Abstract:
The United States needs to transform the way it produces and uses energy. This will require the improvement of current technologies and the development of new ones. To achieve the maximum payoff for public investments in energy technology innovation, the United States will need to improve and better align the management and structure of existing and new energy innovation institutions, and better connect R to demonstration and deployment. In what follows, we highlight three general and important recommendations for thinking about different initiatives, and we discuss the merits and challenges of current and new institutions, and the remaining gaps in the U.S. energy innovation system.

22. The Development of a Gulf Carbon Platform: Mapping out the Gulf Cooperation Council Carbon Exchange

Abstract:
The countries of the Gulf Cooperation Council (GCC) have some of the highest greenhouse gas emissions rates per capita in the world. This paper argues that in spite of the extremely high greenhouse gas (GHG) emissions rates, GCC members will benefit economically, environmentally and geopolitically by constructing a harmonized pan-GCC carbon trading platform that will allow them to make cost-efficient decisions about greenhouse gas abatement. A thorough analysis is undertaken to determine which GHG abatement mechanism would be the best suited for the GCC, with maximum cost and environmental benefits. Based on the unique characteristics of the GCC members, a pan-GCC cap-and-trade framework is suggested. Optimally, policy makers would institute it in a phased, voluntary introduction, to be gradually replaced by a mandatory scheme. If the GCC countries implement such a system, they would be able to rationalize their energy usage for domestic power production, and conserve their oil and gas production for future generations.

Abstract:
The impacts of human-induced climate change are often considered a future prospect, yet in the Middle East and North Africa (MENA), indications of a changing climate are clearly evident. Most of the predicted outcomes associated with international climate models are already occurring in the region, compounding existing problems of water scarcity, water pollution, desertification, salinization, and sea-level rise. Since most of the MENA region is arid and hyperarid, small changes in water availability and arable land have significant consequences for human security. Thus, “if mitigation is about energy, adaptation is about water” (Clausen and Berg 2010). Particularly through effects on the variability and quality of scarce and degraded water resources, human-induced climate change exacerbates already existing problems affecting urban and rural development, human health, and economic productivity in MENA.

Abstract:
Over the past decade, the six BRIMCS countries— Brazil, Russia, India, Mexico, China, and South Africa—have become important global players in political and economic domains. In 2007, they were collectively responsible for a third of the world's energy consumption, driven by China's growing energy use. Despite their increasing significance in the world's energy sector, very little systematic analysis of their energy investments, innovation institutions, and energy innovation policies has taken place. The International Energy Agency (IEA) is one of the few agencies that have been collecting data on ERD investments, but none of the BRIMCS countries are members.

Abstract:
The failure of the Copenhagen conference to adopt a new legal agreement on climate change is blamed by some on poor chairing or other transitory factors. But the problems with the UN climate-change negotiations are more fundamental and are unlikely to go away anytime soon. Rather than putting all of our eggs in the UN Framework Convention on Climate Change (UNFCCC) basket or listening to the siren song of a new legal agreement, states should seek to address climate change in additional forums and through additional means.

Abstract:
Although it seems inconceivable, the United Arab Emirates (UAE) is facing an enormous energy shortage. Much of the world views the UAE – and the rest of the Gulf countries by extension – as an inexhaustible reserve of hydrocarbons. However, as with many of the other Gulf countries, the UAE confronts a potentially far reaching energy crisis. Despite increased energy production and imported Qatari gas through the Dolphin natural gas pipeline, UAE domestic gas demand substantially exceeds available supply. This disparity created a shortfall met by an increasing use of fuel oil, natural gas liquids, and in certain circumstances, coal. But it is natural gas that continues to be the UAE's most important domestic energy source.

27. Options for Reforming the Clean Development Mechanism

Abstract:
The Clean Development Mechanism (CDM)-established by the Kyoto Protocol of the U.N. Framework Convention on Climate Change-is an emissions offset program that allows industrialized countries to receive credits for funding emissions reduction projects in developing countries. The program is intended to provide a cost-effective way for industrialized countries to reduce greenhouse gas emissions, while at the same time supporting sustainable development in developing countries. However, the CDM has been criticized for its lengthy and expensive project approval procedures, its exclusion of many categories of potentially important mitigation activities, and its methodologies for calculating whether projects actually reduce greenhouse gas emissions. In response to these problems, this Issue Brief presents a variety of options for reforming the CDM.

Abstract:
An effective policy approach to climate change would be a global emission trading system. Opinions differ, however, as to what approach should be pursued when fostering a global emissions trading system. Many argue in favor of linking various national and regional emission trading systems as a possible way forward. However, an alternative method, which involves developing a new system from the ground up, could prove more advantageous. Under an Upstream Global Emission Trading System (UGETS), all nations would use an upstream emissions trading system that would result in far fewer monitoring points than a downstream system. A nation would only need to keep track of domestic shipments and imports of fossil fuels.

Abstract:
I provide a novel dynamic model with private provision of public bads and investments in technologies. The analysis is tractable and the MPE unique. By adding incomplete contracts, I derive implications of and for international climate treaties. While the non-cooperative equilibrium is bad, short-term agreements are worse due to hold-up problems. A long-term agreement should be more ambitious if it is relatively short-lasting and the technological externality large. The length itself should increase in this externality. With renegotiation, the outcome is first best. The technological externalities are related to trade agreements, making them strategic substitutes to climate treaties.

30. On China's Commercial Reprocessing Policy

Abstract:
China is currently operating eleven nuclear power reactors with installed capacity of 9 GWe, and it plans to increase its total nuclear capacity to 40 GWe by 2020. China is seeking to reprocess the civilian spent fuel, and to recycle the plutonium in MOX fuel for its light water reactors (LWRs) and fast breeder reactors (FBRs). A pilot reprocessing plant with a capacity of 50-100 THM/a is ready to operate now. A larger commercial reprocessing plant and a MOX fabrication plant are expected to be in commission around the year 2020. Also, the China Experimental Fast Reactor (CEFR), capable of producing 25 MWe of power, will be operating soon. Furthermore, larger commercial FBRs are planned to be commissioned around 2030-2035. This paper will first discuss the status of China's nuclear power reactors, breeders, and civilian reprocessing programs. In addition, this paper will examine whether the breeders and civilian reprocessing programs make sense for China, taking into account costs, proliferation risks, energy security tradeoffs, health and environmental risks, and spent fuel management issues.
