51. In the Shadow of the States: The Informalities of Chinese Petty Entrepreneurship in Nigeria

Abstract:
The burgeoning interstate relation between China and Nigeria is in fact hiding the vulnerable condition of transnational Chinese petty entrepreneurship. Small-scale Chinese entrepreneurs in Nigeria are faced with everyday corruption practised by both Nigerian authorities and ordinary Nigerian people, the dominance of self-interest over cohesion and mutual support among the Chinese compatriots, and variations in state policies due to dynamic and changing interstate relations. To overcome their position of weakness, small-scale Chinese entrepreneurs strategize their interactions with both Nigerian and Chinese nationals. Informality is a characteristic of such interactions. Economic informality is primarily embodied in the documentation service businesses that are indebted to those popular corrupt practices in Nigeria; while social informality takes place in cyberspace. Interaction via the Internet among Chinese involved in Chinese–Nigerian businesses helps small-scale Chinese entrepreneurs to cope with fluctuations in interstate links at the macro-level and to develop a sense of community.

Abstract:
China's non-interference policy has come under scrutiny in regards to its growing and deepening relations in Africa. The policy has come to represent an about-face from conditional assistance and investment associated with the Washington Consensus. Although often well received in much of the global South, this policy has drawn a lot of criticism from the West and others. These commentators have perceived non-interference as an opportunistic and often inconsistent instrument for enabling China's increasing access to African resources and markets. This article suggests that despite some consistent support for the rhetoric of non-interference, China's implementation of the policy has become increasingly varied and contextualized in reaction to Africa's ever-more diversified political and economic landscape since the early 2000s.

Abstract:
This article highlights the precarious nature of Taiwan's diplomatic relations in Africa. Whereas Cold War rationales initially benefitted Taiwan, economic interests now appear to incentivize African countries to establish relations with China. Through qualitative and quantitative data covering much of the post-World War II era, this analysis argues that economic factors have trumped political rationales for Taiwanese–African relations. In addition, this article problematizes both conceptions of diplomatic recognition and Taiwan's enduring relations with Africa.

Abstract:
This article contextualises the art practice of Beijing-based artist Liu Bolin and examines ways in which his artworks illuminate the sociopolitical conditions that regulate the everyday reality of underprivileged social groups amid China's spectacular urban transformation in the 2000s. The tension between individual existence and the force of urbanization underlays Liu's most important work, entitled Hiding in the City. This performance photographic series, in which Liu covered his body thoroughly with paint so that he “disappeared” into the background, was initiated as a response towards the demolition of an artist village in Beijing where the artist resided and worked. The series has since been developed into an ambitious and years-long project in which the artist surveys the disparate urban living environment of the city, bringing to the surface dominant forces that render the existence of the individuals “invisible”.

Abstract:
Civic organizations (COs) are neither a good nor a bad thing. They are not inherently fighters for democracy or supporters of authoritarian rule. The way they develop depends on the impact that various forms of state power have on them and on their influence on the state. Vietnamese COs appear to be no exception. When we examine just one direction of these interdependent and reciprocal relations, it becomes clear that under the constraints of the Vietnamese state's infrastructural power many Vietnamese COs develop features of intra‐organizational authoritarianism; that they help to embed the state and the Communist Party more deeply within Vietnamese society; and, finally, that they contribute to bringing the society further under the control of the state and the party. However, this occurs to a very different degree depending on the type of CO. NGOs and faith‐based organizations in particular, at least in the field of gender norms and practices, seem to resist the state's discursive power. This could imply challenges to the state’s and the party's control of politics and society and leads the authors to draw far‐reaching conclusions as far as developmental cooperation with and potential support for various types of Vietnamese COs is concerned.

Abstract:
Since the war in Bosnia‐Herzegovina and the genocide in Rwanda in the 1990s, sexual violence in conflict has received increasing scholarly attention. While earlier research focused on documenting cases of sexual violence and investigating the topic from a metaperspective, in the last decade an increasing number of empirical, largely qualitative studies have been published. This paper critically reviews this recent literature on conflict-related sexual violence (CRSV) according to two lines of inquiry. It first examines the literature on the causes of CRSV, then surveys the research on its social consequences. Overall, the growing body of research on CRSV has considerably advanced our knowledge. However, methodologically there remains a shortage of comparative, and particularly quantitative, research. Much of the qualitative research relies on convenience samples, which result in a clear selection bias. This hampers our ability to make more general statements about the causes and, in particular, the social consequences of CRSV.

Abstract:
This paper examines the learning of authoritarian regimes in the early phase of the Arab uprisings. Differentiating conceptually between learning and policy change, we analyze and compare the authoritarian regimes of Algeria, Bahrain, Jordan, and Syria and their reactions to the challenge of "late riser" oppositional protests. We first show that the four regimes initiated very diverse measures in the domains of repression, material co‐optation, and legal reforms. With regard to the sources of learning, we find that proximity is a determining factor, in terms of both geography and political similarity. Using the case of Bahrain, we then demonstrate that structural factors such as internal power structures, regional and international pressures, or state capacity can decisively constrain the implementation of learning‐induced policy change. 58. Regime Type, Inequality, and Redistributive Transfers in Developing Countries

Abstract:
The debate on whether democracy and inequality increase the level of redistribution in a country is still ongoing. We construct a model that predicts a higher probability of redistribution in democracies than in autocracies. Further, with higher initial inequality, there should be more redistribution in democracies but not necessarily in autocracies. We test these predictions using data on social transfers in developing countries for the period 1960–2010. We confirm that democracy increases redistribution and, to some extent, that there is more redistribution with rising inequality. Hence, on the basis of a direct measure of redistribution, we present evidence to confirm the median voter theorem.

59. State Extraction and Anti-Colonial Rebellion – Quantitative Evidence from the Former German East Africa

Abstract:
Does extraction increase the likelihood of antistate violence in the early phases of statebuilding processes? While much research has focused on the impacts of war on statebuilding, the potential "war‐making effects" of extraction have largely been neglected. The paper provides the first quantitative analysis of these effects in the context of colonial state‐building. It focuses on the Maji Maji rebellion against the German colonial state (1905–1907), the most substantial rebellion in colonial Eastern Africa. Analyses based on a newly collected historical data set confirm the correlation between extraction and resistance. More importantly, they reveal that distinct strategies of extraction produced distinct outcomes. While the intensification of extraction in state‐held areas created substantial grievances among the population, it did not drive the rebellion. Rather, the empirical results indicate that the expansion of extractive authority threatened the political and economic interests of local elites and thus provoked effective resistance. This finding provides additional insights into the mechanisms driving the "extraction–coercion cycle" of statebuilding.

Abstract:
The analysis using the new Regime Legitimation Expert Survey (RLES) demonstrates that non‐democratic rulers in post‐Soviet countries use specific combinations of legitimating claims to stay in power. Most notably, rulers claim to be the guardians of citizens’ socio‐ economic well‐being. Second, despite recurrent infringements on political and civil rights, they maintain that their power is rule‐based and embodies the will of the people, as they have been given popular electoral mandates. Third, they couple these elements with input‐based legitimation strategies that focus on nationalist ideologies, the personal capabilities and charismatic aura of the rulers, and the regime’s foundational myth. Overall, the reliance on these input‐based strategies is lower in the western post‐Soviet Eurasian countries and very pronounced among the authoritarian rulers of Central Asia.
