The formal award of official EU candidate country status to Georgia in December 2023, the ArmeniaGeorgia agreement of January 2024, and the warm Turkish-GeorgianAzerbaijani meeting in March 2024 confirm and even reinforce the singular position of Georgia in the South Caucasus. This essay examines the origins and current aspects of the place and role occupied by Tbilisi in the region, and how this has come to be seen as an advantage by the most relevant external players. Georgia is the ‘open-door country’ of the Silk Road region.

2. The Genius Legacy of Ibn Sina and Biruni: The Contemporary Fruits of a Two-Man Renaissance

Abstract:
Two of the most outstanding thinkers to have lived between ancient Greece and the European Renaissance are Ibn Sina (Avicenna) and Biruni. Both were born in the tenth century within the borders of what is now Uzbekistan and spent the entirety of their lives there and surrounding areas (today’s Turkmenistan, Afghanistan, Iran, and Pakistan). Neither ever set foot in Greece, Rome, or even Baghdad. Neither Ibn Sina nor Biruni were Arabs; both were Central Asians of Persianate stock. This meant that their native languages were part of the diverse group of languages that dominated Central Asia, Afghanistan, and what is now Iran. Both became known by their Arabic names because they wrote mainly in Arabic, the language of learning in the Muslim world, just as Latin was in the West. Lastly, both were larger-than-life figures who embodied the highest achievements of a moment when Central Asia and the Middle East were the global epicenter of intellectual achievement—what some have called the Muslim Renaissance.

3. Time to Dream? Toward a ‘Shared Future’ Perspective for the South Caucasus

The South Caucasus—a region at the intersection of Europe and Asia and a constituent part of what the editors of Baku Dialogues call the Silk Road region—is rich in history and cultural diversity, yet marked by complex geopolitical challenges. Comprising Armenia, Azerbaijan, and Georgia, this region is not only a mosaic of cultures and languages but also a nexus of strategic interests for global powers. The intricate landscape of the South Caucasus is defined by its history of territorial disputes, ethnic tensions, and the influence of neighboring powers, notably Russia, Türkiye, and Iran. These factors and the region’s significant energy resources have made it a focal point of international diplomacy and regional power struggles. The present-day dynamics in the South Caucasus are shaped by the legacies of the Soviet era and more recent territorial disputes, notably the conflict between Armenia and Azerbaijan over the former Nagorno-Karabakh Autonomous Oblast (and surrounding areas) and the conflict between Georgia and Russia over Abkhazia and South Ossetia. As these states navigate their post-Soviet identities and relationships, the potential for a cooperative, shared future presents itself as both a monumental challenge and a transformative opportunity. This article explores the prospects for peace, cooperation, and regional integration in the South Caucasus, delving into the complex interplay of historical legacies, current tensions, and future possibilities for a region at a crossroads. Geography is one of the critical features of nations and states for their peace, prosperity, and culture. However, geography is not the only determinant that dictates how countries live in peace and security. Climate, landscape, and natural resources are essential, but also political factors such as governance, corruption, trade laws, and political stability. Being landlocked does not mean a country cannot build a strong economy and trade with the rest of the world. There are many examples of countries in challenging geographies that have still developed strong economies with high levels of human development. The Netherlands is a small country, where around 20 percent of its current land has been reclaimed from the sea or lakes, but it is one of the world’s largest exporters of agricultural products. Costa Rica is surrounded by countries torn apart by armed conflict, but it does not even have an army. Similarly, although history is a critical defining factor in forming political, social, and economic relations, it does not need to dictate whether nations live in peace or conflict with each other in the same geographical regions. The legacy of the past can be transformed to generate new ideas and opportunities for living in peace in the future. There are many examples of regions where countries experienced historical enmities but built new types of relations to live side by side and prosper together. They even managed to form alliances and economic cooperation organizations, such as the European Union.

