11. Supporting the High-Technology Entrepreneur: Support Network Geographies for Semiconductor, Telecommunications Equipment, and Biotechnology Start-Ups

Abstract:
Using a unique database derived from U.S. initial public stock offering prospecti, the authors examine the location of four actors (the firm's lawyers, the venture capitalists on the board of directors, the other members of the board of directors, and the lead investment banker) of the entrepreneurial support network for start-up firms in three high-technology industries: semiconductors, telecommunications equipment, and biotechnology. We demonstrate that the economic geography of the biotechnology support network differs significantly from the networks in semiconductors and telecommunications equipment. Our results suggest that generalization about the economic geography of high-technology industries drawn from a single industry study can be misleading. We find that biotechnology has a far more dispersed network structure than the two electronics-related industries. We suggest that the case of biotechnology suggests that if the source of seeds for new firms is highly dispersed, then an industry may not experience the path dependent clustering suggested by geographers and economists. Also, we argue that contrary to common belief biotechnology and its support network does not exhibit as great clustering as does either semiconductors or telecommunications equipment. Suggesting that for economic development planners, it may be easy to encourage biotechnology start-ups, but the synergies from the industry may not be as powerful as in other high-technology fields.

Abstract:
During the growth phase of every venture capita (VC) business cycle, it seems as though both local and national governments in various countries initiate policies aimed at establishing VC industries as part of a high-technology economic development strategy. It is remarkable how each time there seems to be a proliferation of ill-advised policies that are usually reminiscent of the ones tried during the previous phase. Not surprisingly, in a distressingly large number of cases, the “new” policies to foster VC meet with minimal success or fail outright. While the causes of failure are undoubtedly multiple, there is ample room for believing that often the policies were based on a simplistic or incomplete understanding of the roots and dynamics that have led to the development of self-sustaining national VC industries. This paper uses historically informed case studies of Israel and the U.S. to develop an appreciative model of how the VC industries in these two nations came into being. Our model and understanding of this process is deliberately evolutionary and systemic. We believe that this perspective is the only one capable of providing both scholars and policy-makers with a grounded understanding of the emergence and development of the VC industries in these two nations.

Abstract:
The purpose of this paper is to consider whether there is a political economy of a digital era. Our concern is how the digital revolution influences the role of the State in society and the economy and the politics that surround it? In the spring of 2000 in the midst of the stock boom we would have as ked: “Is the extraordinary expansion of computing intelligence, the pervasive spread of digital networks, and the recent arrival of the commercial Internet, the edge of an historical revolution, a transformation?” Data networks had existed for decades and Business to Business commerce (B2B) had been conducted over these networks for years. But the sudden interconnection of disparate networks into a single “cyber world”, and broad consumer participation in those networks through vehicles such as AOL seemed to augur a new era. The pace at which individuals, not just firms, were being connected to the Internet in the United States was explosive. Businesses were reorganizing and extending intern al activities to capture the possibilities of the network of networks. Together the Internet's rapid build out encouraged the fantasy that the new information network technologies could, in themselves, transform the terms of competition and restructure a broad range of the economy. By the summer of 2003, the conventional question had become different: “Was this the revolution that never happened, the dreams evaporating with stock values, first during the dot com collapse and then in the telecoms debacle?” Did the digital revolution have more in common with tulip speculation, a pure ephemera, than the railroad expansion and transportation revolution that created and destroyed individual fortunes. Of course, the industrial revolution di d not end with the first textile company failures, nor does the digital revolution end with the dot com collapse.

Increasingly, many also accept that the primary units of competition based on high quality, innovative products are not nations, but firms within regions, some of which occasionally bridge national boundaries. This has resulted in a significant increase in interest in the nature and functioning of such regional economies, variously known as clusters or industrial districts.

Abstract:
Economics has treated technological standards creation as an outcome of network externalities and decisions on the demand side. They pay little attention to the supply side, where firms make strategi choices on which standard to support. These choices can ignite a contest between adherents to the different proposed standards. This case study examines the contest btween the Ethernet and Token Ring standards for local area networking. We find that the critical difference in explaining the success of Ethernet vibrancy was the nature and strategy of the standard's sponsors in assisting the growth of a community of firms supporting the standard.

