Beginning with the 2003 invasion of Iraq and concluding with the aftermath of the 2011 Arab uprisings, Frederic M. Wehrey investigates the roots of the Shi'a-Sunni divide now dominating the Persian Gulf's political landscape. Focusing on three Gulf states affected most by sectarian tensions—Bahrain, Saudi Arabia, and Kuwait—Wehrey identifies the factors that have exacerbated or tempered sectarianism, including domestic political institutions, the media, clerical establishments, and the contagion effect of external regional events, such as the Iraq war, the 2006 Lebanon conflict, the Arab uprisings, and Syria's civil war.

Laura Sjoberg positions gender and gender subordination as key factors in the making and fighting of global conflict. Through the lens of gender, she examines the meaning, causes, practices, and experiences of war, building a more inclusive approach to the analysis of violent conflict between states. Considering war at the international, state, substate, and individual levels, Sjoberg's feminist perspective elevates a number of causal variables in war decision-making. These include structural gender inequality, cycles of gendered violence, state masculine posturing, the often overlooked role of emotion in political interactions, gendered understandings of power, and states' mistaken perception of their own autonomy and unitary nature. Gendering Global Conflict also calls attention to understudied spaces that can be sites of war, such as the workplace, the household, and even the bedroom. Her findings show gender to be a linchpin of even the most tedious and seemingly bland tactical and logistical decisions in violent conflict. Armed with that information, Sjoberg undertakes the task of redefining and reintroducing critical readings of war's political, economic, and humanitarian dimensions, developing the beginnings of a feminist theory of war.

Despite its impressive size and population, economic vitality, and drive to upgrade its military, China remains a vulnerable nation surrounded by powerful rivals and potential foes. Understanding China's foreign policy means fully appreciating these geostrategic challenges, which persist even as the country gains increasing influence over its neighbors. Andrew J. Nathan and Andrew Scobell analyze China's security concerns on four fronts: at home, with its immediate neighbors, in surrounding regional systems, and in the world beyond Asia. By illuminating the issues driving Chinese policy, they offer a new perspective on the country's rise and a strategy for balancing Chinese and American interests in Asia. Though rooted in the present, Nathan and Scobell's study makes ample use of the past, reaching back into history to illuminate the people and institutions shaping Chinese strategy today. They also examine Chinese views of the United States; explain why China is so concerned about Japan; and uncover China's interests in such problematic countries as North Korea, Iran, and the Sudan. The authors probe recent troubles in Tibet and Xinjiang and explore their links to forces beyond China's borders. They consider the tactics deployed by mainland China and Taiwan, as Taiwan seeks to maintain autonomy in the face of Chinese advances toward unification. They evaluate the strengths and weaknesses of China's three main power resources—economic power, military power, and soft power. The authors conclude with recommendations for the United States as it seeks to manage China's rise. Chinese policymakers understand that their nation's prosperity, stability, and security depend on cooperation with the United States. If handled wisely, the authors believe, relations between the two countries can produce mutually beneficial outcomes for both Asia and the world.

Defined as operations other than war, stability operations were, for the entire history of the United States military, considered a dangerous distraction if not an outright drain on combat resources. Nonetheless, American troops are now deployed far more often for stability operations than for conventional war. In 2005, the U.S. Department of Defense reversed its traditional stance on stability operations, elevating them to a primary mission alongside more conventional offense and defense goals. Jennifer Morrison Taw argues that this action represented a revolutionary change with significant implications on U.S. foreign policy. Through a detailed examination of the accompanying adjustments to U.S. military doctrine and adaptations in force preparation, Taw connects the elevation of stability operations to the far-reaching, overly ambitious American preoccupation with managing international stability. She also shows how the DOD's decision reinforced and exacerbated domestic politics that already had reduced civilian agencies' capabilities while fostering an unhealthy overreliance on the military.

Siddharth Kara's Sex Trafficking has become a critical resource for its revelations into an unconscionable business, and its detailed analysis of the trade's immense economic benefits and human cost. This volume is Kara's second, explosive study of slavery, this time focusing on the deeply entrenched and wholly unjust system of bonded labor. Drawing on eleven years of research in India, Nepal, Bangladesh, and Pakistan, Kara delves into an ancient and ever-evolving mode of slavery that ensnares roughly six out of every ten slaves in the world and generates profits that exceeded $17.6 billion in 2011. In addition to providing a thorough economic, historical, and legal overview of bonded labor, Kara travels to the far reaches of South Asia, from cyclone-wracked southwestern Bangladesh to the Thar desert on the India-Pakistan border, to uncover the brutish realities of such industries as hand-woven-carpet making, tea and rice farming, construction, brick manufacture, and frozen-shrimp production. He describes the violent enslavement of millions of impoverished men, women, and children who toil in the production of numerous products at minimal cost to the global market. He also follows supply chains directly to Western consumers, vividly connecting regional bonded labor practices to the appetites of the world. Kara's pioneering analysis encompasses human trafficking, child labor, and global security, and he concludes with specific initiatives to eliminate the system of bonded labor from South Asia once and for all.

