21. The Role of Southern Actors in Global Governance: The Fight against HIV/AIDS

Abstract:
This paper analyses the role of actors from developing countries in global processes of policy making and governance. To systematically examine the channels of influence of Southern actors and interactions in global governance it develops the concept of interfaces. It differentiates between organisational, discoursive, legal and resource-transfer interfaces in global governance. This approach is exemplified in the analysis of a specific field of global governance, the global fight against HIV/AIDS. The paper examines the role of the Southern governments and non-state actors in ther central organisation of global health, their influence in debates and discourses on strategies to fight HIV/AIDS, and the financing mechanisms that were introduced to fight HIV/AIDS in the developing world. It shows that albeit actors from Northern countries dominate global governance in general, in particular areas the current institutional setting of global governance provides significant opportunities for rather weak actors such as civil society organisations and governments from the South to influence strategies and policies.

Abstract:
Starting from controversial findings about the relationship between party systems and the prospects of democratic consolidation, this article argues that problems can only be properly addressed on the basis of a differentiated typology of party systems. Contradictory research results do not pose an 'African puzzle' but can be explained by different and inadequate approaches. We argue that a modified version of Sartori's typology of party systems provides an appropriate method for classifying African party systems. Based on Sartori's framework, a preponderance of predominant and dominant party systems is identified. This can partly be explained by the prevailing authoritarian nature of many multiparty regimes in Africa as well as by the ethnic plurality of African societies. High ethnic fragmentation is not transformed into highly fragmented party systems. This phenomenon can be attributed to the most frequent 'ethnic congress party' which is based on an ethnic elite coalition.

Für die meisten Entwicklungsländer stellen Infektionskrankheiten ein soziales Problem von großer Tragweite dar; gleichzeitig werden diese auch wieder zunehmend als eine Bedrohung für die Industrieländer selbst angesehen. Dies betrifft die Verbreitung der Krankheiten selbst, aber auch deren Auswirkungen auf Armutsbekämpfung und Sicherheit im weitesten Sinne. Mit der Entwicklung von „Global Health Governance“ (GHG) ist eine komplexe Struktur entstanden, die Fragen der medizinischen Forschung, der Mobilisierung finanzieller Ressourcen und der politischen Steuerung eng miteinander verbindet.

24. Political Parties in Post-Suharto Indonesia: Between politik aliran and 'Philippinisation'

Abstract:
Surprisingly, the outcome of the 1999 and 2004 elections in Indonesia and the resultant constellation of political parties are reminiscent of the first Indonesian parliamentary democracy of the 1950s. The dynamics of party politics is still marked by aliran ('streams'), i.e. some of the biggest political parties still have a mass base and are embedded in specific milieus. But politik aliran has lost a lot of its significance and re-emerged in a quite different form after the fall of Suharto in 1998. Starting with this observation, it is argued that parties are still socially rooted, so a modified aliran approach still has its analytical value. However, one can also witness a weakening of aliran (dealiranisasi) and a concomitant 'Philippinisation', which is indicated by the rise of presidential or presidentialised parties, growing intra-party authoritarianism, the prevalence of 'money politics', the lack of meaningful political platforms, weak loyalties towards parties, cartels with shifting coalitions and the upsurge of new local elites.

25. Exploding Crime? Topic Management in Central American Newspapers

Abstract:
It has become common to state that criminal violence has superseded political violence in Central America. This paper presents the first results of a research project which analyses the social construction of violent realities in Costa Rica, El Salvador and Nicaragua. The authors describe the print media landscape in Central America and examine both the quality of leading newspapers and the main clusters of topics constituting the news discourse on violence. The analysis of the macro-structure of topic management in Central American newspapers allows to differentiate the “talk of crime”: it is more heterogeneous than often thought. There are signs that the problem of juvenile delinquency is emerging as the center of a cross-country discourse on “ordinary violence”. On the other hand, the talk of crime is centered around few topic clusters, with sexual violence and border-related discourse on violence being of key importance. Finally, the paper points to a heterogeneous array of discourse events that is connected to political developments and power-relations.

26. How Does Neopatrimonialism Affect the African State? The Case of Tax Collection in Zambia

Abstract:
Following the neopatrimonialism paradigm, it can be hypothesised that in African states informal politics of the rulers infringe on the collection of taxes and in turn reduce state revenues. This article tests this proposition for the case of Zambia. The main finding is that there is no linear correlation between a neopatrimonial system and the collection of taxes. Neopatrimonial continuity in the country is evidenced by three factors; the concentration of political power, the award of personal favours and the misuse of state resources. Despite this continuity, the revenue performance has increased considerably with the creation of the semi-autonomous Zambia Revenue Authority. This demonstrates that the effect of neopatrimonialism on public policy in the African state is highly context-specific and dependent on the interaction with additional variables. Donor pressure has been the most important in the Zambian case. In order to apply neopatrimonialism for further empirical work on public policy in the African state, these additional variables have to be incorporated into the analysis.

El presente trabajo analiza, desde una perspectiva comparada, las percepciones de las elites parlamentarias de los países miembros del MERCOSUR respecto a las Fuerzas Armadas y a cuestiones de seguridad y defensa. Ante la creciente cooperación en materia de seguridad, se indaga en el plano de los valores y convicciones de las elites políticas para buscar indicios relacionados con el desarrollo de una comunidad regional de seguridad en el sur de América Latina. A partir de los resultados de dos proyectos de investigación empírica sobre los sectores parlamentarios, el artículo identifica semejanzas y discrepancias entre las percepciones de los diputados y senadores de Argentina, Brasil, Chile, Paraguay y Uruguay, y discute las posibles consecuencias con miras a una profundización de la cooperación en materia de seguridad.

Abstract:
Formal and informal politics as an object of social science analysis are connected in this paper with an institutional perspective. First, we survey the existing comparatively oriented political science and area studies literature on both forms of politics. Second, we present our own conceptual approach in this regard. In the remainder of the paper, formal and informal politics are viewed through an institutional prism. In this context we discuss the relationship between formal and informal institutions in politics, looking at advantages and disadvantages, consequences, and effects of both types of institutions. Research perspectives are highlighted in the concluding section of the paper.
