1. The U.S. National Security Strategy and the Global War on Terror “Force Multiplier”

Abstract:
In September 2002, President George W. Bush published a new National Security Strategy (NSS) in the aftermath of the September 11, 2001 (9/11) terrorist attacks in the United States homeland. The publication of the new NSS represented a codification of a series of policy ideas that had been brewing since the end of the first Bush Administration and throughout the Clinton Administration, which were sharpened as a result of the newly perceived threats to the United States' security posture. Some prominent academics have argued that the NSS and Bush's actions represent a “neoimperialist” or “unilateralist” approach to the conduct of U.S. foreign relations, and are a radical and fundamental shift in the trajectory of U.S. power projection and assertiveness. They also lament a rift in relations with European allies in part due to this new policy trajectory, to the point of declaring that the Europe and the United States will be future rivals on the world stage.

Abstract:
To what extent do member states control the process of European integration? This question has traditionally confronted Intergovernmentalists with Neo-functionalists and Institutionalists of various sorts. This paper provides evidence that supports the second school of thought and refines its theoretical claims with a case study: the European Court of Justice's jurisprudence on direct taxation. This is a 'hard case', because in this sector, the member states' resistance to the expansion of Community competence has been particularly virulent. It will be shown how, inspite of this, the Court's jurisprudence has ventured in the field of taxation to the point of undermining the principle upon which rest all national fiscal systems (the distinction between residents and non-residents), putting under severe strain the coherence of national tributary systems. The Court's jurisprudence have also had effects on issues pertaining exclusively to national taxation, through the principle of 'inverted non-discrimination'.

Abstract:
This study seeks to test the hypotheses that different styles of financial market opening can be explained, in part, by general economic conditions and the need to attract external capital. It seeks, as well, to test the some for the more general arguments advanced in the financial market opening literature that financial market opening is a result of a country's increased participation in the international financial system and increased international trade integration. Two specifically political arguments also are tested. The first is that emerging markets opened their markets in response to pressure from the IMF. The second is that there is an association between political freedom and open markets. I test these hypotheses using regression analyses of panel data from a sample of emerging market countries.

4. Take the State Back Out? Comparing French Responses to Globalization in Agriculture and Shipping

Abstract:
How autonomous is a state in today's highly interdependent international economy to pursue policies that diverge widely from the international norm? Does the degree of autonomy vary for different domestic sectors? We adapt and apply Benjamin Cohen's unholy trinity model (1993), to a comparative assessment of how France responded to globalization over agriculture and shipping, focusing on three dimensions—investment, transaction costs, and government policy responses. Although France is reputed to possess a strong state machinery (Katzenstein, 1987; Wilson, 1987; Skocpol, 1985), our analysis raises qualifications. On the one hand, regardless of government policy intentions, we find irreversible forms of disinvestment in both sectors, though different in nature—geographic for shipping, and functional for agriculture; on the other, we also find continued dependence upon the state—for aid in shipping and resisting free trade in agriculture. We further find that, although internal and endogenous, as well as external and exogenous, factors influence policy-making, the nature of these factors are different for the two sectors. We conclude by drawing implications of our findings for state-society relations and European integration.

Abstract:
This working paper deals with the complex, turbulent and contradictory history of the Balkans region. It is argued that the tragic realities confronting the region derive mainly from its asymmetric geopolitical, economic and cultural position, and its high degree of vulnerability and dependence on Western Europe and the Near East. It suggests that it is possible to study the history of the region by examining processes of both internal fragmentation and external subordination. While the paper cannot constitute a complete or systematic study of the Balkans, it presents and overview of the most salient features in the region's historical, politico-economic and cultural development. Two case studies, Yugoslavia and Kosovo, help to highlight the broader trends.

6. Genocide in Kosovo

Abstract:
The campaign of genocidal assault and "ethnic cleansing" waged by Serb forces in Kosovo in 1998-99 was characterized, above all other atrocities, by the gender-selective mass-murder of the "battle-age" males. The present article seeks to plea this campaign of "gendercide" against non-combatant men in the broader context of the Balkans wars of the 1990s-including the five worst massacres in Europe since the aftermath of the Second World War, all of which clearly reflected the gendercidal underpinnings of the Serb strategy. The military "logic" of the strategy is examined, as are the harbingers of gendercide that were evident in Kosovo after the imposition of Serb police-state in the early 1990s. An analysis of the key atrocities of the 1999 war in Kosovo follows, along with some concluding comments about the taboo treatment accorded the subject in the feminist I.R. literature. The Kosovo war also offered an excellent opportunity to analyze the representation of gender and violent victimization in the mass media. A broad sample of media commentary is presented to demonstrate that "unworthy" male victims tend to be marginalized or ignored entirely in mass-media coverage. A trio of common marginalization strategies discussed, and a theoretical framework of "first-order", "second-order", and "third-order" gendering is proposed to clarify the deficit in coverage. This deficit is then contrasted with the attention given to the victimization experiences of "worthy" victims, such as women, children, and the elderly. Finally, the small handful of responsible and insightful media reports on gender-selective atrocities against Kosovar men is evaluated for the alternative it may offer to "effacing the male" from coverage of war and violence.