Religious concerns stand at the center of international politics, yet key paradigms in international relations, namely realism, liberalism, and constructivism, barely consider religion in their analysis of political subjects. The essays in this collection rectify this. Authored by leading scholars, they introduce models that integrate religion into the study of international politics and connect religion to a rising form of populist politics in the developing world. Contributors identify religion as pervasive and distinctive, forcing a reframing of international relations theory that reinterprets traditional paradigms. One essay draws on both realism and constructivism in the examination of religious discourse and transnational networks. Another positions secularism not as the opposite of religion but as a comparable type of worldview drawing on and competing with religious ideas. With the secular state's perceived failure to address popular needs, religion has become a banner for movements that demand a more responsive government. In contrast to the close cooperation practiced among European states, space relations among Asian states have become increasingly tense. If current trends continue, the Asian civilian space competition could become a military race. To better understand these emerging dynamics, James Clay Moltz conducts the first in-depth policy analysis of Asia's fourteen leading space programs, concentrating especially on developments in China, Japan, India, and South Korea. Moltz isolates the domestic motivations driving Asia's space actors, revisiting critical events such as China's 2007 anti-satellite weapons test and manned flights, Japan's successful Kaguya lunar mission and Kibo module for the International Space Station (ISS), India's Chandrayaan lunar mission, and South Korea's astronaut visit to the ISS, along with plans to establish independent space-launch capability. He investigates these nations' divergent space goals and their tendency to focus on national solutions and self-reliance rather than region-wide cooperation and multilateral initiatives. He concludes with recommendations for improved intra-Asian space cooperation and regional conflict prevention. Here is a history of the war in Iraq as told entirely by Iraqis living through the U.S. invasion and occupation. Beginning in 2003, this intimate narrative includes the experiential accounts of civilians, politicians, former dissidents, insurgents, and militiamen. Iraqis offering firsthand stories range from onetime Prime Minister Ayad Allawi to resistance fighters speaking on the condition of anonymity. Divided into five parts, these interviews recount the 2003 invasion; Iraq's gradual slide into chaos from 2004 to 2005; the start of a new order in 2006; the rise of open sectarian violence over the next two years; and the effort since 2008 to reconstruct a society from relative calm. Each section includes interviews grouped into themes, with brief epilogues for the participants. Not since Studs Terkel's The Good War has a book captured so acutely the human consequences of a conflict we are still struggling to understand. The 1954 conference on theory, sponsored by the Rockefeller Foundation, featured a who’s who of scholars and practitioners debating the foundations of international relations theory. Assembling his own team of experts, all of whom have struggled with this legacy, Nicolas Guilhot revisits a seminal event and its odd rejection of scientific rationalism. Far from being a spontaneous development, these essays argue, the emergence of a “realist” approach to international politics, later codified at the conference, was deliberately triggered by the Rockefeller Foundation. The organization was an early advocate of scholars who opposed the idea of a “science” of politics, pursuing, for the sake of disciplinary autonomy, a vision of politics as a prerational and existential dimension that could not be “solved” by scientific means. As a result, this nascent theory was more a rejection of behavioral social science than the birth of one of its specialized branches. The archived conversations reproduced here, along with unpublished papers by Hans Morgenthau, Reinhold Niebuhr, and Paul Nitze, speak to this defensive stance. International relations theory is critically linked to the context of postwar liberalism, and the contributors explore how these origins have played out in political thought and American foreign policy.

Governance discourse centers on an “ideal type” of modern statehood that exhibits full internal and external sovereignty and a legitimate monopoly on the use of force. Yet modern statehood is an anomaly, both historically and within the contemporary international system, while the condition of “limited statehood,” wherein countries lack the capacity to implement central decisions and monopolize force, is the norm. Limited statehood, argue the authors in this provocative collection, is in fact a fundamental form of governance, immune to the forces of economic and political modernization. Challenging common assumptions about sovereign states and the evolution of modern statehood, particularly the dominant paradigms supported by international relations theorists, development agencies, and international organizations, this volume explores strategies for effective and legitimate governance within a framework of weak and ineffective state institutions. Approaching the problem from the perspectives of political science, history, and law, contributors explore the factors that contribute to successful governance under conditions of limited statehood. These include the involvement of nonstate actors and nonhierarchical modes of political influence. Empirical chapters analyze security governance by nonstate actors, the contribution of publicprivate partnerships to promote the United Nations Millennium Goals, the role of business in environmental governance, and the problems of Western state-building efforts, among other issues. Recognizing these forms of governance as legitimate, the contributors clarify the complexities of a system the developed world must negotiate in the coming century.
