11. Stabilizing Afghanistan: Threats and Challenges

Abstract:
Afghanistan cannot be stabilized by quick fixes. The United States, NATO, and their allies need to make a sustained commitment for the long term. Instead of a simple “surge,” there needs to be a much clearer focus on bringing security to Afghans' daily lives. Only once this is achieved will Afghanistan's government have real reservoirs of legitimacy. Afghanistan has not been served well by its 2004 Constitution, which created a dysfunctional system of government that relies too much on the president alone. The United States should support systemic reforms, first through the development of an effective executive office to support the Afghan president. Counternarcotics policies in Afghanistan must take account of domestic socioeconomic complexities, and be based on long-term development projects that increase the returns from cultivating different crops. Serious thought needs to be given to encouraging more Muslim states to contribute personnel to support the promotion of human security and development in Afghanistan. Pakistan needs to be pressured discreetly but very strongly to arrest the Afghan Taliban leadership in Pakistan.

On June 24, 2003, at a Camp David meeting with his Pakistani guest, President George W. Bush declared that key al- Qaeda terrorists had been successfully neutralized thanks "to the effective border security measures and law enforcement cooperation throughout [Pakistan], and ... to the leadership of President Pervez Musharraf." Although Osama bin Laden was still at large, Bush nevertheless concluded that "the people reporting to him, the chief operators [of al-Qaeda], ... people like Khalid Sheik Mohammed, are no longer a threat to the United States or [to] Pakistan, for that matter."

Abstract:
Many Americans have blamed the resurgence of al-Qaeda and the Taliban on Pakistan's lackluster performance in the war on terror. Islamabad has indeed been ambivalent, but the convulsive political deterioration in the North West Frontier Province in Pakistan, Islamabad's military ineptitude in counterterrorism operations, and the political failures of the Karzai government in Afghanistan have all exacerbated the problem. Making U.S. aid conditional on Pakistan's performance in the war or undertaking unilateral strikes against terrorist targets in Pakistan would inflate suspicion of Washington's motives, and risk casting Pakistan, a nuclear-armed state, as an American adversary. U.S. policy must instead convince Pakistani elites that defeating terrorist groups serves their own interest, while emphasizing that a terrorist attack emanating from Pakistan would push Washington to adopt more painful tactics.

14. Implementing UN Security Council Resolution 1540: A Division of Labor Strategy

Abstract:
Resolution 1540 (2004) is the most comprehensive response of the UN Security Council to the exposure of the transnational nuclear smuggling network set up by Pakistani scientist A. Q. Khan. The resolution is exceptional in that it compels every UN member state to criminalize the proliferation of weapons of mass destruction (WMD) to nonstate actors in its national legislation and establish effective domestic controls to prevent proliferation. If effectively implemented, Resolution 1540 would make a real difference. It would make proliferation more difficult and less attractive, facilitate the dismantlement of proliferation networks, and create momentum to strengthen other aspects of the nonproliferation regime.

In fact, religious political parties and militant organizations are manipulated by the Pakistani Army to achieve its own objectives, domestically and abroad. Taliban insurgents and their Al Qaeda allies, once thought defeated in Afghanistan, are regaining strength. Regrouped and reorganized, better equipped and financed, and more sophisticated tactically, they are threatening both the reconstruction process and the U.S.-led coalition forces on the ground. According to the U.S. Department of Defense, sixty-six U.S. troops were killed in combat in Afghanistan in 2005, more than in the previous four years combined.

Abstract:
The year 2007 will be crucial for the future of democracy in Pakistan. If the election schedule announced by Parliamentary Affairs Minister Sher Afghan Niazi is followed, presidential elections will be held in the fall and the general and provincial elections will be held on January 30, 2008. All these elections will be carefully scrutinized by many in the United States and elsewhere, not least because they will include, among other political forces, a coalition of religious political parties, the Muttahida Majlis-e-Amal (MMA). Many commentators in the West believe that the Pakistani regime will portray the elections as a contest between Islamists represented by the MMA and the enlightened moderation of President Pervez Musharraf and the Pakistan Army. However, the reality is that the Islamic forces will not be a defining factor. They are a dependent variable whose power is largely determined by the army. The only real questions are whether the army's tactics for manipulating the 2007–2008 elections will differ from those used in 2002 and what role the Islamic parties will play in the process.

18. Pakistan: The Resurgence of Baluch Natonalism

Thirty years after a bloody conflict that official sources estimate caused more than five thousand deaths among the rebels and almost three thousand among the Pakistan Army, Baluchistan seems to be heading toward another armed insurrection. During the summer of 2004, there were numerous attacks against the army and the paramilitary forces as well as repeated sabotage of oil pipelines. Since the rape of a female doctor by a group of soldiers on January 2, 2005, in the hospital in Sui, the principal gas-producing center in Baluchistan, assaults have multiplied, culminating in a pitched battle between the Frontier Corps, a paramilitary unit, and the local Bugtis, one of the largest Baluch tribes. According to the Pakistani daily, The Nation, approximately 1,568 “terrorist” attacks occurred through April 3, 2005. These attacks have not been confined only to tribal areas but have targeted Pakistani armed forces and Chinese nationals working on major regional projects all over the province.

The widely noted decision to resume F-16 sales to Pakistan and, even more, the largely ignored commitment to assist India's growth in power represent a new U.S. strategy toward South Asia. By expanding relations with both states in a differentiated way matched to their geostrategic weights, the Bush administration seeks to assist Pakistan in becoming a successful state while it enables India to secure a troublefree ascent to great-power status. These objectives will be pursued through a large economic and military assistance package to Islamabad and through three separate dialogues with New Delhi that will review various challenging issues such as civil nuclear cooperation, space, defense coproduction, regional and global security, and bilateral trade. This innovative approach to India and Pakistan is welcome—and long overdue in a strategic sense—but it is not without risks to the United States, its various regional relationships, and different international regimes.

For now, Washington's support of General Pervez Musharraf's military regime is untempered by any insistence on the restoration of democracy. But military rule is likely to increase hostility between Pakistan and India and undercut efforts to root out Islamic extremists, who have been the armed forces' political allies in the past.
