181. Private-Sector Engagement in Food Security and Agricultural Development

Abstract:
With the introduction of Feed the Future (FTF)—the U.S. government's program to refocus foreign assistance on agricultural development—the private sector has been named a priority partner. President Barack Obama made a bold statement in his 2009 inaugural address, pledging that the United States would work with countries to support and promote food security. Private companies are enthusiastic about engaging in development efforts, and FTF may provide that avenue. The food and agriculture sector has significant capabilities, and market opportunities in developing countries are large and growing. Many companies have engaged in discussions with FTF leadership, and a number of partnerships have been launched. These are important efforts, and more are under way. The fact remains, however, that funding for agricultural development is relatively small—a three-year, $3.5 billion budget, compared to a six-year, $63 billion budget for health—and the investments needed in agriculture are massive: it would take $88.7 billion to meet U.S. global agricultural development goals.

182. The International AIDS Conference Returns to the United States

Abstract:
In 1985, four years after the U.S. Centers for Disease Control and Prevention (CDC) published a notice in the Morbidity and Mortality Weekly Report regarding unusual clusters of disease in young, otherwise healthy, gay men in California and New York, more than 2,000 scientists from around the world assembled at the World Congress Center in Atlanta to exchange research and compare notes on what had come to be known as Acquired Immune Deficiency Syndrome, or AIDS. There have been 18 international AIDS conferences since that initial gathering, in locales ranging from Amsterdam and Florence to Durban and Mexico City. These conferences, which have been organized since 1988 by the International AIDS Society, have evolved from modest- sized meetings of scientists and researchers to multitrack, week-long conventions attracting more than 20,000 delegates, including heads of state, celebrities, philanthropists, researchers, activists, and people living with the human immunodeficiency virus (HIV) and AIDS.

Abstract:
China holds clear, coherent, but relatively low-profile positions on Afghanistan. While staying largely with the mainstream of the international community on the issue of Afghanistan, China maintains an independent policy that reflects the peculiarities of Chinese interests, concerns, and priorities in Afghanistan. China has multiple interests in Afghanistan; however, domestic concerns about the security and stability of the largely Muslim region of Xinjiang overwhelm all others. China maintains normal and good relations with the Afghan government, takes active part in the country's economic rebuilding, and provides Afghanistan financial aid and other assistance. China supports the international community in its efforts in Afghanistan, but stays away from direct military involvement. China refrains from criticizing America's involvement in the war in Afghan- istan, but it doubts the war's efficacy, and China refuses to join the American Northern Distribu- tion Network (NDN) to Afghanistan. China dislikes the Taliban because of its close relations with the “East Turkistan” organization—a Uyghur separatist group—but China deals with the Taliban cautiously, trying to avoid direct conflict. China favors an Afghanistan governed by Afghans and hopes that the “Kabul process”—the transition to greater Afghan responsibility and ownership in both security and civilian areas—will have a successful end. At the same time, China also prepares for unexpected outcomes.

184. The Big Caucasus: Between Fragmentation and Integration

Situated astride one of the world's key strategic crossroads, the “Big Caucasus” is increasingly a region in flux. The August 2008 war among Georgia, Russia, and the separatist regions of South Ossetia and Abkhazia emphasized the fragility of the territorial status quo that took hold in the years immediately following the collapse of the USSR, but which has failed to establish legitimacy among either local populations or the international community. The 2008 war solidified the de facto separation between the Georgian state and its breakaway provinces and put Georgia's NATO accession on indefinite hold—but did not resolve the underlying problems of sovereignty and security that led to the conflict. Similar problems abound across the Big Caucasus. An increasingly authoritarian Azeri government has staked much of its legitimacy on regaining Nagorno-Karabakh. While talks between Baku and Yerevan have made little progress, an arms buildup in the region continues, raising fears of renewed conflict. Meanwhile, Russia's North Caucasus smolders. A nationalist insurgency that began in Chechnya in the early 1990s has spread to neighboring regions and taken on a harder jihadist edge, raising concerns about a possible al Qaeda presence and creating a direct threat to Western interests.

