Abstract:
This year’s Counterterrorism Yearbook draws upon 19 contributing authors, each a renowned thought leader in their field, to promote practical counterterrorism solutions by reviewing a global range of terrorism developments and counterterrorism responses. ASIO’s Director General, Mike Burgess commends the publication for its ‘valuable contribution to the public discourse on counterterrorism’. While maintaining its geographic focus, the Yearbook now includes thematic chapters on mental health, strategic policing, the media, the terror–crime nexus and terrorist innovation. These new thematic chapters have been included to encourage governments to consider more proactive CT agendas that move beyond the current focus on disrupting plots and discouraging people from joining and supporting terrorist groups. The focus here has been on promoting new thinking on how to deal with emergent areas of concern, such as comorbidity of mental health, use of gaming platforms, and artificial intelligence.

12. Australia's implementation of women, peace and security: Promoting regional security

Abstract:
Australia’s implementation of women, peace and security examines the benefits of Australia strengthening its implementation of the women, peace and security agenda to bolster its regional stability and national security efforts. Since its formal establishment by the UN Security Council in October 2000, the women, peace and security agenda has become the central framework through which to advocate for women’s participation across all peace and security decision-making processes, to promote the rights of women and girls in conflict and crisis settings, and for the integration of gender perspectives into conflict prevention, resolution and post-conflict rebuilding efforts and throughout disaster and crisis responses. The agenda, when implemented holistically, can also complement states’ national security efforts and strategies aimed at promoting regional stability. The report highlights that while Australia has a positive story to tell particularly about its mainstreaming of the agenda across the Australian Defence Force, within international operations of the Australian Federal Police (AFP) and in its aid program. There are, however, significant inconsistencies and resourcing gaps in how Australia approaches the implementation of its commitments on the women, peace and security agenda.

13. Ocean horizons: Strengthening maritime security in Indo-Pacific island states

Abstract:
The report examines how Pacific island countries (PICs) and Indian Ocean island states (IO island states) are managing and prioritising their maritime security challenges. These islands, which we call the ‘Indo-Pacific island states’, face an intricate offshore tapestry. In particular, this report suggests that most of the maritime threats and risks facing the Indo-Pacific island states are increasing. That’s in part because of the general lack of effective maritime security identified in this report. The report describes the current geopolitical environment of the Indo-Pacific island states and how we should understand maritime security in the context of island states. It examines the core maritime security concerns of the PICs and IO island states and considers points of commonality and divergence in island state perspectives on maritime security and major-power competition. The report provides key recommendations for Indo-Pacific island states and for countries, such as Australia and its partners, that wish to more effectively engage with the island states on maritime security.

14. Accelerating autonomy: Autonomous systems and the Tiger helicopter replacement

Abstract:
The benefits of autonomous systems on the modern battlefield have been widely recognised, yet Defence has only slowly adopted them. It continues to invest heavily in manned platforms that are increasingly expensive but still expose their crews to constantly proliferating threats. This means that Defence is acquiring small numbers of exquisite manned platforms that could be too valuable and too few to risk losing. Defence has started to explore using autonomous systems on the battlefield, but it’s now time to accelerate their development and adoption by the ADF. A new APSI Special Report, ‘Accelerating autonomy: autonomous systems and the Tiger helicopter replacement’ recommends how Defence can jump start the transition to greater use of autonomous systems. Report author Dr Marcus Hellyer said that ‘Defence has slowly been developing trust in unmanned systems. It’s laid a foundation, now it’s time to do a lot more.’ The report argues that Defence needs to identify areas of capability where autonomous systems can deliver disruptive innovation. Investing in those systems can deliver more capability at less cost than traditional manned systems.

15. The Bushmaster: From concept to combat

Abstract:
This account of the Bushmaster protected mobility vehicle by Brendan Nicholson is the classic story of the ugly duckling—an ‘armoured Winnebago’—transformed swan-like into the vital lifesaver for Australian and Dutch troops on combat operations in Afghanistan. It was never designed to play that role. Based on South African and Rhodesian experiments with landmine-blast-deflecting V-shaped hulls, the Bushmaster was first conceived as a lightly armoured truck. In 1980s ‘Defence of Australia’ planning, the Bushmaster would move troops around the vastness of northern Australia pursuing ‘thugs in thongs’ bent on harassing locals. As with earlier ASPI case studies on defence projects, The Bushmaster: From concept to combat is designed to help those in Defence, industry and parliament and other interested observers to better understand the complexities of the business, all with the aim of improving how Australia equips its defence force.