7. The Russian Press in the Post-Soviet Era: A Case Study of Izvestia

Abstract:
The progress of the Russian press in the late Soviet and post-Soviet eras can be described (with apologies to Vladimir Lenin) as "two steps forward, on step back." The flowering of glasnost (openness) under Mikhail Gorbachev le to a "golden age" of Soviet journalism, including an explosion of new publications and a lifting of nearly all state restrictions on journalists' professional activities. However, the collapse of the USSR and the onset of material crisis in 1991-92 quickly produced a winnowing of the press and a retrenchment on the part of surviving publications. At the same time, powerful new forces - especially oligarchs and regional and leaders - arose to vie with the state for influence over post-Soviet media. This paper explores the trajectory of one of the leading newspapers of the Soviet and post-Soviet period, Izvestia, in the light of those broader trends. While Izvestia emerged from the ashes of Soviet communism with formal control over its material plant and journalistic collective, it was soon subjected to a tug-of-war between powerful actors determined to control its destiny - first the Communist-dominated Duma (parliament), and then large corporations and business oligarchs. The struggle led, in 1997, to the dismissal of the paper's editor. Oleg Golembiovsky, and the departure of many staff to form Novye Izvestia (New Izvestia) - though this publication too, was also unwilling or unable to avoid the temptations of a close alliance with one of the leading oligarchs, Boris Berezovsky. The findings are place in the broader comparative context of the press in transition, based on the author's research into process of media liberalization and transition worldwide.

8. Environmental Protectionism and Comparative Observations in West Europe

Abstract:
Environmental concerns were seen by some as "a welcome guest in the free trade party" when they were first taken seriously in the early 1990s. Although they have since mushroomed in size and significance, the debate rages if policy measures are responding to demand. Trading behavior, for example, has not altered appreciably owing to the mounting pressures, but agreements increasingly acknowledge the need for safeguards. On the one hand is the problem of public pressure, very often of grassroots origins, upon policy-makers at all levels—multilaterally, internationally, regionally, nationally, and locally. On the other is the inquiry if policy impact is evolving differently, not only at various policy-making levels, but also in various parts of the world. How, indeed, have concerns and policy measures meshed? My broad response elaborates why environmental protectionism is chosen as a topic first, then explains the selection of cases for comparison, before turning to theoretical considerations, the empirical study itself, and finally drawing conclusions and implications, all in that order.

9. Westphalia in Europe as West Failure Abroad?: A Comparative Study of the Fate of the Nation-State in Non-Europe

Abstract:
Conventionally viewing the state as a black box and focusing almost exclusively on its outward orientation, the Westphalia paradigm, I argue, has outlived its purpose and may even be misleading when applied to the more porous and democratic state today. Rather than measure state viability in terms of power balances abroad, three constituent elements extracted from the Westphalia literature are used to evaluate internal state viability instead: the relationship between nation and the state, the capacities of the state itself, and the state within a collectivity. Whereas the first is operationalized in terms of Buzan's four-fold typology, the second focuses on how two forms of internal divisions have been resolved-between city and country interests over policy-making, and between various classes in society through governmental income redistribution programs-while the third evaluates the propensity of the state to delegate loyalties to any supranational entity in the 1990s. Over 160 sovereign countries are pooled into 5 geographical regions for the analysis. The results strengthen the above argument, and generally portray the exceptionalism of West Europe: It is the global hub of established nation states, even though there are more state nations worldwide whose historical emergence accented internal development over external security considerations; viable states, measured in terms of established democracies, urban preponderance over policy making, and welfare redistribution; and transferring loyalties beyond the state.

10. European Integration and Franco-German Relations: Erbfeindschaft or Engrenage?

Abstract:
Given the historical depth of Franco-German enmity, or erbfeindschaft, how have integrative efforts in West Europe been shaped by this rivalry? Three sets of tensions are identified in addressing that question: the theoretical tussle to explain West European integration; the explosive historical relationship between the two countries; and their cooperative, complementary relationship in European Community policy-making. For analytical purposes, two hypotheses connect these sources of tension in the multifaceted, complicated subject mater of Franco-German relations. These are that when the Cold War was in full fury, both countries found cooperation a gar superior strategy than discord; and when the Cold War ended, disagreements increased without eliminating cooperation. Both are tested through a comparative study of agricultural and monetary policies of the Community, and prefaced by a rapid historical riffle of the ups and downs in that bilateral relationship. The conclusion is drawn that the Community interlocked the two countries in such a way as to make disengagement costly in spite of increasing divergences, and that this engranage was possible because of the Cold War context.
