311. Regulating Reciprocal Distances: House construction projects as inverse governmentality in Maputo, Mozambique

Abstract:
Although reciprocal relationships with neighbours and local-level civil servants are of paramount importance to people living on the outskirts of Maputo, Mozambique, they also harbour destructive potentials. In an unstable urban environment built on a presumption of malice, it is consequently important only to reveal what needs to be seen while concealing those facets which might awaken unwanted desires. This working paper examines how residents in a periurban area seek to position themselves at appropriate distances to important but potentially dangerous others. It is argued that house-building constitutes a potent medium for proportioning viable distances so that reciprocal exchanges can be realized without being harmed by presumed greedy and envious others. In particular, the paper explores how house-builders imitate urban norms which state and municipality claim to be using but which they are incapable of implementing. Through such processes of inverse governmentality, illegal occupancy acquires a form of pragmatic legitimacy when appearing to materialise state-defined urban norms.

313. Radicalisation in Danish prisons

Abstract:
The particularly polarizing environment in prisons creates an increased risk of religious radicalisation, especially among young people with a newly formed religious identity. Prison inmates iare used to dividing the world into separate groups and cementing their identity by rhetorically dissociating themselves from other groups of inmates. The risk of radicalisation is increased when this world view is applied to religious identity formation. Therefore, it is important that there is a good and stabile representation of imams in prisons who can convey an inclusive understanding of religion to the inmates so that they do not use their religion to dissociate themselves from the surrounding society. A noticeable presence of an imam in a prison also makes it harder for other inmates with a radical religious world view to assume an authoritative role in relation to the young converts. This requires an increased focus on the issue as well as a co-ordinated effort. This brief looks at radicalisation in prisons and how it can be dealt with.

314. From bear to bull? Sub-Saharan Africa and Global Capital Markets

Abstract:
The current boom in global commodity prices and the expansion of Chinese interests in sub-Saharan Africa are part of a general warming of external investors to the region. This policy brief examines trends in commercial financial instruments such as equities, bonds and commercial bank lending and their impact on economic development. It reviews the nature and behaviour of these instruments in developing countries compared with more traditional development finance, such as foreign aid. This provides a foundation for analysing past and present trends in sub-Saharan Africa. It is argued that, like many other low income countries in the past, sub-Saharan Africa has received negligible inflows of external commercial financing. If anything, the region has been additionally excluded from these flows due to very weak levels of financial sector development even compared to other low income countries. At the same time, recent changes in global and domestic conditions mean that the situation is evolving rapidly. There is mounting evidence to show that many economies in sub-Saharan Africa are enjoying significantly expanded access to commercial external capital flows. Given good prospects that this trend will continue, the playing field for traditional donors is likely to alter significantly. The brief concludes by reflecting on how donors might respond to these emerging policy challenges.

In the spring of 2007, a trio of researchers put forward five proposals for optimising the EU's energy policy. The European Commission had published its framework for an energy policy in January 2007, and now, in the autumn of 2007, the European Commission has been presenting its proposals in more detail. The stage is set for heated discussions. The research trio believe, amongst other things, that existing policies for the internal market and competition regulations provide an immediately accessible framework for an energy market on a European scale, and should be implemented in full. In other words, they are opposed to the trends towards re-nationalisation and protectionism that characterise parts of the debate.

316. The Decision-Making Process behind Launching an ESDP Crisis Management Operation

Overall, the development of the European security and defence policy (ESDP) and the deployment of ESDP operations have been nothing less than impressive. At the time of writing the EU has, within a five-year period, initiated twenty-one ESDP operations, on three continents, of which about a dozen are presently ongoing. The rapid growth of this completely new field of activities for the EU has placed new demands on the whole system of ESDP decision-making. Contrary to most EU policy areas, decision-making concerning ESDP operations involves all member states at all times and with a right to veto the process at any time (with the partial exception of Denmark). This examination of the European Union's decision-making process for launching EU-led peace support operations captures and describes the dynamics of the process and investigates the working methods of ESDP decision-making. It reveals that the intergovernmental character of this process is more fluid and involves fewer formalised steps than one would imagine at a first glance. At times the processes preceding the launch of an ESDP operation can also be surprisingly quick, although at other times it displays bottlenecks for instance in the force generation process constraining efficiency and rapidity of decision-making. One of the biggest challenges facing the EU today relates to capacity – in terms of planning, funding and availability of civilian and military personnel and equipment for ESDP operations.

Abstract:
Environmental degradation affects poor people's livelihoods and in efforts to secure a living poor people exploit natural resources in an unsustainable way – it is a vicious circle. This is what students used to be taught in development studies. Today we know that there is no such simple equation (Forsyth, Leach et al. 1998; Leach, Mearns et al. 1999; Ravnborg 2003; Easterly 2007). Adding to this, the concept of sustainable development – sought to capture the complex relationship between natural resources and poverty – is now by many thought to be too loose to be of much conceptual usefulness. 1 No other single concept has replaced it and natural resource studies and policy making today employ a variety of conceptual approaches, many of which are shared with other fields of study.

318. 'These young men show no respect for local customs': Globalisation, youth and Islamic revival in Zanzibar

Abstract:
In recent years there has been a revival of Islam in Zanzibar, with heated debates about the nature of Islam and its role in society (Lodhi and Westerlund 1997, Gilsaa 2006). While Islam played a central role in society until independence in 1963, it was effectively removed from the public sphere by the socialist government after independence. Since the 1980s, however, Islam has again become a central issue in the public sphere, albeit in new forms. Like elsewhere in Africa, local forms of Islam are being challenged by a number of new reformist and revivalist kinds of Islam, influenced to some degree by a global Islamic revival, but shaped by the particular, local histories and politics. This has caused some friction – especially as the regime in place seeks to manipulate these tensions for political benefit. However, as it will be argued in this paper, the kind of Islamic revival taking place in Zanzibar is far from radical or violent. In fact, Islamic revivalists often coin their critique of the state in terms of human rights and good governance and provide an alternative modernity that at once challenges and articulates with secular, liberal forms of modernity. Hence, the present paper explores how global trends in Islam – but also global discourses on Human Rights and Good Governance – influence the current modes of Islamic revival in Zanzibar.

319. Organised labour and the social regulation of global value chains

Abstract:
Since the 1980s, various processes of economic globalisation have eroded established foundations of organised labour. The increased mobility of goods and capital, compared to labour's relative immobility, has made it more difficult for labour to advance its objectives through traditional local industrial action or tripartite social contracts. In this paper, we are concerned with the social regulation of global value chains (GVCs) and more specifically the room for manoeuvre that organised labour has for advancing social regulation in different GVCs via Private Social Standards and/ or International Framework Agreements. We argue, that the governance structure (and restructuring) of GVCs frame key elements of the terrain that enables and constrains labour's strategic opportunities for advancing the social regulation of GVCs.

320. Sustainability standards and coffee exports from Tanzania

Abstract:
One of the key trends characterizing agro-food trade in the last two decades has been the increas-ing complexity of public and private standards that are applied to imports into developed countries. This paper aims to identify critical areas to facilitate compliance with sustainability standards in coffee, which is the major traditional export crop for Tanzania. Coffee experienced a dramatic downward trend in world market prices that led to a decreased contribution to foreign exchange earnings in producing countries in the early 2000s. Although prices have improved over the past few years, economies that are dependent on traditional agricultural exports such as coffee need strategies to ensure stability in export earnings. One of the possible venues for increased agricultural export value is through exports to niche markets, such as coffee that is certified against one or more sustainability certifications (e.g. Fair Trade, Utz Certified, Organic, and Rainforest Alliance).
