311. Cutting Bread or Cutting Throats? – Findings from a New Database on Religion, Violence and Peace in Sub – Saharan Africa, 1990 to 2008

Abstract:
Despite the religious diversity in sub–Saharan Africa and the religious overtones in a number of African conflicts, social science research has inadequately addressed the question of how and to what extent religion matters for conflict in Africa. This paper presents an innovative data inventory on religion and violent conflict in all sub–Saharan countries for the period 1990–2008 that seeks to contribute to filling the gap. The data underscore that religion has to be accounted for in conflict in Africa. Moreover, results show the multidimensionality (e.g. armed conflicts with religious incompatibilities, several forms of non‐state religious violence) and ambivalence (inter‐religious networks, religious peace initiatives) of religion vis–à–vis violence. In 22 of the 48 sub–Saharan countries, religion plays a substantial role in violence, and six countries in particular—Chad, Congo‐Brazzaville, Ethiopia, Nigeria, Sudan and Uganda— are heavily affected by different religious aspects of violence.

312. Transition from Democracy Loss of Quality, Hybridisation and Breakdown of Democracy

Abstract:
The paper points out that there is hardly any research for the reverse transition, the transition from democracy to non-democratic regimes for more than 30 years. For heuristical purposes, it provides basic data of the decline of democracy, which refers to loss of democratic quality, changes from liberal democracy to hybrid and to authoritarian regimes, during the third wave of democratisation (1974-2008). The stocktaking shows that most of the cases of decline refer to the change in and from young democracies established during the third wave, especially after 1989. Loss of democratic quality and hybridization are the most frequent cases of decline, while the breakdown of democracy has been very rare. Young democracies and poorer countries are more prone to decline than the older and richer cases – aside from a few remarkable exceptions. Finally, the overview argues that the research on the decline of democracy can benefit from the richness of the approaches of transitology, but should also avoid its methodological traps and failures, concluding with a number of suggestions for the future research agenda.

313. "Dreams Don't Come True in Eritrea": Anomie and Family Disintegration due to the Structural Militarization of Society

Abstract:
This article analyzes contemporary Eritrea's acute crisis within the framework of the theory of anomie. It is based on the hypothesis that militarization, forced labor, mass exodus, and family disintegration can be interpreted as the consequences of two incompatible norm and value systems: the collectivist, nationalistic, and militaristic worldview of the former liberation front and ruling party People's Front for Democracy and Justice (PFDJ), and the traditional cultural system of Eritrea's society. In 2002 the regime introduced an unlimited "development campaign," thereby forcing large parts of the society to live as conscripts and perform unpaid labor. This has caused a mass exodus of young people and a rapid process of family disintegration. The article is based on empirical fieldwork and evaluates the ongoing developments, which have led to rapid economic decline and the destabilization of the entire fabric of society.

314. Nigeria: A Prime Example of the Resource Curse? Revisiting the Oil-Violence Link in the Niger Delta

Abstract:
This paper studies the oil-violence link in the Niger Delta, systematically taking into consideration domestic and international contextual factors. The case study, which focuses on explaining the increase in violence since the second half of the 1990s, confirms the differentiated interplay of resource-specific and non-resource-specific causal factors. With regard to the key contextual conditions responsible for violence, the results underline the basic relevance of cultural cleavages and political-institutional and socioeconomic weakness that existed even before the beginning of the “oil era.” Oil has indirectly boosted the risk of violent conflicts through a further distortion of the national economy. Moreover, the transition to democratic rule in 1999 decisively increased the opportunities for violent struggle, in a twofold manner: firstly, through the easing of political repression and, secondly, through the spread of armed youth groups, which have been fostered by corrupt politicians. These incidents imply that violence in the Niger Delta is increasingly driven by the autonomous dynamics of an economy of violence: the involvement of security forces, politicians and (international) businessmen in illegal oil theft helps to explain the perpetuation of the violent conflicts at a low level of intensity.

315. Oil and the Eruption of the Algerian Civil War: A Context-sensitive Analysis of the Ambivalent Impact of Resource Abundance

Abstract:
Algeria's intrastate war in the 1990s, during which militant Islamists and the state fought fiercely against each other, still raises questions concerning the decisive factors leading to its onset and escalation. This paper uses the resource curse approach and the rentier state theory to understand the impact resource wealth could have had on the outbreak of this violent conflict, then goes one step further, adopting a context‐sensitive approach. This approach attempts to juxtapose those conditions directly linked to the resource sector with the general conflict‐fueling conditions diagnosed in Algeria. It takes into account conditions both within the country and in the international context. The application of a context matrix allows us to examine the interplay of resource‐related factors and other conflict-driving forces, such as socioeconomic, demographic and ideological changes. Such an approach not only broadens the general understanding of the resource‐violence link but also enhances our understanding of the eruption of violence in Algeria.

