Abstract:
In Ukraine, the West demonstrated once more the efficiency of its organizational weapon and its skill in pushing states into military operations of low intensity. there is still hope that unlike Serbia, Iraq, Libya, etc. Ukraine will not degenerate into another textbook study-case and a tick in the appropriate box in the list of successes of Western political technologists and experts in political coups and “protection of democracy.” While watching what is going on in Ukraine we should demonstrate the strength of spirit and a morally healthy social atmosphere so that to stand opposed to Western ideological attacks and to develop our state, rationally and consistently. Without this, it is impossible to survive in the world where certain countries have mastered the skills of disguising their destructive foreign policy aims with high-sounding phrases about common good and “human values and freedoms” which they distort beyond recognition.

Abstract:
Today, we are watching how the present stage of world history is coming to an end amid great or even fundamental changes of the geopolitical picture of the world. The twenty-five-year-long partnership between Russia and the West (never easy and never straightforward), which began back in the last years of Soviet perestroika, has ended. It will be probably replaced with a new structure of international cooperation much more pragmatic and devoid of illusions and exaggerated expectations nurtured by Russia rather than the West. It is wrong to expect that when the situation in Ukraine has been stabilized (it will be stabilized sooner or later) the world (or at least the part which stretches from Vladivostok in the east to Vancouver in the west) will go back to its pre-crisis state. There is no way back. The old bridges were burned while new bridges have not yet been built. The paradigm of world development geared at the prospects of long-term partnership (which, for a long time, had looked the only option) was destroyed.

On February 12 OF this year, Russian President V.V. Putin approved a new Foreign Policy Concept of the Russian Federation. the guidelines for the document, work on which lasted several months, were set by a presidential decree that was signed the day the head of state was inaugurated. the draft concept was discussed with the government agencies that are most actively involved in international activity, and considered in various departments of the Russian presidential administration. the Russian expert community was involved in its preparation, including members of the Foreign Ministry's scientific Council. We are grateful to all those who have put forward their proposals and considerations, including in the pages of International Affairs.

Abstract:
FOR A WHOLE YEAR, the world community closely followed the ups and downs of political struggle, and analysts and pundits carefully scrutinized the experience of organizing and conducting elections in the United States. Russian relevant NGOs, having done their first-ever comprehensive remote monitoring of a U.S. Presidential election campaign, concluded that a majority of the generally recognized principles for democratic elections, which the U.S. Has an international obligation to implement, had not been fully met in organizing the 2012 presidential election. A similar conclusion was also reached by the election observation missions sent by the CSCE office for democratic Institutions and Human rights, which in its reports since the beginning of 2002, including on November 6, 20122 provide an enormous amount of factual evidence of massive voting rights violations. In particular, there is a recommendation that the United States authorities should solve the problem of disproportionate restrictions on the right to active suffrage for whole categories of American citizens, ensure adequate access for international observers to the election procedures and address other important issues of the organization of the electoral process.

TODAY, the peoples of the Middle East are living through one of the brightest and critical periods in their history known in the world as "Arab Spring." for two years now, the forces which emerged as a new political element have been fighting desperately in the name of subjugated peoples to restore their violated rights. They call on the world to support their ardent desire to free themselves from the shackles of "injustice" which have been restricting their freedom for a long time. In some cases, these efforts cause relatively little pain, in others, they run across fierce resistance of the ruling elites; they develop into street protest rallies, waves of violence and revolutionary upheavals.
