Abstract:
One in three US households—nearly 100 million people—struggle with housing costs that jeopardize their financial security. The problem is acute for virtually all low-income families and for the 1 in 4 renters who spend 50% or more of their income on housing—and its effects ripple throughout our communities and economy. In 2019, Aspen EPIC recognized rising housing costs and instability as critical threats to the financial security of American families and created a comprehensive research primer on the topic. Drawing on extensive review of the research literature, engagement with more than 100 experts, and analysis of federal survey data, we have prepared a research brief and primer, “Strong Foundations: Financial security starts with affordable, stable housing.”

Misuse of personal information, manipulation of platforms to influence elections, and failure to extend broadband to underserved areas are a few of the problems facing governments at all levels. Increasingly, policymakers are taking up the challenge of shaping legal solutions to these problems, only to find they lack both the tools and technical expertise to regulate wisely, meaningfully and efficiently. Given the current technological environment, what goals are appropriate to assure that emerging technologies are used to benefit the populace and do not harm society? Participants of the 34th Aspen Institute Conference on Communications Policy, which took place in Aspen, Colorado in August 2019, examined regulatory frameworks that can provide a successful model for future problems as they inevitably appear. The report of the Conference explores approaches to impede harms from digital and network technologies that address user protection, promote consumer choice and competition, and foster access to essential services.

For all of the gains that artificial intelligent (AI) systems allow, society is only now beginning to orient itself to the tremendous ethical and political issues emerging as a result of AI’s prevalence in our society. For example, recent critiques of facial recognition software bring to light issues of algorithmic bias, data irregularities, human rights violations, and government surveillance. In response, various principles and values-based governance models are furiously being developed to direct the future of AI design. The report of the 2020 Aspen Institute Roundtable on Artificial Intelligence explored the intersection of human intimacy and artificial intelligence, investigating how different human-machine relationships may affect the development of human behavior and emotions.

The coronavirus pandemic has upended the school year for 50 million American students, and revealed the best and worst of public education: the best in terms of the heroic response by so many educators, support staff, students, and parents; the worst in terms of the intense light shone upon inequities that plague our system. As policymakers and education leaders plan to re-open buildings for school year 2020-21, they face important questions about how to capitalize on our strengths and finally deal with our weaknesses. We must be clear-eyed that inequity outside of school — like food insecurity, the digital divide, and the uneven experience of stress and trauma — is replicated and exacerbated by pervasive inequity inside of school. Going back to the status quo ante would leave many students and communities without what they need educationally. Therefore, the nation’s response to the pandemic must re-open schools and renew the promise of public education as an engine of opportunity. The Forum on Global Energy, Economy & Security is an annual conversation to discuss global energy markets, crude oil, petroleum products and natural gas supply and demand, midstream, shale development, geopolitics, energy security, and environmental topics. The forum features Aspen’s time-honored moderated roundtable discussion format which, while each session is introduced by brief presentations, stresses dialogue between participants rather than conference-style speaker presentations with question and answer only. The forum is enhanced by an informal atmosphere and a not-for-attribution rule that encourages new thinking, dissenting opinions, and frank discussion.
