Abstract:
Este artículo expone una investigación en la que se propuso calcular la percepción de gobernabilidad democrática, otorgándole una alta significa - tividad para evaluar los cambios de la democracia en México. La medición combina la satisfacción de los ciudadanos con el desempeño de las insti - tuciones, sus gobernantes y ellos mismos (los ciudadanos) como actores activos para mejorar la democracia mexicana. A tal efecto, se propuso que el entrevistado hiciera una evaluación de la situación socioeconómica de su entorno, a fin de comprender su percepción sobre la efectividad del gobierno en lograr éxitos económicos.

Abstract:
Crises are unexpected events that trigger and enable change in the policy regime. To analyze how the policy paradigm changes, this paper analyzes three different crises: Argentina in 2000-2003, Spain in 2008-2011, and Mexico in 1994-1996. The question of the article is: How does crisis trigger change in the policy regime? To answer, is shown that crisis destroy the preexisting government's coalitions, enable the formation of new coalitions that face the crisis that are also substituted after the crisis for a new coalition to institutionalize the new policy paradigm.

Abstract:
Nestor Kirchner, the ex Argentinean President, developed a unique and new way of relating with the press, totally divergent from the method that previous democratic governments used to have. Through the analysis of Kirchner´ speeches, this article will illustrate in which way the president aimed to weaken the media, removing them from their position as the “forth power” and “objective mediators” between the government and the citizens. Those transformations are due to the conditions in which he developed a specific type of leadership. Those changes, also, had consequences in the political representation and in the current characteristics of the democratic system in Argentina.

Abstract:
La preponderancia de la corriente realista en el ámbito de las relaciones internacionales relegó a un plano secundario la consideración de los factores domésticos en el análisis del comportamiento externo de un Estado. No obstante, a partir de la post-Guerra Fría, la preocupación por cuestiones internas ha ido en aumento. En el caso de Brasil, el advenimiento de la globalización y de la redemocratización en el plano regional hicieron que la política externa se tornase más permeable para la sociedad brasileña. Cabe entonces preguntarse: ¿quiénes son los principales agentes involucrados actualmente en la formulación y ejecución de la política exterior brasileña? ¿Qué factores políticos, sociales y económicos de la estructura doméstica influyen en el proceso de toma de decisiones?

El estudio de los procesos electorales nos ofrece una excelente oportunidad para reflexionar sobre los efectos políticos de la movilidad social. Se considera que ésta y la estabilidad política comparten una relación directamente proporcional: a mayor movilidad social, mayor estabilidad política; y, por consiguiente, una menor movilidad social genera el efecto contrario (Zapata, 2005: 43).

Abstract:
The electoral results of last European elections in 2004, have produced a preoccupation and have raised a debate, not only in the political sphere but also in the academic realm, around a topic that has been enormously influential in the development of political science; the disengaged attitudes that citizens have been increasingly showing towards the political process. Grouping the 25 countries of the European Union in one category, less than half (45 percent) of the Europeans having the right to vote took part in the election. Electoral turnout ranged from about 90 percent in Belgium and Luxembourg (where voting is legally mandatory), to about 20 percent in Slovakia and Poland. These low turnout levels have revealed a trend of what has been labelled as political disaffection. Additionally, they show the same pattern which has been discovered several times in the past (e.g. Klingemann, 1999): when it comes to political disaffection, Europe is divided in three parts. In Western and Northern Europe, citizens are rather engaged, but not to the same extent as 20 years ago. In Southern Europe, citizens are traditionally rather dissafected, and in the new democracies in Eastern Europe only a minority is engaged in political life.

Abstract:
Spain facing the European referendum: or democracy and its weaknesses: One common criticism to the European integration process has been the deficit of democratic legitimacy. Direct consultation through referendum has been proposed as a mechanism to bridge this gap, however, there is a debate about the potentialities and risks of direct democracy. The aim of this paper is to contribute to this debate by analysing the Spanish experience of ratifying the European constitution (February 2005).

El presente trabajo aborda el tipo de liderazgo de los tres partidos fuertes en el sistema de partidos en México: Partido Acción Nacional (PAN), Partido Revolucionario Institucional (PRI) y el Partido de la Revolución Democrática (PRD). El periodo de estudio se ubica después de las elecciones presidenciales del año 2006, en el cual el PAN logró mantenerse en el Poder Ejecutivo.

Abstract:
The claim for “memory” and “justice” regarding the crimes of the last military dictatorship took a central place in the agenda of Argentina's former president N. Kirchner (2003 - 2007). The purpose of this work is to analyze the tensions and complexities entailed in any process of construction of a collective memory within democracy: What is the role of the authority and the political decision? How can we find common tolerance principles to establish the limits of the political community? Finally, we wonder about the theoretical and practical possibility of justice, tolerance and pluralism in democracy and, particularly, about the main challenges faced by the Argentinean democracy in order to become a consolidated political community.

Through content analyses focused on the political news on front pages and on the introduction of the democratic values in newspaper editorials, this article outlines the political role of the Spanish press during the principal stage of the transition to democracy, an exceptional journalistic period. This piece of research could be likewise considered as a contribution, through a particular case, to the role of the press in political transitions.
