He argues that the EU's non-state character is no insurmountable obstacle to democratization. The “democratic deficit” of the European Union is rooted in the institutional design of its multilevel system and is further influenced by limited and uninformed citizen participation in EU politics.
Yongshun Cai discusses why both powerful and weak interest groups in China have been able to pursue their interests successfully. He finds that both groups have access to sources of power and that their success depends partly on the state's policy priorities. By assisting weak groups to pursue their interests, the state enhances its legitimacy and resilience.
Having elsewhere assessed the structural forces that shaped America's rise to global power, Joseph Nye now turns to the personal elements. What role, he asks, did individuals, in particular presidents, play in the twentieth-century emergence of the United States as the arbiter of world affairs? Nye finds wanting the existing literature on presidential leadership as overemphasizing "transformational" presidents and blurring the line between presidential ethics and presidential efficacy.
In 1971, Senator Walter Mondale introduced an ambitious Comprehensive Child Development Act that passed both houses of Congress. It was promptly vetoed by President Richard Nixon, who denounced it as an endorsement of "communal approaches to child rearing" (p. 82). THE RECENT LITERATURE ON CIVIL WARS IS WIDE and deep; a number of major studies compel us to rethink what we know about this important subject. One of the areas that has eluded concerted scholarly attention has been the question of how national armies can be developed that satisfy the imperatives of post-civil war reconciliation and democratic consolidation. This issue is at the center of this article.
Stephen Noakes discusses the relationship between political scientists and the state in China. He argues that political scientists do more to strengthen the rule of the Chinese Communist Party than they do to undermine it, and are therefore complicit in preserving the authoritarian status quo.
Sophia J. Wallace examines the factors that influence the introduction of SB 1070–type bills in state legislatures. She finds that Republican control of state legislatures and a rising unemployment rate greatly increase the likelihood of introducing this type of restrictive immigration bill. She asserts that Latino population changes and the percentage of Latino state legislators do not have an impact.
Ramazan Kilinç argues that at critical junctures, structural factors weaken and actors are enabled to gain strength for future political trajectories. He applies this argument to democratic consolidation in Turkey. He finds that the 1997 military intervention unintentionally led to the eventual outcome of democratic consolidation. In the absence of this catalyst, it might have taken several more years for structural factors to generate democratization.
Robert Jervis reviews Robert Gates's recently published memoir, Duty: Memoirs of a Secretary at War. The reviewer argues that the memoir is very revealing, but inadvertently so insofar as it shows for example Gates's failure to focus on the key issues involved in the decisions to send more troops to Afghanistan and his inability to bridge the gap between the perspectives of the generals and of the White House.