4. Statesmanship in the Silk Road Region: Reflections on Heydar Aliyev’s Achievement

I began writing this essay near the end of a triple jubilee year for Heydar Aliyev: the centenary of his birth, the thirtieth anniversary of his return to Baku (celebrated as National Salvation Day), and the twentieth anniversary of his death. Heydar Aliyev was a significant leader who left a lasting impact in the Caucasus region—not just in Azerbaijan. Heydar Aliyev was indispensable in shaping Azerbaijan’s vision for the future and establishing the country as a vital player in the Silk Road region. Several key traits (in the final part of this essay, I identify nine such traits) characterized his leadership style and contributed to his success, particularly in navigating the complex dynamics of the region between East and West, oil and energy, and its future development. Heydar Aliyev’s presence in Azerbaijan’s history represents a leader who was able to quell civil war and unrest and offer stability to the country, which became instrumental in launching the economic growth, and development of the country—and eventually of the region. These, in turn, enabled several things, including improved living standards, putting Azerbaijan on the global energy map, and significantly modernizing its military. Azerbaijan has demonstrated to the world that sustained economic efforts, accompanied by political patience and apt international analysis and evaluation of the world’s political situation, made true—in the middle of the COVID-19 pandemic—the “day for which all Azerbaijani people were waiting,” namely the return of Karabakh.

5. The Russo-Ukrainian War and the Exhaustion of the 1945 World Order: Tracing the Origins, Examining the Consequences

Abstract:
I n the early hours of Thursday, 24 February 2022, the government of Russian President Vladimir Putin launched what it called a “special military operation” on Ukrainian territory. On 21 February 2022, Russia officially recognized the two selfproclaimed people’s republics that had established themselves in earlier rounds of fighting. This was supposedly based on Article 51 of the UN Charter, which provides for legitimate individual or collective defense. Later that year, Russia annexed them outright. Of course, in reality, Russia’s invasion violated the UN Charter and the principles contained therein. This constitutes a disregard for the norms that emerged after World War II as understood by the proponents of the “rules-based international liberal order” and others. The UN Charter privileges the solution of conflicts by peaceful means. Legitimate defense is only permissible in the face of a current attack, not a hypothetical one (this is why, for example, the U.S.-led invasion of Iraq in 2003, which was termed a “preemptive war” by the George W. Bush Administration). Moreover, the UN Security Council (with what is effectually an endorsement or legitimization function) must always be aware of such actions.

6. What Teaching Was Thucydides Trying to Convey? And Why It Remains So Important for Us Today

Abstract:
As we approach the close of the first quarter of the twenty-first century, it is striking how gloomy our world must seem compared to how it might have looked at its outset. True, the immediate post-Cold War period saw its share of civil wars and ethnic violence, but heading into a new century, at least in some circles in the West and perhaps elsewhere could still imagine that these were merely the aftershocks of the turbulent one still ending. Today, however, with two decades of costly occupations behind us, the onset of the first major cross-border land war in Europe since World War II, and escalating geostrategic competition with a still-rising China in the Pacific, matters look quite a bit different. It is only natural that we might begin to cast about for sources that could illuminate our situation. And, perhaps ironically, few books on war and politics shed such light on present circumstances as one of the earliest we still have: Thucydides’ magisterial history of the Peloponnesian War.

7. Awakening Peripheries in the Great Power Clash Zone: Can Eastern Europe, the South Caucasus, and Central Asia Come Together?

Abstract:
This essay explores the consequences of the fact that states of Eastern Europe, the South Caucasus, and Central Asia face a structural problem of the same nature: they are all located at the periphery of the main centers of global development and, for a major part of their contemporary history, were subject to external structural forces that perceived them as objects of great power rivalry (the “Eurasian Rimland,” as Halford Mackinder put it) and not as subjects of international politics. These countries are or at least should perceive themselves as a bridge between the East, West, North, and South due to their location between the “Eurasian Heartland” (also Mackinder) and the coastal “Sea Powers” (Nicholas Spykman). Unfortunately, this also puts them exactly in the “clash zone” of virtually every potential conflict between maritime and continental powers. This specific position has historically determined conditions for their development (or the lack thereof), and for a long time made the development of direct horizontal ties between them impossible. For most of their history, the political, economic, and cultural ties that they could have potentially maintained with each other were either non-existent or vertical, effectuated through the respective geopolitical center that dominated them. Although now formally independent for more than 30 years, this still remains the case—as most of the countries located in those three areas finds themselves not strong enough to challenge the old, new, or potential hegemon interested in keeping them in a subordinated condition. From the point of view of Moscow, Beijing, Brussels, or Washington, it makes little sense to let Warsaw, Baku, or Astana elaborate the sort of horizontal ties with each other (or others in their respective neighborhoods) that could potentially make each of them more (much less fully) resistant to the pressure of great powers still intent on instrumentalizing as a playground for their ongoing power struggle.

