordination, staff qualifications, personnel placement, and other aspects. 3) Not all of the challenges hampering local implementation of environmental policies were China-specific; however, some of those which are can be described as the macro-context: an ineffective rule of law, insufficient involvement of civil society, and complicated macro-structures of public administration prevent a generally high level of successful EP implementation in China.

8. Civil Society 2.0?: How the Internet Changes State-Society Relations in Authoritarian Regimes: The Case of Cuba

Abstract:
In the debate over the role of civil society under authoritarian regimes, the spread of transnational web-based media obliges us to rethink the arenas in which the societal voice can be raised–and heard. Taking the case of state-socialist Cuba, a diachronic comparison analyzes civil society dynamics prior to the Internet–in the early to mid-1990s, and a decade later, after digital and web-based media made their way onto the island. The study finds that in the pre-Internet period, the focus was on behind-the-scenes struggles for associational autonomy within the state-socialist framework. A decade later, web-based communication technologies have supported the emergence of a new type of public sphere in which the civil society debate is marked by autonomous citizen action. While this defies the socialist regime's design of state-society relations, its effect on democratization depends on the extent to which a web-based voice connects with off-line public debate and social action.

9. Civilizing the World Order? The Scope and Potential of Transnational Norm-building Networks

Abstract:
Civil society organizations, epistemic communities, and lobby groups—what we call transnational norm-building networks—are influencing the global economy and global politics more than ever before. We argue that such transnational norm-building networks, in contrast to the dominating executive intergovernmental elites and democratically deficient supranational bodies, hold the scope and potential for a more civilized world order. They are—together with states and international governmental organizations—creating new norms; they are setting standards. They associate the voice of stakeholders with decision-making processes, thus leading to an increase in legitimate world governance.

10. Bolivia's New Constitution: Towards Participatory Democracy and Political Pluralism?

Abstract:
In Bolivia, rights to increased political participation and the recognition of indigenous political systems are interrelated. The new constitution of 2009, a prime example of the “new Andean constitutionalism,” defines Bolivia as a representative, participatory and communitarian democracy. It incorporates enhanced mechanisms and institutions for participatory democracy. Moreover, new social rights have been anchored in the constitution and a plurinational state is supposed to be constructed. The article raises the question of whether the new constitution will change the relations between state and civil society considerably and whether a new democratic model is being established in Bolivia. I argue that there are many limiting factors when it comes to putting the emancipatory elements of the constitution into practice. These include the increased strength of the executive branch, the intent of the government to co‐opt civil society organizations and to exclude dissident views, the resistance of the conservative opposition to loosing some of its privileges, the deep‐rooted social inequality, the social conflicts and polarization, the resource dependence of the current economic model, and the authoritarian characteristics of indigenous self‐governance structures. The article demonstrates that the new Bolivian constitution cannot create a new society but that the processes around the elaboration of a new basic law have contributed to considerable changes in the social, political and symbolic order.
