31. Infrastructure and Sustainable Development Goals in the BRICS-Led New Development Bank

Abstract:
The BRICS countries held their annual meeting in Fortaleza, Brazil on July 15-17, 2014. While there, they formally launched their NDB, answering some of the many lingering questions about its function (BRICS 2014). The Shanghai based bank will have at least US$50 billion in initial capital, making it a significant new entrant into the sphere of global development finance. India will hold its first rotating presidency, but all five of the countries have particular roles to play. The lengthy presidential declaration gave little new information about the kinds of projects that will receive funding; however, simply repeating earlier statements that it will finance infrastructure and sustainable development projects. This policy brief examines how the NDB is likely to approach those two policy objectives, and notes a potential clash of these goals. There is already abundant evidence on this issue in the 2013 agreements and in the current financing patterns of the various national development banks of the BRICS member countries.

Abstract:
Transparency has become a dominant theme within academic and policy discussions on climate engineering (CE) research governance. As CE research moves from modelling and laboratory studies to field experiments, there is a need to operationalize transparency; that is, to move from transparency in principle to transparency in practice. This, in turn, requires greater attention be paid to the purposes that CE research transparency is intended to serve since the ends sought, as well as the context in which they will operate, will drive the design features of disclosure mechanisms.

33. The Environmental Risk Disclosure Regime: Navigating Complexity in Global Financial Markets

Abstract:
In recent years, a plurality of different governance initiatives has emerged that are designed to expand the disclosure of environmental risk within financial markets. The emergence of these initiatives represents an important policy development, and it has the potential to reduce environmental risk within the financial sector by incentivizing investments in sustainable economic activity capable of long-term value creation. Unfortunately, environmental risk disclosure has yet to be assessed as a field of governance activity in addition to its potential effectiveness in improving disclosure within financial markets. This paper addresses this gap by describing environmental risk disclosure as a “regime complex” that is defined by a field of fragmented but related governance initiatives that lacks an overarching hierarchy. While this regime complex does reveal evidence for policy convergence among different initiatives, it lacks the enforcement necessary to produce a coherent and comparable disclosure and contributes to uncertainty within the financial sector over the impact of environmental risk. This uncertainty justifies an expanded role of international financial regulations in establishing a mandatory and harmonized disclosure standard that can be applied across different domestic jurisdictions.

34. Equator Principles Reporting: Do Financial Institutions meet their Goals?

Abstract:
The Equator Principles (EP) are a voluntary code of conduct for assessing, managing and reporting environmental and social impacts in project finance. This paper analyses the compliance of the 79 Equator Principles Financial Institutions (EPFI) with the seven mandatory requirements: annual reporting, disclosure of the number of transactions, assessment, risk categories, sector, region and implementation. The three findings from this study are that while all EPFIs required to disclose information do so, at least partially, only about five percent disclose all the information required by the EP guidelines. In addition, the larger the EPFI, with respect to its total assets and membership duration, the higher the reporting quality. In conclusion, further mechanisms are needed to guarantee transparent reporting of environmental and social project finance impacts.

Contrary to popular belief — and contrary to the views of many politicians and scholars — the Arctic is completely uninteresting geopolitically from a traditional national security perspective. It is somewhat more interesting geopolitically from various non-traditional security perspectives (for example, human security, cultural security, energy security, economic security and environmental security); but it is truly important only in the one respect that attracts the least attention and action from policy makers: namely, ecospheric security.

Abstract:
Mainstream analysis on China tends to be overly optimistic, leaving a blind spot in strategic planning. While the country's socio-economic landscape has been transformed over several decades of uninterrupted growth, it faces significant domestic and international risks and constraints. Chief among these are labour insecurity and imbalances, environmental constraints and rising climatic risks, and food insecurity, all coupled with rising popular expectations for a higher overall standard of living. Major soy producers (Argentina, Brazil and the United States) should take steps to ensure the stability of China's supply. In particular, these countries should set aside reserves to help mitigate future supply shocks and price spikes resulting from climate change. Manufacturers operating in or with China should immediately begin mapping their supply chains to identify vulnerabilities associated with crisis scenarios in the country. Where specific risks are identified, they should explore supply-chain diversification to boost resilience among major trading partners. To deter China from externalizing internal stresses, international actors should raise the political costs of nationalistic unilateralism by opening more channels for dialogue, deepening institutional integration and buttressing cooperative security norms.

