Abstract:
In this new DIIS report senior researcher at DIIS, Rasmus Alenius Boserup and Research Director at Sciences Po, Luis Martinez, analyse how European policy-makers have recently come to perceive the Sahel as a threat to Europe’s own security and stability. Marking the end of the Sahel-Maghreb Research Platform – a research project funded by the Danish Ministry of Foreign Affairs and hosted by DIIS in collaboration with Voluntas Advisory – the report draws on input and analysis provided by an international team of experts and scholars associated to the project. Focusing on the most significant recent developments with trans-national jihadism and cross-border migration, the report argues that, although European powers spearheaded by France have succeeded in reducing a number of the most immediate threats to the survival of states and societies in some of the most vulnerable parts of the Sahel, the international community has failed to generate the conditions that would foster long-term peace and development. Hence, the report suggests that the European powers should look for ways to inject life into the strategic objective of bringing the North African powers into play when attempting to solve the crisis in the Sahel.

This working paper aims to better understand the drivers of institutional change. To do this, it locates diverse institutional change theories, specifically path dependency, gradu¬al institutional change and institutional bricolage, in a power context and reflects on the power-related aspects of each theory. It then develops a novel approach of a power analysis of institutional change, which allows for the combined use of institutional change theories despite their diverse theoretical underpinnings and thus offers a thorough, highly complex consideration of institutional change.

Abstract:
The global balance of power is changing, and the role of the US as the only superpower is being challenged by emerging new powers and a still more powerful China. Nowhere is this more apparent than in the Persian Gulf. This Working Paper by DIIS researcher Lars Erslev Andersen argues that if we are fully to understand the developments in the Persian Gulf we need to analyze the Persian Gulf as a regional security complex in its own right. The argument is developed empirically with reference to the case of Bahrain.

15. Strained Alliances: Iran's troubled relations to Afghanistan and Pakistan

Abstract:
This report offers a critical examination of Iran's influence in Afghanistan and Pakistan. Two points are made: that Iran's top priority is its own regime's survival and its regional policies are directed by its national security concerns. Secondly, that Iran's engagements in Afghanistan are clearly guided by the presence of the US. Iran's predominant interest is in stabilizing Afghanistan, but as long as Afghanistan is neither safe nor stable, Iran will play a double game and engage with its regional neighbours according to the US–Iran equation. Deterrence, counter-containment and competition are the keywords in these complex relations. The report outlines Iran's reconstruction efforts in Afghanistan, its political platform and 'soft power', and the bonds of mutual dependency in terms of water rights, refugees and drug trafficking. It examines Iran's alleged military interventions and the reasons for playing this double game. Lastly, the report discusses Iran's tense relationship with Pakistan with regard to both Afghanistan and the troubled region of Baluchistan.

Abstract:
Power politics, realists agree, is played by all, be it for reasons of human nature and/or international anarchy. But can one deduce from this general quest for power a theory on state motivations? Recent realist theories seem to agree with this idea in general, but disagree, indeed have opposite claims, about its content. Kenneth Waltz (1979) argues that states are defensive and thus “balance,” while John Mearsheimer (1990) contends that states are offensive and therefore “expand.” Classical realists, as usual, allow for more commonsense and hence variety. Hans Morgenthau (1948) thus included both status quo and imperialist powers in his theory. But the implication of this indeterminacy remains: if realists cannot settle the question which state motivation can be derived from human nature and/or international anarchy, then they need to examine more carefully the study of foreign policy.
