Abstract:
In the first decade of the 21st Century there has been increasing awareness of environmental issues and recognition that these are now global in scope. This has occurred for many reasons and is perhaps best epitomized in the global warming discussion. The dramatic rise of China and India, in particular, has reoriented the debate about the sustainability of the current trajectory of fossil fuel usage and environmental degradation. Put quite simply, if the economic growth of China, initially, and then India were to follow the historical trajectory of fossil fuel energy usage and resource consumption that Japan, Taiwan, and Korea followed, the environmental impacts would be nothing short of monumental.

Abstract:
Despite global leadership by Japanese firms in sectors such as automobiles, precision equipment, and various high tech components, Japanese firms in the ICT sector have followed a persistent pattern of leading without followers. While leading the domestic market to ever-high levels of sophistication, sometimes beyond that of most other advanced industrial countries, Japanese ICT companies have retreated dramatically from international markets. Moreover, in technology after technology, Japanese ICT firms invest heavily, undertake extensive R, and for network technologies, deploy infrastructure rapidly, only to find that global technological trajectories shift in a different direction. While globally successful Japanese industries were able to use their domestic market as a springboard into international markets, Japan's ICT sector became decoupled from global markets, trapping Japanese firms in the domestic market.

Abstract:
The Bayh-Dole Act of 1980 has been hailed by policy-makers and scholars as a critical policy innovation for ensuring the commercialization of inventions resulting from results of federally-funded research. This paper suggests that the current implementation of Bayh-Dole through university ownership of all researchers' inventions is not an optimal system in terms of economic efficiency and social interests regarding the rapid commercialization of technology. The current regime, within which the university owns researcher inventions, is plagued by ineffective incentives, information asymmetries, and contradictory goals for the university, the inventors, potential licensees, and university technology licensing offices (TLOs). These structural uncertainties lead to licensing delays, misaligned incentives among parties, and delays in the flow of scientific information and the materials necessary for scientific progress. For the very best TLOs these difficulties can be overcome, but for the average TLO this misalignment of incentives creates suboptimal outcomes in terms of technology transfer. The institutional arrangements within which TLOs are embedded are so perverse that it has encouraged a number of them to become income maximizers and operate in a manner similar to what pejoratively have been termed patent “trolls.”

Abstract:
The challenge for the advanced countries is to stay wealthy in a rapidly evolving and ever more competitive global economy. As a new digital era emerges and the mechanisms of value creation – i.e. the engines of productivity and growth – change in volatile marketplaces, wealthy nations have to find new ways to adapt. Particularly in Europe, successful adjustment has often been posed as a choice between social protection and market flexibility. In this paper, we recast this all too common framing and emphasize instead that competitive advantage for the advanced countries may be built through appropriate social policy. Upon clarifying the character of competition in the emerging digital era, we argue that the long-standing strong social protection systems particularly in many European countries could be leveraged to these countries' unique advantage in the emerging digital era. With such benefits as promoting social peace and assisting people in meeting new labour market demands, social protection systems have an important role to play in helping societies reorganize existing economic structures in support of successful adaptation to new competitive conditions.

Abstract:
The policy objective for governments is classic and enduring: sustain the growth of employment and productivity to assure expanding real incomes of the citizens. Success requires that “under free and fair market conditions, the community (firms and populace) can produce goods and services that meet the test of international markets while simultaneously expanding the real income of its citizens.” Yet, the logic of competition and value creation in global markets has evolved. Consequently, old strategies of simply supporting the competitiveness of particular national flag firms or chasing smokestacks are clearly obsolete, but merely investing in R or education is not sufficient, and doing nothing is a formula for decline. Regions have to conceive new strategies to find distinctive advantages to support employment and productive activity. Those strategies will need to target competencies, not particular firms or specific sectors. Our argument begins by considering the basic shifts in global markets that are altering the logic of value creation for firms; it then considers how these market shifts alter the policy choices for places and makes competency domains a necessary foundation of policy analysis.

Abstract:
The spread of Two puzzles immediately present themselves when one examines the spread of "Voice over IP" (VoIP, or IP telephony), a technology that sends voice signals as data, which can travel across the Internet.The first is that, despite the technology's widely hailed potential to undermine the core businesses of incumbent telephone operators by circumventing their traditional telephone networks, incumbent operators do not seem to be in imminent danger. When VoIP made headlines in the late 1990s and early 2000s as a dramatically cheaper alternative to conventional telephones, many predicted that new VoIP service providers would seriously threaten, if not cause the sudden demise of, incumbents. Yet, instead of telephone-replacement VoIP services, it was Skype, the online-based service more reliant on one party calling from a computer, which grew rapidly to take center stage. Why did VoIP as a substitute for conventional telephony, despite being hailed as a potentially "disruptive" technology, not have a catastrophic and relatively immediate disruptive effect on incumbent carriers' business models?

The focus of and foundation for policy analysis must be the domains of competency that underpin diverse activities of firms and are central to competitive advantage in sectors. Finally, we argue that there are no magic strategy bullets, but rather an array of options and choices. Successful strategies will emerge by building on the past while imagining the future.