Abstract:
Will the next great wave of globalization come in services? Increasingly, components of back-office services, such as payroll and order fulfillment, and some front-office services, such as customer care are being relocated from the U.S. and other developed countries to English-speaking, developing nations especially India, but also other nations such as the Phillipines. Though moving service activities offshore is not entirely new, the pace has of late quickened. The acceleration of this offshoring is intertwined, though not synonymous, with another phenomenon, namely an increasing willingness by firms to outsource what formerly were considered core activities. The importance of the fact that a substantial number of service activities might move offshore is that it was service jobs that were thought to be the future growth area for developed country economies as manufacturing relocated to lower labor cost regions offshore. This is especially important, because these services commonly known as "business processes" (BPs) are among the fastest growing job categories in the US (Goodman and Steadman 2002). Should these jobs begin to move offshore, a new tendency may be underway in the global economy that will be as important or more important than the relocation of manufacturing offshore, and might necessitate a rethinking of government policies across a wide spectrum.

Abstract:
Driven by two fundamental processes, rapid technological change as well as social innovation and reorganization, a new digital economy, the E-conomy, is emerging. Rather than merely adding an Internet sector to the economy, the E-conomy has brought about tools for thought, tools that transform every sector of the economy by amplifying brainpower the way steam engines amplified muscle power during the Industrial Revolution. For analytic purposes, the rise of the E-conomy can be told as a story composed of 1) networks and tools, 2) e-business and e-society, 3) the productivity dilemma resolved, and 4) governance and politics. In the short run, the transformative processes unleashed by the E-conomy are likely to lead to new bargains among existing coalitions and interest groups. In the long run, the changes underway promise to fundamentally alter the political sociology of vast communities, give rise to new interests and coalitions, and transform the institutional foundation of social, economic and political life.

There are eras when advancing technology and changing business organizations transform economies and societies. Such episodes do not just amplify productivity in one leading sector. Instead, they give all economic sectors powerful new "tools." Today we are living through such a transformation in our economic landscape, a transformation that warrants a new name: the "E-conomy." Information technologies, data communication and data processing technologies, are tools to manipulate, organize, transmit, and store information in digital form. They are tools for thought that amplify brainpower in the way the technologies of the Industrial Revolution amplified muscle power.

Abstract:
This paper analyses changes in the trade patterns of Central/Eastern Europe and the former Soviet Union (FSU), and the potential role in the global/European division of labor of these transforming economies. In the reform period (1989–1995) trade pattern of Central and Eastern Europe has experienced significant changes. The most pronounced trend was the strong expansion of trade with the OECD countries, in particular with the European Union, whereas CMEA intraregional trade literally collapsed. This massive geographical reorientation of trade has determined also significant changes in the commodity composition of trade of CEE in the same period.

Abstract:
The last decade has witnessed a momentous transformation in the political economy of East and Southeast Asia. From the 1950s until the early 1980s transnational production played a limited role in the strategies of Northeast Asian governments and firms. Ubiquitous policies of protection and promotion aimed to increase domestic investment, production and exports. Governments discouraged outward investment through financial controls, particularly over foreign currencies; they limited inward foreign investment to narrowly confined niches, and then often subjected it to onerous restrictions to prevent foreigners from gaining a major foothold in the national economy. The few exceptions involved areas in which domestic production was inadequate: investments in Southeast Asian raw materials and energy; investments by Japanese and Western firms in Korea and Taiwan for some labor-intensive products to be sold in local or third-country markets (but rarely in Japan); and a handful of high-tech investments by Western firms such as IBM which enjoyed such strong patent positions that they could not be forced to license their technology. Since the mid-1980s the combination of rapid currency appreciation, rising costs of labor, land and pollution control in Northeast Asia, and liberalizing economic reforms in Southeast Asia led to a huge surge of direct foreign investment, mainly for the production of labor-intensive manufactured goods. The focal point of Northeast Asian economies shifted from export-led growth based on protected domestic markets to management of regional production networks spread throughout Asia.
