Abstract:
Political Commissars and Commanders in the Chinese military played a significant role for more than seven decades. Several commonalities, differences and relative influences of these two in the military hierarchy existed, though both were tasked to pursue political and strategic goals set by thee Communist Party in the internal matters or external dimensions of China. Even as the Commanders' role remained vital in the current phase of military modernisation, professionalism and power projection, the role of the Political Commissars is expected to be enhanced with the launching of "three wars"- media, legal and psychological warfare - from 2003.

122. Maritime Disputes In The South China Sea: Strategic And Diplomatic Status Quo

Abstract:
The Working Paper argues that the maritime disputes over the South China Sea are characterised by a strategic and diplomatic status quo. China does so far not have the necessary power projection to impose naval hegemony in the South China Sea. None of the ASEAN claimants can rely on sufficient naval power or an external military alliance to impose their claims in the Spratly Islands. A similar situation of status quo exists on the diplomatic front. China and the ASEAN countries have been negotiating for years to conclude a code of conduct for the South China Sea. The 2002 Declaration on the Conduct of Parties in the South China Sea is based on a multilateral dimension as well as on a convergence of views on the need to peacefully manage the dispute. While a step in the right direction, the declaration is only an interim political agreement and it is still to be seen whether the parties will sign a detailed and binding code of conduct for the South China Sea. The Working Paper starts by reviewing the nature of the maritime disputes. It then describes the security environment in the South China Sea by examining the changing strategic conditions of the disputes. Its final section discusses the long diplomatic road toward the 2002 Declaration. The Working Paper concludes that the South China Sea has remained primarily a political rather than a military issue thanks to China's desire to accomodate the Southeast Asian countries and the limited naval capabilities available to the different claimants.

Abstract:
The Egyptian Islamist ideologue Sayyid Qutb (1906-1966) is a founding figure of modern Sunni militancy. The West knows Sayyid Qutb through the prism of his Milestones, the 1964 manifesto urging a Qur'anic revolution against illegitimate Muslim regimes. However, it was Qutb's commanding Qur'anic interpretation, In the Shade of the Qur'an, which provided the rich lodestone for Milestones. In the Muslim world, moderates and militants alike have found sanctuary In the Shade of the Qur'an, making it a unique work that cannot be ignored. Offered below is a detailed analysis of Qutb's work, focused primarily on juz amma (the last thirtieth) of the Qur'an, which is considered the key entree for Muslims who seek a return to faith. 124. Global Jihad, Sectarianism and The Madrassahs in Pakistan

Abstract:
In the wake of terrorist attacks on September 11, 2001, discussions on ties between Islamic religious educational institutions, namely Madrassahs, and radical militant groups have featured prominently in the western media. However, in the frenzied coverage of events, a vital question has been overlooked: why have Islamic educational institutions whose traditions date back thousands of years been transformed so drastically? This paper attempts to seek an answer to this question through an examination of Madrassahs in Pakistan, the second most populous Musim country of the world. Pakistan has seen a phenomenal increase in Islamic religious schools since its independence. The paper argues that while encouragements from successive regimes, an unremitting flow of foreign funds (especially from Saudi Arabia), and the absence of governmental oversigt are the principal factors in the dramatic rise in numbers, the transformation of Madrassahs into schools of militancy and the recruiting ground of 'global Jihadists' is instrinsically linked to the sectarianism prevalent in Pakistan. Sectarianism has been encouraged by various regimes over the last three decades and received substantial support from outside since 1979. The menace of sectarianism has not only made the country ungovernable but also increasingly turned it into a breeding ground for transnational terrorists.

Abstract:
The small and medium-sized states in Southeast Asia have undergone significant geostrategic changes with the end of the Cold War and the rise of China. There has been a lively debate over the last decade about whether these countries would balance against or bandwagon with China, and how their relations with the other major powers in the region would change. Recent works that argue against the simple dichotomy of balancing versus bandwangoning are correct in asserting that Southeast Asian countries do not want to choose between the two major powers, the U.S. and China. But this paper goes further to present the results of an empirical study that fleshes out the conceptual thinking that underlies this avoidance strategy. It finds that instead of merely adopting tactical or time-buying policies, key Southeast Asian states have actively tried to influence the shaping of the new regional order. It argues that key Southeast Asian states in fact have (a) distinct coneptualisations of two main pathways to order in the region–omni-enmeshment of major powers and complex balance of influence; and (b) a concrete vision of the preferred power distribution outcome, which is a hierarchical regional order.

