1. Structuring Cooperative Nuclear Risk Reduction Initiatives with China

Abstract:
The Stanford Center for International Security and Cooperation engaged several Chinese nuclear organizations in cooperative research that focused on responses to radiological and nuclear terrorism. The objective was to identify joint research initiatives to reduce the global dangers of such threats and to pursue initial technical collaborations in several high priority areas. Initiatives were identified in three primary research areas: 1) detection and interdiction of smuggled nuclear materials; 2) nuclear forensics; and 3) radiological (“dirty bomb”) threats and countermeasures. Initial work emphasized the application of systems and risk analysis tools, which proved effective in structuring the collaborations. The extensive engagements between national security nuclear experts in China and the U.S. during the research strengthened professional relationships between these important communities.

2. Japan’s Shift in the Nuclear Debate: A Changing Identity?

Abstract:
Throughout the Cold War, Japanese leaders and policy-makers have generally been careful to reflect the public’s firm opposition to anti-nuclear sentiment. However, the turn of the 21st century has witnessed a remarkable shift in the political debate, with élites alluding to a nuclear option for Japan. This sudden proliferation of nuclear statements among Japanese élites in 2002 has been directly linked by Japan watchers to the break out of the second North Korean nuclear crisis and the rapid buildup of China’s military capabilities. Is the Japanese perception of this double military threat in Northeast Asia really the main factor that triggered this shift in the nuclear debate? This paper argues that Japanese élites’ behavior rather indicates that the new threats in the regional strategic context is merely used as a pretext to solve a more deep-rooted and long-standing anxiety that stems from Japan’s own unsuccessful quest for a less reactive, and more proactive post-Cold War identity.

Abstract:
A collaborative project engaging researchers from the Center for International Security and Cooperation at Stanford University and several Chinese nuclear organizations focused on the response to nuclear terrorism threats. A goal of the research was to identify prospective joint research initiatives that might reduce the global and regional dangers of such threats. Initiatives were identified in three technical areas: interdiction of smuggled nuclear and radiological materials; nuclear forensics; and countermeasures to radiological (“dirty bomb”) threats. Application of the methodologies of systems and risk analysis to the framing and initial assessment of these areas was emphasized in the project. The workshop summarized in this report brought together the analysis work from this project and related efforts by both Chinese and U.S. analysts.

Since the Bush administration took office, and especially since excerpts of the Nuclear Posture Review were released, there have appeared in America some heated arguments about the Bush administration's changes to the Clinton administration's nuclear strategy, what consequences these changes would produce, and what influences they would exert on international and regional security. Different people have different views. The purpose of this working paper is to find solutions to these key issues. The effects of the Bush administration's nuclear strategy on China's security are also discussed.

Abstract:
China is India's largest and most important neighbor, and despite recent efforts at improving relations between the two countries, the over half-century-old border dispute remains unresolved. China is an expansionist power trying to enhance the security of its peripheral areas. It is important to note that in the recent past, China has resolved its border disputes with almost all its neighbors except India. Relations between the two countries have no doubt improved since 1988, when then-Indian prime minister, the late Rajiv Gandhi, visited Beijing, and since the conclusion of 1993 and 1996 agreements on maintenance of peace and tranquility on the borders, but the progress so far has been slow. China continues to claim some 90,000 square kilometers of Indian territory in the northeast while it illegally occupies some 23,000 square kilometers of Aksai Chin in the north of India.

6. The Diffusion of the Internet in China

Abstract:
China and the United States share a new and rapidly expanding border—the Internet. It is a border that neither country fully understands. The possibility for misunderstanding is great because the Internet is not only transforming the relationship between the two countries, it is also transforming the countries themselves. It could be argued that China is going through the greater change. Unlike the past where information was mediated by the State, the mass media, and the work unit, Chinese citizens with Internet connections and a command of English have unprecedented direct and immediate access to information and people around the world. Because of abundance of Chinese language content, Chinese who can only read Chinese still have access to a wealth of information. The Chinese government has imposed its own unique regime on the networks in China that connect to the Internet. Though the United States and China both participate in the Internet, the regimes that they use to govern their networks are very different.

This paper examines the impact on global warming of development and structural changes in the electricity sector of Guangdong Province, China, together with the possible effect of international instruments such as are generated by the Kyoto Protocol on that impact. The purpose of the paper is three–fold: to examine and analyze the data available, to put that data into an explanatory economic and institutional framework, and to analyze the possible application of international instruments such as CDMs in that locality. Our plans are to supplement this work with similar work elsewhere in China.

Abstract:
The Cox Commission of the U.S. Congress was established in June 1998 to investigate concerns over Chinese acquisition of sensitive U.S. missile and space technology in connection with the launching of U.S. civilian satellites using Chinese launchers on Chinese territory. The investigations were broadened in October 1998 to include alleged security problems and possible espionage at the U.S. nuclear weapons laboratories. Some conclusions were released in January 1999 by the White House together with the administration's response. The full declassified (redacted) version of the report of the Cox Commission was released on May 25, 1999.

9. The Nonproliferation Regime under Siege

Abstract:
The nuclear nonproliferation regime was challenged in 1998 by nuclear-weapon tests in India and Pakistan, by medium-range missile tests in those countries and in Iran and North Korea, by Iraq's defiance of UN Security Council resolutions requiring it to complete its disclosure of efforts to acquire weapons of mass destruction, and by the combination of “loose nukes” and economic collapse in Russia. Additional threats to the regime's vitality came in 1999 from the erosion of American relations with both China and Russia that resulted from NATO's 1999 bombing of Yugoslavia—with additional harm to relations with China resulting from U.S. accusations of Chinese nuclear espionage and Taiwan's announcement that it was a state separate from China despite its earlier acceptance of a U.S.-Chinese “one China” agreement. Major threats to the regime also came from the continued stalemate on arms-control treaties in the Russian Duma and the U.S. Senate, from a change in U.S. policy to favor building a national defense against missile attack, and from a Russian decision to develop a new generation of small tactical nuclear weapons for defense against conventional attack.

10. Implications of a Comprehensive Test Ban for China's Security Policy

Abstract:
This paper focuses on the impact of a comprehensive test ban on China's nuclear program and security policy. After a general review of China's nuclear doctrine and development, the study analyzes the relationship between China's nuclear strategy and its desire for testing, and explores the reasons China decided to join the Comprehensive Test Ban Treaty. By comparing the maturity of the nuclear programs of the nuclear states and the degree of their preparations for a cessation of nuclear tests, this paper concludes that a comprehensive test ban would place greater constraints on China's nuclear program than on those of the others. Efforts such as a deeper reduction of the nuclear arsenals of the principal nuclear powers, a no-first-use commitment by all nuclear states, and the adherence to the ABM treaty by its signatories would be critical to reducing China's concerns. The progress of international arms control negotiations in the above directions would further encourage China to make even greater contributions in the field of global arms control in the post–comprehensive test ban era.
