Abstract:
CEPS researchers Mikkel Barslund, Mehtap Akgüç, Nadzeya Laurentsyeva and Lars Ludolph are among the contributors to the 2017 MEDAM Assessment Report on Asylum and Migration Policies in Europe, produced by the Mercator Dialogue on Asylum and Migration (MEDAM). The report explores ways in which responsibility for refugees can be fairly distributed – globally and within the EU – and how we can curb irregular migration while expanding legal immigration to the benefit of all concerned. CEPS is one of three research institutes working on this multi-year project, alongside the Kiel Institute for the World Economy and the Migration Policy Centre at the European University Institute. On the basis of an examination of the 'German case' on EU labour mobility. It proposes ideas on how to better foster a European fair deal on talent, one that would benefit the EU as a whole. 4. The Externalisation of the EU's Labour Immigration Policy: Towards mobility or insecurity partnerships?

Abstract:
This paper looks at the dynamics affecting the external dimensions of the EU's labour immigration policy. It assesses the role and functions of mobility partnerships as a mechanism for governing circular migration schemes that allow the temporary movement of individuals for employment purposes between EU member states and non-EU countries. The paper argues that given the actual origins, rationale, conditional nature and kinds of circular migration policies advocated by these partnerships, they should be considered 'security' partnerships for the participating EU member states and to a limited extent for the non-EU countries. At the same time, they could be regarded as 'insecurity' partnerships for the coherency and legitimacy of the EU's labour immigration policy, as well as the liberty and security of the third-country workers.

The European Interest: Succeeding in the Age of Globalisation, COM(2007) 581 final, Brussels 3.10.2007, which states: “The EU is already working on many of the policy elements needed to equip it to take on the challenge of globalization with confidence…in the coming months, the Commission will be putting new ideas on the table to address these key challenges…Review of internal policies is already under way, aiming to reshape Europe to face gloablisation and give it the right platform to look beyond its borders.” Further the Communication identifies “Migration in a Globalized World” as one of the key political objectives and states: “In a Europe with no internal borders, the changing demands of an ageing society and a labour market in constant evolution have challenged established assumptions about immigration… a new global approach is needed so that migration strikes the right balance between the risk of labour market shortages, economic impacts, negative social consequences, integration policies and external policy objectives”. 6. The EU Border Management Strategy: FRONTEX and the Challenges of Irregular Immigration in the Canary Islands

The EU is developing a border management strategy aiming at an "integrated and global response" to the challenges posed by the phenomenon of irregular immigration through the common external borders. "The Southern maritime borders" constitute one of the main targets addressed by this strategy. On November 2006, the European Commission published a communication calling for the reinforced management of the EU's Southern maritime borders and for the maximisation of the capacities of the European Agency for the Management of Operational Cooperation at the External Borders of the Member States of the European Union – FRONTEX. This paper provides some reflections about these current policy approaches by looking at the nature, scope and practical implications of the implementation of the Integrated Border Management strategy and its relationship with a common EU immigration policy. After assessing the latest policy developments in these areas, we raise a number of questions about some of the functions and capacities carried out by FRONTEX, and present a series of vulnerabilities characterising the joint operations coordinated by this Community body taking the example of the operations HERA I, II and III in the Canary Islands (Spain).

7. Integration: An Ever-Closer Challenge

Abstract:
This article argues for closer integration to be a key part of the EU's migration policy. It accepts that migration is necessary for a prosperous Europe and looks at the role of the EU and how best to integrate immigrants. Countries' experiences and the need for better aligned policies among member states are examined. The European Commission's role in sharing experiences and best practices is considered, as well as the need for the many stakeholders involved to work together. Integration is a complex and delicate process, and ultimately the EU must be bolder in its promotion of integration if it is to benefit from migration.

Abstract:
The European Commission has recently rekindled the debate about a possible future ruling on economic immigration, including the conditions and procedures for entry and residence, the principle of Community preference and the rights of third-country workers.The purpose of this paper is to recapitulate the main phases of Community action in the area of legal migration for economic reasons, starting with the political mandate given to the European Commission by the Tampere European Council. It moves on to outline the EU's current legislative programme to introduce policy instruments in 2007–09 for regulating the migration of specific categories of workers, some of which are aimed at easing the entry of highly skilled workers. It underscores the case for cohesive EU action in this controversial area in view of the need to improve the economic competitiveness of the EU and the risks posed by its ageing population.

10. Making EU Trade Agreements Work: The Role of Rules of Origin

Abstract:
A key element of the EU's free trade and preferential trade agreements is the extent to which they deliver improved market access and so contribute to the EUs foreign policy objectives towards developing countries and neighbouring countries in Europe, including the countries of the Balkans. Previous preferential trade schemes have been ineffective in delivering improved access to the EU market. The main reason for this is probably the very restrictive rules of origin that the EU imposes, coupled with the costs of proving consistency with these rules. If the EU wants the 'Everything but Arms' agreement and free trade agreements with countries in the Balkans to generate substantial improvements in access to the EU market for products from these countries then it will have to reconsider the current rules of origin and implement less restrictive rules backed upon by a careful safeguards policy.
