1. The Great Supply Chain Shift from China to South Asia?

Abstract:
Global supply chains connect world industry and international trade in manufactures. East Asia’s dominance with China as the preferred assembly hub in global supply chains has brought unprecedented regional prosperity, but South Asia remains a latecomer. However, pandemic-related and post-pandemic continuing disruptions to supply chains and slowing growth are being keenly felt, dampening China’s attractiveness. In an uncertain global economy, increasingly footloose foreign investors are looking for alternative production locations. Is it South Asia’s turn to prosper through supply chains in this uncertain world? This is the topical public policy question facing India and the others in South Asia. This paper discusses the concept of global supply chains, the industrial rise of East Asia, drivers of supply chain relocation from China, South Asia’s prospects, India as a complementary hub and policy lessons from East Asia’s industrial success. For the purposes of this paper, South Asia is broadly defined as the India and its contiguous countries: Afghanistan, Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan and Sri Lanka.

2. Quad Economy and Technology Task Force Report

Abstract:
Conceived in 2020, the task force studied promising areas for cooperation between the Quad countries beyond their pre-existing maritime security partnership. The report highlights the need to increase economic and technological interdependence among the Quad countries and to establish common and updated rules and standards for emerging technologies in five study areas. The unique mix of the group – three developed and one developing nation, three Pacific and one Indian Ocean nation, three producer-trading nations with one massive emerging market – lends itself to innovation, experimentation and cooperation that can be a template for a new, post-pandemic geopolitical era.

3. Inserting India into U.S.-Israel Defence Technology Cooperation

Abstract:
Over the last decade and a half, Israel and the U.S. have become India’s top arms suppliers, and a robust defence partnership is underway. Beyond pure defence trade, Israeli and U.S. defence companies have participated in the ‘Make in India’ initiative, focusing on technology transfers and the co-development and co-production of technologies. This is the moment for India to capitalise on these two critical, bilateral defence partners, and particularly the start-up innovation hubs of Silicon Valley and Tel Aviv. How can India insert itself into the U.S.-Israel defence technology cooperation corridor, and participate in the development of emerging technologies like quantum computing and artificial intelligence in defence? What benefit will the U.S. and Israel gain from a partnership with India? This paper studies the U.S.-Israel defence technology corridor, and suggests potential collaborations for India. It will necessitate the three innovation hubs of Silicon Valley, Tel Aviv and Bengaluru coming together to capitalise on their respective strengths and declared national technology priorities. Bringing a like-minded, tech-savvy democracy like India into the arc of the U.S.-Israel partnership will offer a trinity of benefits: a robust and tested edge in emerging technologies to the three militaries over their adversaries, develop interoperability, and reinforce their access to the Indian market. The greatest benefit will be for India, which has been set back by lengthy defence acquisition procedures, and will do better with a modern defence base at home. India will have to overcome the geopolitical hurdles of its defence relationship with Russia, and of Israel’s reported defence ties with China and Pakistan, to build a sturdy trilateral cooperation.

4. A space exploration industry for India

Abstract:
On 16 May, the government introduced a huge reform that liberalised India's space sector, leveling the field and propelling the space ambitions of private players. Corporations such as L&T and Godrej Aerospace, can now compete and collaborate with the Indian Space Research Organisation, to build an indigenous Boeing or Lockheed Martin, and be part of global, private, space industry syndicates. The timing is significant, as the space race has accelerated with the U.S. and China marking their space territories through Accords and SEZs. India now is much better equipped to launch its space agenda. This paper analyses India's future potential.

5. India’s energy investments: A fresh approach

Abstract:
Oil is the single largest item in India’s import bill as India relies on imports for over 80% of its oil requirement. The annual import of 1.6 billion barrels of crude oil makes India vulnerable to sharp spikes in energy prices. With limited domestic reserves, India has tried to reduce its vulnerability by investing in oil and gas fields overseas. State-owned oil companies have over 50 overseas investments spread across South America, Africa, West Asia and the former-Soviet Union, all of which have large oil reserves. Investments must be made where the oil is, and often, these tend to be volatile regions. Political volatility in some places like Venezuela, Iran and Sudan/South-Sudan, for example, has led to trouble for a few of India’s investments. The purpose of investing as protection against price fluctuations gets defeated when geopolitical or other unrest leads to oil production reduction.

Abstract:
Over the last two decades, every component of the global energy scenario has changed: demand, supply and energy-type. The only constant has been the U.S. Dollar as the currency of energy trade. Lately, the Chinese Yuan has emerged to challenge the Dollar. Can the Indian Rupee be a third player? India is now the world’s third-largest consumer and second-largest importer of energy. Its open market, transparent regulation and growing demand give it an opportunity to become the hub of a vibrant new oil market, simultaneously ensuring its energy security and raising the international profile of the Rupee. This paper explores the possibility the Rupee could be the third currency in which energy is traded, and the challenges and opportunities it presents.

Abstract:
ndia is the second largest (after Mexico) client of the Export-Import Bank of the United States, with an $8.5 billion line of credit. The energy and petrochemicals sectors are the major beneficiaries. The discovery of shale gas and the development of related technology in the U.S., however, are likely to change the nature of the exports of energy products and technology to India. The financing to procure them will also be different, because the U.S is willing to compete with China on financial terms. Moreover, the shift from oil and compressed natural gas to shale can have a cascading negative impact on India’s environment, if opportunities in tapping alternative energy sources are neglected. Indian policy must balance the benefits of securing new technology and better financing for shale gas exploration within the country and from imports, with a firm commitment to renewable energy initiatives within the country.

Abstract:
On September 12, 2001, a day after 9/11, the Times of India published a story titled, ―India hopes U.S. will now pressurise Pak.‖ At the time, this relayed a common national sentiment – India may finally get the United States to become a close ally against Pakistan-sponsored terrorism, and help India in eradicating terrorism. Ten years hence, neither has the U.S. taken a position against Pakistan, nor has India prepared itself better to fight terrorism and insurgency on its home ground. A massive explosion at the Delhi High Court this week left at least 14 dead and some 60 injured. It served as a horrific reminder that India continues to be at the receiving end of terrorism. This is the third major terrorist attack in Delhi since 9/11, following the one on Parliament on December 2001 and another at the Sarojini Nagar Market in October 2005. Mumbai has seen similar attacks with the serial blasts in March 1993, train bombings in July 2006, the 26/11 attacks of November 2008 and coordinate attacks of July 2011. Many more such incidents have taken place across the country in smaller cities like Jaipur and Pune. Yet, rather than designing and executing ways to secure our borders, we remain enamored with the effects of 9/11 and anniversaries of attacks in London, Madrid, and elsewhere. The government‘s response is the same – they had some intelligence, law enforcement was in a state of alert, but there was no actionable intelligence, and of course, somewhere along the chain of command between the Home Minister and the constable on the street, our counter-terrorism strategy was never converted into skills or systems that would prove useful. The usually communicative, media-friendly politicians have no comment to give, reflecting only their incapability or worse, indifference. The media gives it due importance for 24 hours, then in the absence of any new information from the government or the public, moves on to other news-worthy items.