Abstract:
This article considers bargaining strategies used by government negotiators in the context of bilateral trade disputes. I argue that trade officials reach the most durable agreements by using an integrative, or value creating, strategy and avoiding the use of threats. By contrast, a highly distributive, value claiming strategy coupled with loud public threats is unlikely to result in a durable agreement and frequently leads to deadlocked negotiations. The irony, however, is that American officials use the latter approach more frequently in bilateral trade disputes, rather than the former. These strategies are usually chosen unconsciously in response to perceptions of losses that drive negotiators to select risky approaches to resolve disputes

Abstract:
Three factors have contributed to China's defence industry reform. They are Deng Xiaoping's resolute will to push defense industry reform, overall reform toward marker economy system and the military's consciousness for the need of the defense industry reform. As time has gone by, direction for China's defense industry reform was gradually defines, and that created an environment conducive for innovation and to adapt to the changing economic environment. Many measures have been adopted, and the core idea being a gradual increase in competition in the economic sector. The implication for the civil-military relationship is that there might exist a consensus in both civilian and military sectors with regard to defense industry reform.

128. On Being Religious: Patterns Of Religious Commitment In Muslim Societies

Abstract:
Using the analytical framework developed by the Berkley research programme in religion and society, this paper will report findings from a comparative study of Muslim piety of over 6000 respondents from Indonesia, Malaysia, Pakistan, Iran, Egypt, Turkey, and Kazakhstan. The findings show similarities as well as significant differences in patterns of religious commitments among the respondents in the study. This is probably the first attempt to compare and 'map out' Muslim religiosity in Muslim countries. The first part of the paper will report the findings and the analysis by gender, life cycle, education and social position. The second part of the paper will discuss the findings using analytical insights from Emile Durkheim and Mary Douglas' sociology of religion. In this section, the paper will also compare selected aspects of Christian and Muslim piety and offer sociological explanations of the significant differences in 'experiential religiosity' between Christians and Muslims. The Christian piety data will be drawn from primary and secondary sources. The paper will conclude with a discussion of the sociological implications of these findings for social political and religious trajectories of Muslim countries.

129. The State And Religious Institutions In Muslim Societies

Abstract:
The Institutional configurations of Islamic societies can be classified into two types, namely, differentiated in social formations–societies in which religion and state occupy different space–and undifferentiated social formations–societies in which religion and state are integrated, i.e. Islamic states. Using survey data from a comparative study of five Muslim societies, this paper examines the level of trust in religious institutions in these two types of Muslim social formations. The evidence reveals that the level of trust in religious institutions tends to be significantly higher in differentiated Muslim social formations. The paper discusses the possible sociological implications of this finding for Muslim societies and proposes an explanatory model to account for the finding. It concludes that an Islamic state may not always be in the best interests of Islamic institutions and the religious elite. The empirical evidence also suggests that the trust in religious institutions in Muslim societies is positively associated with trust in key institutions of the state. Implications of this finding are also discussed.

130. The Security Of Regional Sea Lanes

Abstract:
The emergence of China and India as major global players will not only transform the regional geopolitical landscape but will also mean an increased dependence on the sea as an avenue for trade and transportation of energy and raw materials. Within the region, the Malacca Straits, Sunda Straits, and the Lombok Straits are the main sea lanes through which trade, energy, and raw material resources flow. Indeed, the strategic importance of the regional lanes was recognised by the late Michael Leifer but the threats indetified at that time were primarily those that concerned the safety of navigation, the control of the freedom of passage by the coastal state as well as the interruption of passage in the sea lanes by an external naval power like the Soviet Union. The threats that Michael Leifer had identified has faded into insignificance and new threats to safety of shipping have arisen in their place, and these include piracy and the spectre of maritime terrorism.