316. Contested Leadership in International Relations: Power Politics in South America, South Asia and Sub-Saharan Africa

Abstract:
Given the importance of the assertion or prevention of regional leadership for the future global order, this paper examines the strategies and resources being used to assert regional leadership as well as the reactions of other states within and outside the respective regions. Secondary powers play a key role in the regional acceptance of a leadership claim. In this article we identify the factors motivating secondary powers to accept or contest this claim. Three regional dyads, marked by different degrees of “contested leadership,” are analyzed: Brazil vs. Venezuela, Indis vs. Pakistan, and South Africa vs. Nigeria. The research outcomes demonstrate that the strategies of regional powers and the reactions of secondary powers result from the distribution of material capabilities and their application, the regional powers' ability to project ideational resources, the respective national interests of regional and secondary powers, and the regional impact of external powers.

317. Democratization via Elections in an African "Narco-state"? The Case of Guinea-Bissau

Abstract:
Recent development cooperation with Guinea-Bissau, focusing on good governance, state-building and conflict prevention, did not contribute to democratization nor to the stabilization of volatile political, military and economic structures. The portrayal of Guinea-Bissau as a failed “narco-state”, as we ll as Western aid meant to stabilize this state, are both based on dubious concepts. Certainly, the impact of drug trafficking could endanger democratization and state-building if continued unchecked. However, the most pressing need is not state-building facilitated by external aid that is poorly rooted in the social and political fabric of the country. Rather, it is grassroots nation-building that is a pre-condition for the creation of viable state institutions.

318. How Signifying Practices Constitute Food (In)security—The Case of the Democratic People's Republic of Korea

Abstract:
This paper argues that the question of food (in)security in the Democratic People's Republic of Korea is not necessarily indicative of the country's actual nutritional conditions but is rather constituted through meaning‐making behavior—signifying practices—predominantly on the part of humanitarian aid institutions working there. The argument is not intended to gloss over the food and nutritional situation in North Korea or to suggest that famine, starvation, or malnutrition do not exist. The paper nevertheless argues that humanitarian institutions are not external to or separate from the reality they observe, monitor, and measure, but are rather constitutive of the categories which produce that reality— in this case food (in)security in North Korea. The undertaking of nutrition surveys, food security assessments, and food‐aid monitoring as well as the issuing of consensus statements are examples of aid practices that signify North Korea in terms of vulnerability, emergency, and food insecurity. The paper's central argument is that it is through precisely these observations, assessments, and representations that food (in)security in North Korea comes into being.

Seit einiger Zeit stehen Regionen (wieder) auf der Agenda der Theoriediskussionen in den Internationalen Beziehungen. Es ist u.a. von einer „emerging regional architecture of world politics“ die Rede und von der Zukunft eines „multiregional system of international relations“ oder sogar einer „world of regions“. In dieser Perspektive geht es gegenwärtig nicht mehr allein um die Frage, welche Strukturvorgaben des internationalen Systems für eine neue Weltpolitik zu berücksichtigen sind. Vielmehr ist mit Blick auf die regionalen Ordnungen erforderlich zu fragen, wann und unter welchen Umständen die Strukturen und Akteurskonstellationen für regionale Kontexte überhaupt Bedeutung haben. Allerdings ist der politiktheoretische Status der Regionen in den Internationalen Beziehungen alles andere als klar. Mit diesem Beitrag werden zwei Ziele verfolgt: Einerseits wird die bisherige Diskussion mithilfe von drei Schlüsselkonzepten – Kooperation, Regionale Sicherheitskomplexe und Externalitäten – strukturiert; andererseits wird das konzeptionelle Verhältnis von Regionen, politischen Räumen und regionalen Ordnungen diskutiert. Dabei werden Kriterien – geografische Lage, politische Entscheidungen, Drittwirkungen dieser Entscheidungen – vorgestellt, die eine weiterführende Analyse verschiedener Typen regionaler Ordnungen ermöglichen.

320. Regional Power Shift s and Climate Knowledge Systems: South Africa as a Climate Power?

Abstract:
In the international system, there has been a power shift towards regional powers, which can be illustrated by recent developments in climate governance. I argue that some of these regional powers are also climate powers, which benefit from an issue-specific power shift. The behavior and strategies of those climate powers are central for global climate governance. To analyze their strategies, a multi-level approach is required that captures the link between domestic climate governance and climate foreign policy. I develop such a concept of climate knowledge systems. It is based on Emanuel Adler's theory of cognitive evolution and communities of practice. A pragmatist philosophy such as this that allows for mixed methods research is most suitable for analyzing the proposed connection between knowledge, practices and change. It also presents the key to an extended regional powers framework, leaving the somewhat artificial boundaries of international relations in climate governance behind. The concept of climate knowledge systems is empirically applied to South Africa with some early tentative results of an online expert survey, as well as the analysis of data of the Carbon Disclosure Project.
