Abstract:
Secular parties in the Arab world—a broad range of political organizations that vary in their political orientation from liberal positions to vaguely socialist programs—are facing a crisis. Caught between regimes that allow little legal space for free political activity on one side and popular Islamist movements that are clearly in the ascendancy throughout the Arab world on the other, they are struggling for influence and relevance, and in some cases even for survival.

Abstract:
China's economic growth during the past twenty-five years has been remarkable, averaging more than 9 percent a year. While there have been earlier episodes of comparable growth rates in countries such as Japan and South Korea, there is no precedent for such rapid growth in a country the size of China, whose population of 1.3 billion is thirteen times that of Japan when that nation began its rapid growth. The impact on the rest of the world of economic dynamism on this scale is already being felt. If China continues its rapid growth in the coming decades, it will take the global economy into uncharted terrain.

Never has the cause of political reform in the Arab world received as strong verbal support— on both the international and domestic political levels—as it did in Palestine between 2002 and 2006. And while much of the Palestinian reform agenda remained unrealized, Palestinian governance changed in fundamental ways during the reform wave. But international backers of reform in particular had a remarkably short-term focus, a highly personalized view of the process, and a very instrumental view of reform, leading them to turn harshly against the achievements of the Palestinian reform movement when it brought unexpected results. What can this combination of success and disillusioned failure teach us about the cause of Arab political reform?

Abstract:
Kuwait's Islamic Constitutional Movement (ICM), founded in 1991, is a relatively new political actor in Kuwait. Yet by the standards of regional Islamist movements, it is one of the most experienced in parliamentary and electoral politics. The ICM can claim some real electoral and programmatic successes, but any move beyond marginal or incremental achievements rests largely on its ability to build on the success of an ad hoc and diverse coalition of Islamist, liberal, and populist political forces. In short, if the ICM navigates difficult waters, it may be able to achieve many of its goals while demonstrating the broader potential of an Islamist electoral movement as part of a coalition pressing for liberalizing political reform. Kuwaiti political history suggests strong reasons for skepticism-the opposition has never been able to maintain a united front for long, and the Kuwaiti government has tools at its disposal to disperse, placate, and even exclude dissenters. But the opportunities beckoning the movement and other opposition political forces are stronger than they have ever been.

Instead of treating nuclear weapons and materials as problems wherever they exist, the Bush administration has pursued a “democratic bomb” strategy, bending nonproliferation rules for friendly democracies and refusing to negotiate directly with “evil” nondemocratic regimes such as North Korea and Iran. Yet regime change and democratization cannot solve major proliferation challenges in the necessary timeframe and actually can make them worse. Nonproliferation should take precedence over democratization. Universal rules remain essential and must be invigorated, which requires cooperation with major powers that differ on democracy.

Abstract:
China is confronting widespread violent and even deadly social unrest, raising Communist Party alarms about national security. Some observers speculate that unrest could undermine China's national leadership, as it did in the Ukraine and the Philippines. Some U.S. policy makers might welcome unrest in China as a path to democracy and “freedom.” But rather than an opportunity to transform China's political order, China's social unrest should be understood as the unavoidable side effects—worsened by local corruption—of successful market reforms and expanded economic and social choice. Managing this unrest humanely requires accelerated reform of legal and social institutions with special attention to corruption. More violence would generate more suffering, potentially destabilizing East Asia and harming U.S. interests. The United States should encourage China to strengthen its social reconciliation capabilities, without making electoral political reform a prerequisite for intensifying engagement across the board.