Abstract:
The shrinking Arctic ice cap is creating unprecedented geophysical change in the circumpolar region, a trend that is very likely to continue. Together, this “great melt” and the delineation of extended national economic zones afford increased access to economic resources in the Arctic Ocean. Intense activities in commercial, investment, diplomatic, legal, scientific and academic sectors abound in the new Arctic, but the region's long-term significance is only gradually penetrating North American public consciousness. Media reports such as the recent, virtually ice-free trans-polar transit of a Chinese icebreaker through the Russian Northern Sea Route, or the transit of the Northwest Passage by a large cruise ship, are only the tip of the proverbial economic iceberg. In preparing for the commercialization of the Arctic Ocean, Canada and the United States, as major nations bordering the Arctic, face enormous opportunities in protecting economic and environmental interests; however, a number of challenges impede the fulfillment of this vision.

Abstract:
Brazil has always focused on development strategies, but it has recently shifted more attention, on balance, from thinking of its own development to offering assistance to other countries in their national efforts. Former President Lula da Silva has argued that Brazil's own experience with solving problems in inauspicious conditions makes it a particularly good partner for other developing countries (Instituto de Pesquisa Econômica Aplicada [IPEA] and Agência Brasileira de Cooperação [ABC], 2010: 7). Brazil self-consciously approaches its external development assistance from the perspective of a recipient, endorsing an egalitarian “solidarity diplomacy” that stresses holistic development in its partners. The ultimate aim is “sustainable growth,” which includes “social inclusion and respect for the environment” (IPEA and ABC, 2010: 32-33).

39. Bridging the North-South Divide on Climate Post Copenhagen

Abstract:
The United Nations climate change negotiations currently underway and now seemingly likely to conclude only six to 12 months after the UN Framework Convention on Climate Change (UNFCCC) hosted meeting at Copenhagen in December 2009, are beset by a series of obstacles, the most fundamental of which reflect the North-South divide, largely between the Organisation of Economic Co-operation and Development (OECD) and non-OECD economies. In this brief we argue that movement across this divide is the single most important element in a successful conclusion to the negotiation. Current obstacles reflect asymmetries between developing and developed countries both in terms of growth in carbon emissions — and hence the costs of reducing emissions proportionately relative to some base date level, but also in terms of historical emissions as a source of damage. These are compounded by the imprecision of the negotiating mandate — a lack of a clear definition of the basic principles involved, particularly in the case of the original UNFCCC principle of common yet differentiated responsibilities, which accepts but does not clearly delineate differentiated responsibilities for developing and developed countries on climate change. Significant movement in the negotiating position of either side (or both) is likely a necessity for a climate deal to be reached even in post-Copenhagen negotiations. However, the recent unilateral commitment by China to reduce emissions by 40-45 percent per unit of GDP from a 2005 base year by 2020 is a positive first step.

40. Reframing Global Environmental Governance: Results of a CIGI/CIS Collaboration

Abstract:
Global environmental governance is undergoing significant change. There is a growing recognition that the traditional state-centric intergovernmental model of addressing global environmental problems is insufficient in the face of increasingly complex and overlapping environmental issues. There are serious questions about the ability or willingness of states, individually and collectively, to respond to the most pressing environmental challenges. The erosion of confidence in and the dominance of a state-centric governance model has simultaneously resulted from and provoked significant innovation. While there is growing discussion of institutional reform at the international level including reform to the United Nations Environment Programme and the creation of a new global organization to address these problems, there is also a fragmentation of governance processes to other jurisdictional levels and actors. Corporations, social and environmental organizations, private-public partnerships, substate governments, and even local communities have already begun to conceive and implement governance initiatives to address global environmental problems. This paper reflects upon these innovative institutional dynamics and assesses their prospects to produce effective, legitimate, and equitable outcomes. It concludes with a series of questions to guide future analysis and to better understand the prospects for improving the practice of global environmental governance.
