51. Biosafety of GM Crops in Kenya, Uganda, and Tanzania

Abstract:
Against a background of rapid global adoption rates and two decades of safe use, the overly cautious approach to genetic modification (GM) technology in agriculture by African governments seems misplaced. To date, only three African countries are engaged in commercial production of GM crops, although others are experimenting with the technology. Among those African countries experimenting with the technology, several are proceeding along a path toward commercialization and reside geographically close in East Africa, where the potential for regional trade impacts and issues exist. An examination of their historical circumstance and experience with GM technology, and the resultant effects on regulatory policy, can offer some useful insights about the various factors that impact GM technology adoption in Africa, especially from the perspective of the biosafety policies enacted.

53. e-Health for Japanese Health Services

Abstract:
As Japan faces rapid aging, a declining birthrate, widening income disparity, expanding fiscal debt, and remarkable hikes in health care costs, the sustainability of its health care system is at stake. Despite the need to allocate limited medical resources optimally, Japan lacks a common platform for sharing medical data, ideally over the Internet. The potential benefits of health information technology, or health IT, are not well known among patients, practitioners, or policymakers. Electronic patient records are not available from one hospital to another and are isolated from the Internet due to privacy concerns. Clinical practitioners have no remote access to patients' information when away from a particular hospital or clinic. Unique medical data, stored individually in each hospital or clinic, is vulnerable to accidents and natural disasters. The Tohoku disaster demonstrated the absence of a reliable backup for health data, the challenge of data management during an emergency, and the dangers of prescribing drugs with insufficient access to medical records.

Abstract:
Current cybersecurity discussions rely heavily on imaginative metaphors, models, and related rhetorical devices which initially provide insight into the challenges we face in cyberspace, but too often end up as empty labels or catch phrases used by different people to mean different things. When metaphors begin to function in this way, they can become an impediment to meaningful discussion rather than a vehicle for creative thought. This paper looks at how some of the most common cyber metaphors currently shape our discourse, considering the extent to which they do or don't contribute to a clearer vision of our way ahead, and why.

Abstract:
The absence of consensus, and therefore of policy, on how to balance privacy with the need for government cybersecurity measures, has led many to contemplate intelligence oversight practices as a possible model for oversight in the cybersecurity realm. Reliance on intelligence privacy oversight practices for cybersecurity might allow us to duck the hard work of developing appropriate cybersecurity policy, but it would not in the end further cybersecurity for the nation. A better approach would be to adopt the purely structural aspects of Executive Order 12333, developing a parallel executive order tailored to the distinct goals and operational drivers of cybersecurity. Such a document would establish basic guidelines for policy governing cyber mission, frame cybersecurity oversight processes, and mandate the development and approval of procedures to implement them.

Abstract:
How does a machine know you are who you say you are and what you are allowed to do? A car 'knows' you are authorized to drive it when you insert a metal key. An automatic teller knows who you are and how much is in your account when you insert a magnetic card and enter a Personal Identification Number. The machine isn't actually confirming your identity; it is accepting a token issued to you by someone else, who may have taken steps to confirm at the time of issuance that you are who you say you are.

Abstract:
The first warnings of an “electronic Pearl Harbor” appeared in 1995. 1 They have appeared regularly since then. Before the conflict with Iraq that began in March 2003, there was speculation that the U.S. would experience cyber attacks in retaliation. Since the onset of the war, however, there have been no reported attacks that damaged U.S. infrastructure or affected U.S. military operations in Iraq. Nor have there been any reports of cyber attacks that damaged U.S. infrastructure or affected U.S. military operations since 1996.

Abstract:
Cyber-warfare conjures up images of information warriors unleashing vicious attacks against an unsuspecting opponent's computer networks, wreaking havoc and paralyzing nations. This a frightening scenario, but how likely is it to occur? What would the effects of a cyber attack be on a potential opponent? Cyber attacks, network security and information pose complex problems that reach into new areas for national security and public policy. This paper looks at one set of issues – those related to cyber-terrorism and cyber attacks on critical infrastructure and their implications for national security. Cyber-terrorism is “the use of computer network tools to shut down critical national infrastructures (such as energy, transportation, government operations) or to coerce or intimidate a government or civilian population.” The premise of cyber terrorism is that as nations and critical infrastructure became more dependent on computer networks for their operation, new vulnerabilities are created – “a massive electronic Achilles' heel.” A hostile nation or group could exploit these vulnerabilities to penetrate a poorly secured computer network and disrupt or even shut down critical functions.
