301. Anonymous in Context: The Politics and Power behind the Mask

Abstract:
Since 2010, digital direct action, including leaks, hacking and mass protest, has become a regular feature of political life on the Internet. The source, strengths and weakness of this activity are considered in this paper through an in-depth analysis of Anonymous, the protest ensemble that has been adept at magnifying issues, boosting existing — usually oppositional — movements and converting amorphous discontent into a tangible form. This paper, the third in the Internet Governance Paper Series, examines the intersecting elements that contribute to Anonymous' contemporary geopolitical power: its ability to land media attention, its bold and recognizable aesthetics, its participatory openness, the misinformation that surrounds it and, in particular, its unpredictability. Anonymous signals the growing importance of what I call “weapons of the geek,” a modality of politics exercised by a class of privileged and visible actors who are often at the centre of economic life. Among geeks and hackers, political activities are rooted in concrete experiences of their craft — administering a server or editing videos — skills channelled toward bolstering civil liberties, such as privacy.

Abstract:
Unprecedented human migration is an issue of critical importance in today's rapidly globalizing world. International migrants constitute a group with more people than the population of Brazil, and they send more money home each year than the entire value of Argentina's economy (International Organization for Migration [IOM], 2013). Migration flows have doubled since 1980 and show no signs of slowing down due to growing inequalities in global development, population pressure, environmental change and conflict (Koser, 2010). Compared to the majority of citizens in many countries, migrants face heightened risks because they do not receive adequate social protections such as health care, income security, education, housing or access to clean water and sanitation.

303. Unsustainable Debt and the Political Economy of Lending: Constraining the IMF's Role in Sovereign Debt Crises

Abstract:
The timely resolution of severe debt crises has long been one of the most difficult challenges for global financial cooperation. Focussing on the case of Greece, this paper examines how the euro crisis precipitated large International Monetary Fund (IMF) loans that violated the framework developed on the basis of the preceding decade to prevent a costly delay in restructuring. The paper reveals that safeguards meant to prevent the IMF from providing support for crisis countries without a reasonably clear path to debt sustainability failed. In fact, changes made in the context of the euro crisis to the IMF's framework for lending in severe sovereign debt crises will weaken the IMF's effectiveness in future crises. The paper concludes with four suggestions for how to re-establish an adequate framework for IMF intervention in severe debt crises in the future.

Abstract:
The complexity of negotiating global Internet governance in the coming years presents states with multiple challenges. One primary challenge for liberal democracies is to adapt their current approach (that is, the multi-stakeholder model) while enhancing its legitimacy on the international stage. A model of governance that is perceived as legitimate and capable of maintaining a stable environment is more likely to be durable, as opposed to one that lacks the ability to adapt, thereby encouraging other actors to develop competing models.

306. Bounding Cyber Power: Escalation and Restraint in Global Cyberspace

Abstract:
Cyberspace is the global communications and information ecosystem, and it is now deeply embedded in all aspects of society, economics and politics. As cyberspace has grown in size and significance, the security of the domain has become highly contested among states, the private sector and civil society. This paper is divided into two parts: The first half focusses on the forces that are contributing to escalating international tensions and conflicts in cyberspace, largely driven by state-based concerns around national security. From this perspective, the exercise of state power in cyberspace is growing (to borrow an old phrase) in “leaps and bounds.” The second half employs a different meaning of “bounding power” — which refers to tying down, checking or restraining the exercise of power — and outlines steps that might be taken to lead us down an alternative path, whereby security and openness are both protected and preserved.

Abstract:
The United Nations produced the Millennium Declaration in September 2000, recognizing a collective responsibility to work toward “a more peaceful, prosperous and just world.” The eight Millennium Development Goals (MDGs) reaffirmed this vision and launched an ambitious global partnership for development. The MDGs set specific targets for 2015, using numerical indicators to measure progress. The United Nations is now formulating post-2015 goals to succeed the current MDGs. What should government authorities call for during the process of establishing these new goals to ensure they reflect national priorities, can be measured and are achievable, not purely aspirational?

Abstract:
Social media played a central and celebrated role in the uprisings that took place in the Arab world in 2011, facilitating the organization and coordination of popular resistance to dictatorial regimes in Tunisia, Libya and Egypt. The use of social media channels to popularize and concentrate resistance was made possible, in part, by the recent growth of the information and communications technology (ICT) sector in the region. While the lack of economic growth, job opportunities and political agency were fundamental driving forces behind the Arab revolutions, ICT and social media were critical tools that helped transform the deep-seated discontent into a widespread social movement.

Abstract:
On June 27, 2012, Queen Elizabeth II shook the hand of Martin McGuinness, a former Irish Republican Army (IRA) commander, and symbolically solidified the long peace process that had sought to resolve the Troubles of Northern Ireland (Rayner, 2012). This historic gesture illustrates that even the most ideologically heated and intractable conflicts can be resolved. In the case of Northern Ireland, resolution was not possible without first acknowledging the important roles that notions of personal and national identity, self-determination and economic fairness played as defining stakes in the conflict. In contrast, the conflict between Israel and Palestine continues to produce turmoil in addition to a stream of failed negotiations. The failure to include values and beliefs, such as equality and basic human rights, in discussions has poisoned peace efforts, with no end to the bloodshed in sight.
