11. Turkish-Iranian Rapprochement and the Future of European and Asian Energy

Abstract:
The recent events in Ukraine have revived the question of European dependence on Russian natural gas. The security of Europe's natural gas supply has been a consistently important issue in Russian-European Union (EU) relations. Russia provided 34 percent of EU gas in 2012, and Russian policies can have a direct impact on EU supplies. After the West-Russian confrontation over Ukraine, a lot has been said about the 'US shale gas revolution' and the possibilities of the United States becoming an energy exporter for future European energy needs. Although US energy independence seems to promise new perspectives for future European energy security, as well as for the balance of power in the Middle East, this is not for this decade. We cannot expect that the European Union would be able to cut off all of its energy relations with Russia, but we can foresee–or at least agree–that the European Union should diversify its natural gas supplies.

Since the seizure of US hostages in Iran following the 1979 revolution, the US government has imposed a succession of economic penalties against the Islamic Republic. The complexity and severity of these sanctions intensified following Iran's resumption of a uranium enrichment program in 2006. However, there are a variety of ways to provide extensive sanctions relief should there be a deal placing long-term restrictions on Iran's nuclear activities.

The accession of Central Europe's countries to the European Union (EU) has contributed to the end of division that wrought confrontations and conflicts. Yet this task is far from finished. Europe's economic woes, as well as new security challenges along the Union's eastern border add to the urgency of completing and consolidating the European integration project as part of our transatlantic vision of a Europe whole, free, and at peace.

Abstract:
India and Pakistan, born out of a single British-ruled entity in 1947, have continued an implacable rivalry marked by periodic wars and hostilities as well as through proxies. This unending conflict has led them to invest heavily in their militaries and even to choose nuclear weaponry as a deterrence on the part of Pakistan toward India and on India's part toward both Pakistan and China. Although there have been occasional moves toward confidence building measures and most recently toward more open borders for trade, deep mistrust and suspicion mark this sibling rivalry. Their mutual fears have fuelled an arms race, even though increasingly civil society actors now appear to favor rapprochement and some sort of an entente. The question is whether these new trends will help diminish the military spending on both sides.

With new crises sprouting almost on a daily basis in the Middle East, there is increasing interest in knowing the possible medium- and long-term consequences of the cascading developments in the region. This report attempts to think about the alternative futures possible in the Middle East over the next five to ten years. This is a shorter-term forecast than usual, but in the Middle East more deep-seated and structural factors are in flux than in most other regions. A longer-term forecast would allow for more optimism, but would be less useful for decision-makers who not only need a bird's eye view of where developments are headed but also a notion of the pressure points to effect positive change now.

Africa is home to seven of the world's ten fastest-growing economies. By 2050, the continent's population is expected to overtake India's and China's, doubling to two billion people. With the rise of the Islamic State of Iraq and al-Sham (ISIS) and the explosion of violent conflicts from Tripoli to Gaza, the Middle East is looking more unstable and unpredictable than ever. While the focus in Washington is centered on jihadist extremists in Iraq and Syria at present, the threat from al-Qaeda in the Arabian Peninsula (AQAP) against the United States continues. Top al-Qaeda leadership in Yemen is hailing the territorial gains of ISIS in Iraq, and some al-Qaeda operatives are imitating ISIS' techniques such as public slaughters of those deemed infidels, prompting fears of cooperation between two of the most active Islamist militant networks. Recent aggression by the Houthi movement, a Zaydi Shia rebel militia, against state institutions and tribal opponents has opened a new front of instability and security vacuum that AQAP is all too ready to exploit. Inattention to the interconnected nature of tribal conflict, terrorist activity, poor governance, economic grievances and citizen discontent is proving to be a dangerous combination for both Yemen and the United States. The Yemeni context may seem far from the current focus on Baghdad and Damascus, but getting the US strategy right in Yemen will have consequences for regional stability and core US interests throughout the Arabian Peninsula and beyond.