8. A Model for Connectivity: Hungary’s Strong Bond with the Turkic World

Abstract:
For more than one thousand years, Hungary has existed in the heart of Europe, drawing from our rich history and unique geographic location. Sovereignty has emerged as a cornerstone of our national strategy, influenced by our past and our geography. While we align ourselves with the West, we also cherish our Eastern heritage. Taking a pragmatic approach, we strive to build meaningful connections and engage with the non-Western world. Balancing our Western ties with our Eastern roots, Hungary seeks to foster productive relationships and promote connectivity across diverse global landscapes. In the early 1990s, Central Europe experienced significant regime changes as countries liberated themselves from four decades of communist rule and reclaimed their independence. However, in Hungary and other Central European states, the political elite failed to fully leverage this newfound sovereignty. While the aspiration to reintegrate Hungary into the Western cultural, economic, and political sphere was wellfounded—as our country had a century-long history of belonging to the West—the emphasis on this objective led to a neglect of our relationships with the non-Western world. This oversight occurred despite clear and indisputable indications that the non-Western world was quickly catching up with the West. Subsequent governments, driven by political loyalty to the West, overlooked the vast potential Hungary possessed in terms of economic and cultural relations with the non-Western world—particularly through pragmatic diplomacy. However, a significant shift occurred after the landslide victory in 2010, when the Viktor Orbán government took charge and decided to change course. Since then, connectivity has become the central guiding principle of our foreign policy and our foreign economic policy, emphasizing the importance of forging meaningful connections, diversifying trade, forging value chains, establishing diplomatic relations with multiple regions, all the while also preserving our national sovereignty in the process.

9. ‘Appeasement’ and the Current Crisis: How ‘Munich’ Impoverishes Western Grand Strategy

Abstract:
Ukrainian President Volodymyr Zelenskyy loves to remind any Western leader who seems about to go wobbly that appeasing aggressors is not only dishonorable but strategically unwise and dangerous. When Henry Kissinger, for instance, suggested in May 2022 at the annual meeting of the World Economic Forum at Davos that Ukraine may need to make territorial concessions to end the war, Zelenskyy said this: “It seems that Mr. Kissinger’s calendar is not 2022, but 1938, and he thought he was talking to an audience not in Davos, but in Munich of that time.” Indeed, Munich makes an appearance in every speech (and most off-hand remarks) that the Ukrainian president makes, as if the conference happened in 2018 rather than 1938. Zelenskyy knows his audience. The lessons of Munich and appeasement are deeply ingrained in the strategic consciousness of the United States and its allies. It is no exaggeration to suggest that the dangers posed by appeasing dictators is one of the central tenets of the Western foreign policy establishment. Those arguing for staunch opposition to Russian President Vladimir Putin employ the analogy as much as possible, accusing anyone who disagrees of being ignorant of the most basic of lessons that history supposedly teaches. The word “supposedly” is doing a lot of work in that sentence. This brief essay begins by providing a historical overview of appeasement and explains how the lessons of Munich have been mislearned by generations of Western policymakers. That infamous conference did not lead to the Second World War, which was coming no matter what British Prime Minister Neville Chamberlain did at the negotiating table. The essay then turns to the effect of misremembrance on U.S. foreign policy to this day, including its influence on the debates regarding Russia’s barbarous invasion of Ukraine. It would be best for everyone involved if the true history of the Munich conference was widely known, or barring that (since it is probably too late), that it was forgotten altogether. This essay provides a historical overview of appeasement, explains how the lessons of Munich have been mislearned by generations of Western policymakers, and then turns to the effect of misremembrance on U.S. foreign policy to this day.

10. The Future of Global Uncertainties

Abstract:
The title of this essay—“The Future of Global Uncertainties”—may seem paradoxical, if not downright nonsensical. After all, how can one speak about the future of uncertainties? It would indeed be a fool’s errand to try—that is, unless the parameters of uncertainty can be defined. But if the parameters of uncertainty can be defined, are they really uncertainties? Although I confess to a penchant for paradox, the apparent contradiction will be more comprehensible if we bear in mind the distinction made by a former U.S. Secretary of Defense, the late Donald Rumsfeld, between “known unknowns” (“that is to say, we know there are somethings we do not know”) and “unknown unknowns” (“the ones we don’t know we don’t know”). My emphasis will be on geopolitics: broadly speaking, while the world has indeed become more uncertain, what we are confronted with are primarily “known unknowns.”