Abstract:
There is an old Japanese saying that no one should be prepared “to wait even three years sitting on the rock” (“ishi no ue ni mo sannen”). After three tumultuous and frustrating years as the Democratic Party of Japan (DPJ) tried to find its sea legs, Prime Minister Noda Yoshihiko finally made the first official visit to Washington of a Japanese prime minister since the spring 2009. Noda had his hands full this quarter: pursuing an increase in the consumption tax, trying to convince a wary public to support some continuation of nuclear power, cobbling together domestic support to move ahead with Japanese participation in the Trans-Pacific Partnership (TPP) negotiations, and facing the perennial struggle to make progress on relocating Marine Corps Air Station Futenma on Okinawa. By the time of his Washington visit, Noda had started to line up support for the consumption tax backed off temporarily on TPP, and waited on restarting nuclear plants. However, he did manage to complete an agreement to move ahead with de-linking the move of about 9,000 US Marines to Guam and other locations in the Pacific and setting aside (but not give up on) the Futenma Relocation Facility (FRF). That announcement was a rare victory and set a positive tone for the summit and the joint statement Noda and President Obama made pledging to revitalize the US-Japan alliance. The prime minister returned home on May 1 facing the same stack of difficult domestic political challenges, but with an important if limited accomplishment in foreign policy.

Abstract:
China's next leader, Xi Jinping, traveled to the US for a visit that went smoothly and laid a foundation for a strong bilateral relationship after the 18th Party Congress this fall. Senior US and Chinese officials delivered speeches to mark the 40th anniversary of Nixon's 1972 visit to China, highlighting the progress made and the importance of the bilateral relationship while recognizing the deep mutual strategic mistrust. The third Asia-Pacific Consultation was held to manage suspicious and enhancement cooperation. President Obama met Hu Jintao on the sidelines of the Seoul Nuclear Security Summit and coordinated planned responses to North Korea's satellite launch. Friction increased with the filing of a complaint with the WTO that charged China with manipulating prices of rare earth elements. Beijing angered the Obama administration at the UN Security Council by vetoing a resolution that called for Syria's president to step down. But as the violence worsened, the Council passed a resolution that authorized observers to monitor the ceasefire. China rebuffed US entreaties to reduce tis oil imports from Iran and the US imposed sanctions on a Chinese company for selling refined oil to Iran. A Chinese dissident sought assistance by entering the US Embassy, creating potential new challenges for the relationship.

Abstract:
The most significant news in early 2012 centered on North Korea's rocket launch. In a slightly different twist to the pattern, this latest provocation came just two weeks after reaching what seemed to be a new deal with the US to freeze its missile and nuclear programs in exchange for food assistance. After Pyongyang went ahead with the launch in defiance of its international agreements and its so-called “Leap Day” deal with the US, it felt like Groundhog Day. The question soon became how soon a nuclear test might be in the offing. Meanwhile, the KORUS FTA finally took effect after seven years of deliberation, and US sanctions on Iran and US beef imports to the ROK also reemerged as issues for the relationship.

In 1990, U.S. political scientist John Mearsheimer predicted that we would soon ''miss the Cold War.'' In the months and years that followed, the eruption of bloody conflicts in the Balkans and in Africa gave birth to fears of a new era of global chaos and anarchy. Authors such as Robert Kaplan and Benjamin Barber spread a pessimistic vision of the world in which new barbarians, liberated from the disciplines of the East—West conflict, would give a free rein to their ancestral hatreds and religious passions. Journalists James Dale Davidson and William Rees-Mogg chimed in that violence would reassert itself as the common condition of life. Former U.S. Senator Daniel Patrick Moynihan warned that the planet was about to become a ''pandemonium.''

Despite all the optimism accompanying the uprisings of 2011, the Arab Middle East remains a stagnant region in deep socio—political crisis with little chance for positive change anytime soon. The current regimes may stay in power or get replaced by new dictatorships, moderate or radical. Either way, in the near future, weak states will continue to grapple with domestic problems and the direction of their foreign policies. For good reason, this situation has Israeli leaders worried about the implications for their country's national security. The changing regional balance of power favors Turkey and Iran, both of whom encourage radical elements in the region, not Israel, while the seeming decline in U.S. clout has negatively affected both the Arab—Israeli peace process and Israel's deterrent power.

190. Shifting Eastern Mediterranean Geometry

Abstract:
The security architecture that the United States helped establish after the Cold War in the Eastern Mediterranean is crumbling. That architecture emphasized two triangular partnerships: U.S.—Turkey—Israel and U.S.—Egypt— Israel. Each had its origin in the Cold War and gained new emphasis afterwards as a cornerstone of U.S. efforts to promote Middle Eastern stability. Yet the evolution of internal politics in Turkey over the last decade, combined with more recent shifts in Egypt, have brought to the fore civilian politicians who are openly critical of such partnerships and who have sidelined the partnerships' military proponents. The demise of these two triangles has profound implications for Israeli security, as well as for the U.S. military and diplomatic role in the Eastern Mediterranean. The changing geometry of U.S. relationships in the Eastern Mediterranean is part of a set of broader trends that make it more difficult for the United States to shape outcomes and set agendas in the region. This change in particular is likely to force the United States to emphasize bilateral relationships and ad hoc direct action in the future, placing a greater demand on ongoing U.S. management than has been the case in the past.
