- Drawing on a diverse array of opinions from Africa, Asia, Europe, and North America, the EastWest Institute's Fifth Worldwide Security Conference brought together specialists from the spheres of policy, academia, and civil society. Participants addressed a variety of issues on the contemporary global security landscape. These ranged from specific security threats (whether illicit trade, the targeting of critical infrastructure or cyber crime) to the role of interested actors (such as business, NGOs, and media), as well as a focus on potential strategies to counter terrorism and extremism (either in terms of constructing global cooperative architectures or, more controversially, the possibility of opening dialogue with the terrorists). A variety of policy recommendations emerged from each session—detailed in the main body of the report—but there were several recurring themes binding the debate together and animating the core arguments of proceedings as a whole. These policy recommendations were not necessarily consensus recommendations but reflected a wide range of debated policy prescriptions.

- In 2005–2006 the EastWest Institute (EWI) and the Association of Municipalities of the Kaliningrad Oblast (AMOKO) realized a joint project, «Reforming Municipal Finance of the Kaliningrad Oblast through Performance Budgeting». Carried out with financial support from the Swedish International Development Cooperation Agency (SIDA), the project was a contribution to the Russian national program of modernization of budget management systems at the regional and municipal level in accordance with the best world and European practices.

- The areas constituting the GPKT micro-region (fYR Macedonia,1 Serbia and Kosovo) belong to some of the least developed countries in Europe. Transition to market economies has been delayed because of armed conflicts, exclusion from the international community during periods of conflict, as well as the slow process of privatization (in the case of fYR Macedonia and Serbia). Despite the fact they once used to be a part of a single country, the current connection between these areas is unfortunately their characterization of political instability and weak institutions, problems compounded by the common struggle to transform their respective economies.

- The impositions of firstly, the international border between the fYR Macedonia and Yugoslavia in 1992, and secondly the conversion of Kosovo's Administrative Boundary Line (the ABL), between the province of Kosovo and the Republic of Serbia, into a de-facto border in 1999, have had significant impacts on the social and economic lives of the predominantly ethnic Albanian border communities of Kosovo, Serbia and fYR Macedonia within the GPKT (Gjilan/Gnjilane-Presevo-Kumanovo-Trgoviste) micro-region. The situation in the past, whereby the people of the micro-region could travel and interact freely, whether socially or commercially, has changed. Now people wishing to cross from one side of the GPKT micro-region to another, say Gjilan/Gnjiilane to Kumanovo, must cross what are, in effect, two policed and guarded borders, complete with passport checks and customs inspections.

- The political and economic landscape in the Middle East is changing in ways that would have been hard to imagine months ago. With changes in governments, the near cessation of violence, the more active reengagement of the United States in the peace process, and various positive signals from both sides, including direct meetings between Israeli Prime Minister Ariel Sharon and Palestinian President Mahmoud Abbas, the longstanding conflict between Israelis and Palestinians is entering a period of relative optimism. Recent indications are that the Palestinian Authority is ready to work jointly with five parallel working groups being set up by the Government of Israel to address different aspects of the planned disengagement from Gaza, and the Quartet Principals have appointed out- going World Bank President James D. Wolfensohn as Special Envoy for Gaza Disengagement. The Special Envoy is charged with leading, overseeing and coordinating the international community's efforts in support of the disengagement initiative.

8. The Choice for Russia: Compete or Fail

- Russia is at a crossroads. Current levels of national economic growth cannot be sustained without significantly restructuring the country's economic system. If economic growth is not sustained, financing for important social reforms will face serious strains, and expectations that have been built up among the Russian population over the past five years will go unrealized. As a result, the political system and the population's long - term well being will be put at risk. To counter this danger, Russia needs to change its national consciousness away from social paternalism and towards competitiveness. This needs to be implemented in a way that Russian citizens, politicians and business people can understand and support. Russia can only meet its expectations of long - term growth and a higher overall standard of living by increasing levels of competitiveness across sectors and delivering tangible and positive results to its citizens.

- The transition process in Central and Eastern Europe was associated with increasing intra-regional disparities. It appears also that the regional inequalities in South east Europe are relatively high creating in the same time significantly higher economic and social problems. That refers to Bulgaria, Macedonia and FR Yugoslavia whereas every reform face serious difficulties due to the lower readiness for accession to the EU structures as well as for their backwardness in the economic development. In countries like Czech Republic, Hungary and Slovenia there exist enough resources for facing the negative effects from one or another reform as well as the necessary readiness of the population the reform s to be carried out.