16. Augmenting maritime domain awareness in southeast Asia: Boosting national capabilities in the Philippines, Thailand and Indonesia

Promoting maritime domain awareness (MDA) has become an increasingly high priority area for many Southeast Asian states. The rising salience of a regional maritime ‘disorder’ that’s increasingly being shaped by the influence of so-called ‘grey area’ phenomena, combined with a growing awareness that these non-state challenges can be dealt with only through a whole-of-government approach, has prompted several regional countries to create multiagency operational fusion centres (FCs) to mitigate these dangers. Foremost among those initiatives have been the Philippine National Coast Watch Center (NCWC, established in 2012), the Thai Maritime Enforcement Command Centre (MECC, set up in 2019) and the Indonesian Sea Security Coordination Centre (Baden Keamanan Laut Prebublik Indonesia, BAKAMLA, formed in 2014). While the specific drivers for the creation of these organisations has differed according to the conditional contexts of the three countries concerned, they have all faced a similar set of challenges that has stymied progress in providing a truly coordinated approach to maritime security (MARSEC) threats.

17. Exploring the military and security links of China’s universities.

What’s the problem? The Chinese Communist Party (CCP) is building links between China’s civilian universities, military and security agencies. Those efforts, carried out under a policy of leveraging the civilian sector to maximise military power (known as ‘military–civil fusion’), have accelerated in the past decade. Research for the China Defence Universities Tracker has determined that greater numbers of Chinese universities are engaged in defence research, training defence scientists, collaborating with the military and cooperating with defence industry conglomerates and are involved in classified research.1 At least 15 civilian universities have been implicated in cyberattacks, illegal exports or espionage. China’s defence industry conglomerates are supervising agencies of nine universities and have sent thousands of their employees to train abroad. This raises questions for governments, universities and companies that collaborate with partners in the People’s Republic of China (PRC). There’s a growing risk that collaboration with PRC universities can be leveraged by the People’s Liberation Army (PLA) or security agencies for surveillance, human rights abuses or military purposes. Universities and governments remain unable to effectively manage risks that come with growing collaboration with PRC entities. There’s little accessible information on the military and security links of PRC universities. This knowledge gap limits the effectiveness of risk-management efforts. What’s the solution? Efforts to manage the risks of engaging with PRC universities should involve close collaboration between governments and universities. Both share a concern for protecting national interests, ensuring the integrity of research, preventing engagement from being exploited by rival militaries or for human rights abuses, and increasing the transparency of research collaboration. The Australian Government should establish a national research integrity office and refine and enforce foreign interference and export controls legislation. It should use the China Defence Universities Tracker to improve the screening of visa applicants and inform decisions to award research funding. Universities should be proactive in their efforts to concretely improve how research collaboration is managed. The China Defence Universities Tracker is a tool to help universities and researchers understand institutions in China and avoid harmful collaborations. Universities can use the recently published Guidelines to counter foreign interference in the Australian university sector to help review their management of collaboration.2 They should introduce clauses into agreements with PRC entities to terminate those agreements in the case of specific ethical concerns or indications of research going towards a military end use. Universities could demonstrate their commitment to these initiatives by establishing independent research integrity offices that promote transparency and evaluate compliance with ethics, values and security interests, serving as administratively distinct bodies that avoid influence from internal university politics.

As with earlier ASPI case studies on defence projects, Sticking to our guns is designed to help those in Defence, industry and parliament and other interested observers to better understand the complexities of the business, all with the aim of improving how Australia equips the ADF. Chris Masters is one of Australia’s best-known and most influential investigative journalists. He holds the record as the longest serving reporter on the country’s longest running current affairs program, Four Corners. Over 25 years he made a series of nation-shaping reports, among them ‘The Moonlight State’, which helped trigger Queensland’s Fitzgerald inquiry into police corruption. Chris has received multiple awards for his work, including the premier Gold Walkley for his international exposé of the sinking of the Greenpeace boat Rainbow Warrior. He is the author of five best-selling books, including Uncommon soldier: the story of the making of today’s diggers (2013) and No front line: Australian special forces at war in Afghanistan (2017).
