1. On the road to sustainable mobility: How to ensure a just transition?

As the European Commission launches its long-awaited Strategy for sustainable and smart mobility, EU and national efforts to continue the transition to sustainable mobility will ensue. However, the green transition often overshadows and, at times, even comes at the expense of the most affected and vulnerable groups of society. The precarious, the elderly, people with disabilities and rural residents still face unfair conditions and access to mobility. Green alternatives are often scarce and far away, if they exist at all. Sofía López Piqueres and Sara Viitanen highlight the lack of inclusiveness in and the omittance of rural areas from European mobility systems and outline 11 recommendations which would ensure distributional justice, procedural justice and recognition justice. The carrots and sticks that are used to incentivise people to adopt more sustainable mobility options must be carefully studied. Moreover, process matters. Achieving buy-in for the transition requires considering the varying needs of people and placing special focus on vulnerable groups with limited mobility options, who may end up carrying a disproportionate cost of the transition without seeing the immediate benefits. It is time to accelerate the transition towards a climate-neutral economy and society with mobility systems that are both environmentally friendly and socially just.

2. Fostering Europe’s Strategic Autonomy - Digital sovereignty for growth, rules and cooperation

Digitalisation is driving major transformations in economics, politics, and the balance of power in global affairs. To catch the current wave of technological innovation and cope with its geo-economic and geopolitical implications, the EU should enhance its data infrastructure, unleash the potential of its Digital Single Market, and design a digital policy that contributes to the development of global digital governance and fosters multilateral cooperation. In order to foster its digital sovereignty, the EU and its member states should follow a strategy based on three main pillars: bracing to address European overdependence on foreign technologies, unfair competition in digital markets, and infrastructure vulnerabilities; empowering Europe by removing barriers in the Digital Single Market, implementing the principles of data-openness and innovation outlined in the EU digital strategies, addressing unfair data-merging practices, expanding EU funding for innovation with a focus on small- and medium-sized enterprises, and enhancing the digital skills of the workforce; and engaging internationally to leverage EU regulatory power and boost alliances for effectively regulating emerging technologies, digital markets, data governance, and international data flows. Digitalisation, innovation, digital skills, and international engagement will be crucial to sustaining Europe’s competitiveness and economic growth. The recommendations outlined above will enable the EU to pursue its objective of digital sovereignty during its “digital decade,” as European Commission President von der Leyen put it in her first State of the Union Address. This paper is part of the joint European Policy Centre – Konrad-Adenauer-Stiftung project on ‘Fostering Europe’s strategic autonomy: priorities for action’ that runs throughout 2020 and aims to outline a concrete agenda to strengthen Europe’s role in the world and its sovereignty.

Strategic autonomy is about empowering Europe, not disengaging from partnerships, globalisation or multilateralism. The core of strategic autonomy is not that Europeans should act alone, but that they should have a purpose of their own, and a stronger power base to fulfil that purpose through cooperation with others whenever possible, or on their own, if needed. As such, strategic autonomy is not a condition to be achieved once and for all, but a mindset and a process, guiding initiatives across multiple areas. By advancing its strategic autonomy, Europe should acquire a stronger position to manage interdependence amidst geopolitical competition – arguably the defining challenge of our times. The concept has become central to a number of statements by EU and national leaders, and to important EU policy documents. Although the level of ambition and requirements for progress differ across policy areas – from trade and investment to innovation, the single market or security and defence – and are the subject of ongoing debate, an EU strategic narrative is emerging alongside current or envisaged policy measures and initiatives. These policy developments point to three main tracks of action, or dimensions of Europe’s strategic autonomy, namely bracing against threats and challenges, empowering Europe by joining forces and engaging others to strengthen a rules-based international order. Bracing. Europe needs to strengthen its resilience and political cohesion in the face of multi-dimensional competition. It needs to counter trade-distorting practices and unfair competition, while better enforcing the rules and obligations of EU trade agreements. Europe should also reduce its current overdependence on foreign technologies and companies, such as for 5G and data infrastructure, and Europeans should do more to secure their critical infrastructure against malicious practices or cyberattacks. Empowering. Europe is much more than the sum of its parts, even though it often performs as less than that because of disagreements among EU member states, or their reluctance to pool their resources. Completing and strengthening the Single Market is crucial to sustaining both Europe’s growth and the EU’s regulatory power. Eliminating current barriers within the Digital Single Market will be critical to spur innovation and scale-up European technology companies while creating a regime for data sharing and access that benefits all market actors and citizens. To both deliver the capabilities that Europeans need and acquire a real operational capacity, EU member states should make full use of the arrangements for defence cooperation established in the last few years, on the basis of a better-defined set of shared goals. Engaging. The purpose of shaping and supporting a rules-based international order should continue to drive Europe’s foreign policy, even though Europeans will need to take a pragmatic approach in a context of geopolitical competition. The election of Joe Biden paves the way to dialogue and cooperation with the US, and to reinforcing the transatlantic partnership and multilateralism.

Abstract:
Any new Africa policy from the EU and US should take into account the growing influence of China, Russia and Turkey in the continent and aim to even the scales. To succeed, they must develop a new narrative on Africa and finally recognise it as a genuinely equal partner on the global stage. Africa is a dynamic and diverse continent going through fundamental economic, political and security changes. While the EU and the US remain important partners for Africa, they are no longer the only players in town. New – and not so new – actors have recognised Africa's potential and are trying to use it to their advantage. China, Russia and Turkey in particular, whose presence has broadly been welcomed by African nations, have all been steadily expanding their political and economic clout in the continent over the past few years. The EU and US must, therefore, adapt their policies and approaches to the new reality that is unfolding in Africa. To better understand China’s, Russia’s and Turkey’s objectives, the Friedrich-Ebert-Stiftung's (FES) EU Office in Brussels and the European Policy Centre (EPC) set out to conduct an in-depth analysis of the three countries' ties with Africa. The results of this research project, entitled “Eurasia goes to Africa”, are collected in this book. The authors take a closer look at China's, Russia's and Turkey's economic and political interests in the continent; their involvement in the security landscape; the effectiveness of their soft power tools, including in education, media, religion, and humanitarian and development aid; and how Africans judge their growing presence.

