Abstract:
The familiar world of international organizations principally devoted to development has been upended by two phenomena. First is the emergence of sustained economic success in the developing world (mostly in Asia, but increasingly also in Africa and, in a less spectacular way, Latin America) amid compelling, continuing need among the world's poor. Second, the slow-moving, serious financial and economic crisis of the industrialized world since 2008 has reordered priorities in many of their capitals toward domestic spending and away from costly international projects.

Abstract:
In December 2012, numerous news outlets reported on the debate over Internet governance that took place at the World Conference on International Telecommunications (WCIT) in Dubai. It was the first time in nearly a decade that the topic attracted major international media attention. The conference ended in a diplomatic éclat with 89 states signing the new International Telecommunications Regulations (ITRs) and 55 publicly opposing them.

Abstract:
The annual CIGI Survey of Progress in International Economic Governance assesses progress in four dimensions of international economic governance: macroeconomic and financial cooperation; cooperation on financial regulation; cooperation on trade; and cooperation on climate change. Governance related to these dimensions is scored on the following progress scale: 0%-19% represents "major regression"; 20%-39% represents "some regression"; 40%-59% indicates "minimal progress"; 60%-79% characterizes progress; and 80%-100% represents "major progress." Recognizing the difficulty of making objective judgments given the complexity of the issues, the results are offered as a range of subjective opinions from CIGI experts with diverse backgrounds.

14. China's Goals in the G20: Expectation, Strategy and Agenda

Abstract:
The G20 has emerged as the lynchpin of China's involvement in global economic governance. It remains the only economic institutional setting where the country can operate on par with major Western powers. China has a strong interest in maintaining the status of the G20 as the premier forum for economic cooperation, and a vested interest in ensuring that the G20 does not degrade into yet another “talk shop” of multilateral diplomacy. However, the Chinese leadership's current approach to the G20 is not driven by a desire to position the country as a leading agenda setter. Instead, China's main policy priority is ensuring that the country is treated as an equal and respected partner. China recognizes that in many ways it is still in a comparatively weak position and does not have the institutional capabilities and talents needed to operate in global financial and economic institutions such as the G20.

Abstract:
Tail risks for the global economy have receded vis-à-vis last year, but this has not translated into higher growth in many advanced economies. Emerging economies, which have made considerable contributions to global economic growth since the height of the international financial crisis, are slowing down. In its latest round of forecasts in July, the International Monetary Fund (IMF) downgraded its growth projections, especially those for the emerging economies, and the Washington-based institution may provide G20 leaders with a new set of downward-revised projections in St. Petersburg in September.

The IAEA is the principal multilateral organization mandated by the international community to deal with nuclear issues. Established in 1957 and based in Vienna, it is essentially the nucleus around which all other parts of the global nuclear governance system revolve. The IAEA has attributes and roles that cannot be matched by other organizations, groups of states or individual states, no matter how powerful or influential: It is a standing, multilateral organization, with near universal membership and a science and technology orientation. Its nuclear safeguards system and associated verification activity, including in the service of the 1968 Nuclear Non-Proliferation Treaty (NPT) and nuclear weapon-free zones, is unparalleled.

The international community has become adept at responding to disasters. When a disaster hits — whether natural or as the consequence of human activity — humanitarian relief can be on the ground almost anywhere in the world in less than 24 hours. The international community has developed an elaborate network to respond to catastrophes involving the collaboration of international agencies, humanitarian relief organizations, national governments and concerned individuals. The collective ability to help save lives quickly is unprecedented in human history; the problem remains, however, that one never knows in advance where disaster will strike, what the immediate needs of those affected will be or what conditions the first responders will confront. Given these uncertainties, how can disaster-response planners best position themselves to take action?

19. Promoting Reconciliation through Exhuming and Identifying Victims in the 1994 Rwandan Genocide

Abstract:
In the aftermath of the 1994 Rwandan genocide, in which an estimated 800,000 Tutsi civilians were killed, the ICTR commissioned a series of mass grave exhumations in Kigali and Kibuye. These exhumations were conducted by PHR, a Boston-based nongovernmental organization (NGO). Its mandate was to provide scientifically rigorous evidence that revealed the criminal nature of specific massacres in Kigali and Kibuye, as well as the statistical elements of the crimes, including the sex, ethnicity, age, and cause and manner of death for the individual victims (Haglund, 1997: 1; Haglund and Kirschner, 1997: ii).

20. G7 to G8 to G20: Evolution in Global Governance

Abstract:
This paper provides a brief history of the evolution of the Group of Seven (G7) from its origins in the aftermath of the 1971 breakdown of the Bretton Woods system of exchange rates and the oil crisis in 1973. It then discusses Russia's participation at summits after the fall of the Berlin Wall, formally joining the group in 1997, thus becoming the Group of Eight (G8). The paper gives a concise account of the formation of the Group of Twenty (G20) finance ministers and central bank governors in the late 1990s, in the wake of financial crises in Asia and Latin America, which was elevated to a leaders' summit forum at the outbreak of the global financial crisis in 2008. The paper wraps up with a discussion of the differences in the G8 and G20 models, concluding that the G20 process is still the best option for meeting the challenges of complex global governance issues.
