Abstract:
On June 4, 1989, the world watched in horror as the Chinese government's crackdown on student protestors took a deadly turn. As Chinese soldiers fired their weapons indiscriminately and Chinese tanks rolled through Tiananmen Square, an unknown number of students and soldiers were killed. The Chinese military continued its campaign of terror throughout the summer of 1989, drawing strong international condemnation.

New Year's Day has a history of hope for former slaves in the hemisphere: Haiti freed its slaves and declared its independence on New Year's 1804; 59 years behind its southern neighbor, President Lincoln issued the U.S. Emancipation Proclamation on January 1, 1863. But since then hope has been scarce in Haiti. This year the island nation rang in the New Year with a toll of alarm. A massacre in the urban settlement of Cité Soleil on Dec. 22 left over 20 dead and many wounded by gunfire from UN troops. In this article, human rights lawyer Brian Concannon discusses the need to clear up the past in order to move toward future peace. In particular, he urges the U.S. Congress to thoroughly investigate the role of the United States in the 2004 coup d' etat in Haiti. For more information on Haiti, see related articles (below). This month, the Shurat HaDin Law Center is taking foreign tourists on an eight-day "exploration of Israel's struggle for survival and security" that includes briefings by intelligence officers and demonstrations by masked commandoes, as well as visits to military trials of Hamas members. Make no mistake, the region certainly is witnessing a struggle for survival and security that involves tremendous human suffering. However, this struggle is not exactly as the Shurat HaDin Law Center would like to imagine it because the primary victims are the inhabitants of the Occupied Territories, people for whom bare survival is now more important than security--to say nothing of statehood. The long ordeal of Gaza under Israeli occupation--which is still continuing, even though Israeli troops and settlers officially "withdrew" a year ago--exemplifies the Palestinian struggle for survival and security. Ever since the establishment of a Hamas-led government last spring, the United States and the European Union have been waging economic warfare against the Palestinian Authority. As Israel's summer "incursion" in the Palestinian Authority has plunged Gaza's population deeper into misery, the European Union now states that it will not restore aid until the Palestinian Authority "commits" to peaceful relations with Israel, renounces violence, and respects all agreements made between the PLO and Israel. On September 20, Deputy National Security Advisor for Global Democracy Strategy Elliott Abrams said that U.S. direct aid will not resume until Hamas fulfills similar conditions as specified in the Palestinian anti-terrorism Act of 2006, the legal mainstay of the U.S. blockade. However, the record shows that Western powers are notorious for changing their definitions of specific peace terms, which always makes weak adversaries like the Palestinians appear to be intractable. A week before the beginning of Operation Summer Rains on June 28, the UN Office for the Coordination of Humanitarian Affairs estimated that from January to mid-June Israeli forces fired 8,380 artillery shells into the tiny Gaza Strip and armed Palestinian factions fired 896 home-made Qassam rockets into Israel.

37. Bush's Dysfunctional Cuba Policy

The Bush administration's Cuba policy has reached a dead end, with no hope of success. Its objective is nothing less than to bring down the Castro regime. Or, as then-Assistant Secretary of State Roger Noriega put it on October 2, 2003: "The President is determined to see the end of the Castro regime and the dismantling of the apparatus that has kept him in office for so long." President George W. Bush then appointed a Commission for Assistance to a Free Cuba with the goals of bringing about "an expeditious end of the dictatorship," and developing a plan to achieve that goal. In May 2004, the Commission came out with a near-500- page plan whose basic premise was that the Castro regime was near collapse and that another shove or two would bring it down--a few more Radio Marti broadcasts, a few more travel restrictions, another economic sanction or two and it would all be over. The plan also read like a blueprint for an American occupation that would make the trains run on time, show the Cubans how to run their school systems and grow their crops--so much so that it offended many Cubans who read it, even those who didn't necessarily agree with the Castro government. To correct that, the new--and shorter--report issued by Secretary of State Condoleezza Rice, Commerce Secretary Carlos Gutierrez and Transition Coordinator Caleb McCarry, on July 10 this year stressed that its purpose was simply to assist Cubans on the island. Solutions must come from them, it insisted, adding that the U.S. stood ready and willing to support those initiatives. But having said that, the report went on with page after page of recommended actions--always provided that Cubans on the island wished to initiate them.

North Korea's decision to return to the negotiating table is a win-win-win situation, at least temporarily. The United States, China, and even North Korea gain from the announcement. However, the boost given to each country—a modest “October surprise” for the Bush administration, a diplomatic achievement for China, and a stronger negotiating position for North Korea—will not carry over into the negotiations themselves. A decision to talk, after all, does not translate automatically into a decision to compromise.