6. Fear and lying in the EU: Fighting disinformation on migration with alternative narratives

Abstract:
Rather than trying to counter disinformation stories about migrants directly, communication professionals and policymakers must instead promote alternative narratives that undermine the appeal of messages that incite fear and rage, and reframe the debate on migration entirely. This is the conclusion of a collaborative research project between the Foundation for European Progressive Studies, the European Policy Centre, the Friedrich-Ebert-Stiftung and the Fundación Pablo Iglesias. Its aim was to identify and analyse misleading and hostile narratives on migration in Europe and formulate concrete recommendations on how to tackle them. The authors examined nearly 1,500 news articles from four EU member states (Germany, Italy, Spain and the Czech Republic), published between May 2019 and July 2020. Based on their research, the authors argue that disinformation narratives about migration seek to exploit readers’ fears to polarise public opinion, manufacture discontent, sow divisions and set the political agenda. They tend to adapt and change alongside the public’s main concerns. The COVID-19 pandemic, for example, has led to a growing stream of articles linking migrants to infection risks and accusing them of receiving preferential treatment.

7. The implications of a no-deal Brexit for the EU

As the end of the transition period nears, the EU must prepare for a fundamentally different and more conflictual relationship with the UK. Whatever the outcome of the Brexit negotiations, there will be profound economic, political and geopolitical implications for the EU. While the EU as a whole might be better placed than the UK to absorb the economic shock of a no-deal, the fallout within the EU will be uneven, resulting in winners and losers. The asymmetrical impact and differential capacity and willingness of national governments to mitigate the shock could exacerbate regional disparities and unbalance the EU’s internal level playing field. As such, it might become more difficult to maintain the same level of EU unity post-no-deal.

8. High hopes, low expectations – Brussels’ perspective on the future of Europe after COVID-19

A new report details the Brussels community's views on the EU's handling of the pandemic and the future of Europe after COVID-19. The COVID-19 crisis has sent shockwaves through societies and economies, altering the parameters of politics in Europe and beyond. Germany holds the Presidency of the Council of the European Union (EU) at this make-or-break moment in European history. In the eyes of many Brussels-based stakeholders, this places enormous responsibility on Berlin's shoulders. They would like the German Presidency and particularly Angela Merkel to bridge existing divisions among the EU27 and use the crisis as an opportunity to promote closer European integration. However, there is scepticism that Germany can achieve this in its short six-month period at the helm of the Council. A similar duality of hopes and expectations also transpires from how different actors in Brussels perceive the Conference on the Future of Europe (CoFoE): they acknowledge this initiative's potential for much-needed EU reform, but also doubt that it will produce meaningful results. These opinions are some of the headline findings emerging from a study undertaken between July and August 2020 by the Konrad-Adenauer-Stiftung (KAS), the European Policy Centre (EPC) and ifok. 224 individuals from 29 EU and non-EU countries (with Germans slightly overrepresented at 32%) completed an online questionnaire about their main concerns and expectations for the German Presidency in light of the current situation and concerning the Union's long-term future. Respondents ranged from a high number of members of European institutions (30%), think tanks (21%) and non-governmental organisations to business representatives (17%), plus a smaller proportion of diplomats, journalists and academics. The project partners also conducted 20 personal interviews with high-level Brussels-based stakeholders to deepen the quantitative information collected via the online survey. Overall, Brussels-based stakeholders are worried about the current state of European integration and 'dream big' for the Union's future. However, they do not call for deeper European integration as an end in itself. Their support for potential treaty change as an outcome of the upcoming CoFoE, for example, is conditional upon the actual need to amend the Union's primary law. Likewise, their ambitions to advance EU cooperation is mitigated by a healthy dose of realism: they recognise the resilience of existing dividing lines between member states and have come to accept the idea that differentiated integration is the most probable course of action from here on out.

9. Taking the EU out of the EastMed pipeline quagmire

The recent escalating tensions between Greece and the Republic of Cyprus on the one hand and Turkey on the other have shown how contentious the issue of energy is in the Eastern Mediterranean. The planned EastMed pipeline is a case in point. But, paradoxically, adopting a ‘selective engagement’ approach and focusing on the energy and climate dimensions of the countries’ relations could be a starting point to rebuild trust. A discussion on the future of the EastMed project, in particular, could present an opportunity to get all parties at the table and diffuse the situation. To play a constructive role in this, the EU must act in the spirit of the Green Deal and stop investing in the EastMed pipeline, and find ways to encourage Greece, Cyprus and Turkey to make the shift to renewables now and ditch offshore gas exploration altogether.

10. EU law in the time of COVID-19

The COVID-19 emergency has caused unprecedented legal challenges to the EU institutions and the member states across a wide spectrum of areas. The measures put in place to coordinate the immediate cross-border response to the outbreak are unlikely to lead to contentious legal problems. However, the Council, and especially the Commission, being also able to react to measures taken by member states, companies or firms, could prove to be potentially more intrusive. This paper deals with the powers governing the EU’s public health response to the COVID-19 outbreak and analyses the legal implications of actions taken by member states, companies and firms to mitigate the economic fallout of the lockdown and restrictions put in place to stop the spread of the virus.
