301. Combating China’s COVID-19 Propaganda Offensive to Undermine the United States on the Global Stage

Abstract:
Throughout the United States, it is becoming increasingly clear that the Chinese Communist Party (CCP) is exploiting COVID-19 in an effort to reshape the global order and enhance China’s international leadership at the expense of the US. A range of prominent commentators further assert that the Trump administration bears much of the blame for this turn of events. This argument tends to rest on twin assumptions:1 China is winning the battle of narratives when it comes to comparative national competence and its decisiveness in responding to its COVID-19 outbreak. The Trump administration is damaging America’s standing by getting off to a bad start in its response to the pandemic, exposing the underlying weaknesses of American institutions and preparedness for such a crisis. These arguments correctly acknowledge that the global pandemic is occurring within a context of US-China strategic, political, and economic competition and/or rivalry. This is the point of warnings to the administration that there is more at stake than containing and managing the virus, even if that is the immediate priority.

Abstract:
The Internet Archive (“IA”) began operation in 1996, at first making archival copies of websites, but soon offering those to the public and then expanding to other copyrighted works including books, sound recordings, audiovisual works, graphic arts (still images), and software, without regard to their copyright status and generally without licenses. It positions itself as an online version of a library and has offered free access to the materials it copies, albeit limiting users to one-for-one use of its copies: one copy may only be used by one account at a time.2 At the time of this writing, efforts to limit the spread of the coronavirus have resulted in “stay at home” orders in over forty states, covering more than ninety percent of the U.S. population.3 Similarly, educational institutions at all levels have closed their physical spaces and are trying to carry on via distance education. For many, including this author, the current situation was unimaginable only a couple of months ago. By any measure, this is an extreme set of circumstances.

Abstract:
American businesses and consumers have an unequal relationship. Consumers generally are and should be sovereign because a consumer—not a seller, nor a third party, nor even the government—usually decides what to purchase. Consumers must like a business to buy its product or service. If a business has poor service, sales will suffer. And if a business is tainted by scandal, customers will flee. As courtiers of purchasing power, businesses go on bended knee to pay homage to the consumer. Typically, a business need not like a consumer to sell products or services. In most lines of business, a seller must sell to anyone willing to pay. And although there are types of businesses where a seller can legally refuse a sale, most rational sellers seek as many customers as possible.

305. The “Central African” Jihad: Islamism and Nation-Building in Mozambique and Uganda

The Islamic State (IS) has not scored many propaganda victories in the year since Abu Bakr al-Baghdadi was killed by U.S. forces in Idlib, which makes the recent seizure of a Mozambican port by IS-linked jihadists all the more significant. On August 12, 2020, militants seized Mocímboa da Praia in the gas-rich Cabo Delgado province from a demoralized Mozambican army running low on ammunition. This assault on a city of 30,000—the militants’ third and most successful this year 1—marked a notable evolution in an insurgency that began three years ago and was initially characterized by crude and sporadic attacks on villages in the northern province. IS media channels were quick to produce triumphalist statements about the operation, which it attributed to soldiers in its newest affiliate, the Central Africa Province (Wilayat Wasat Ifriqiya or ISCAP).

306. Iran’s Revolutionary Influence in South Asia

Soon after Iran’s Islamic revolution in 1979, its leader, Ayatollah Ruhollah Khomeini declared that Iran would challenge “the world’s arrogant powers” across the globe. 1 “We shall export our revolution to the whole world,” he announced, adding that “Until the cry ‘There is no God but God’ resounds over the whole world, there will be struggle.’” 2 The idea of exporting Iran’s ideology was also incorporated in the Islamic Republic’s constitution. Article 154 of the current Iranian constitution affirms that Iran “supports the just struggles of the mustad’afun [oppressed] against the mustakbirun [tyrants] in every corner of the globe.” As is often the case with revolutionary regimes, the early fervor of the Iranian revolution seems to have subsided and the broader goal of replicating the Islamic revolution has been modified to expanding Tehran’s influence and ensuring external support for the survival of its clerical regime. But Iran still pursues a robust policy of cultivating and deploying proxies in other, mainly Muslim countries. The role of Iran’s proxies and allies in the Middle East is well known, partly because it is more overt. Hezbollah’s targeting of Israel and its efforts to dominate Lebanon, Iran’s role in propping up the Bashar Assad regime in Syria, or its political and militant meddling in Iraq and Yemen often make headlines. But the Ayatollahs have also expanded their influence across South, Central, and East Asia without attracting the same level of attention as their activities in the Middle East.

Abstract:
I like being a policy-oriented academic: you meet lots of interesting people and you are invited to interesting meetings, so you can really contribute to the debate. Some actors may from time to time think you have an appealing idea, and they may even seek some academic legitimacy for their decisions. But you are of course not present when the actual decisions are being taken. It’s my job and I love it – but this is not the role that the EU itself should play. Europe does not aspire to be the world’s policeman, but it cannot just be the world’s professor either. As the new EU leadership is coming in, we must give punch to our strategy, and make sure we have the power to make our ideas work in the real world. Power, not to confront, but to engage the world.

The need for the EU to respond and position itself in the deepening geoeconomic competition between the Great Powers has initiated a policy reorientation that is slowly attempting to break down the barriers between economic and security concerns. But how can a more geoeconomic EU ensure an integrated approach to economic, technological and security policy that allows it both to manage new risks and also retain the principles of openness and cooperation? Getting a geoeconomic EU right will require a strategy which defines and operationalises the notion of ‘European economic sovereignty’. This would support the EU and Member States in managing the increasing tension between openness and protection in prospective policy. On that basis, a geoeconomic EU in 2020 could see it reinforcing resilience to economic coercion and strengthening its role in emerging technology-security governance and diplomacy.

Abstract:
When Trump says that he wants NATO to take more responsibility in the Middle East, what he means is that he wants the European allies to do more. He is campaigning for re- election and has promised to bring the boys (and girls) home for Christmas. And of course, in Iraq American troops are less than welcome these days, after the targeted assassination of Iranian General Soleimani near Baghdad airport (3 January 2020). In late 2019, Trump had already withdrawn most troops from Syria, and now the peace agreement with the Taliban (29 February 2020) will allow him to draw down the US military presence in Afghanistan too. And the US is considering pulling its troops out of the Sahel as well. What does this mean for Europe?

Abstract:
Europe is looking to be a global player rather than just a global playground. To achieve this, it needs a security council. This is essential for gaining strategic relevance. Europe needs to have recourse not only to international fora but also to a series of instruments of hard and soft power. Swift decision making at the appropriate level is of paramount importance. Such a security council should meet a number of requirements: it must be representative, be able to both achieve unity of vision and undertake action smoothly, and keep going until the desired end-state has been achieved. Several proposals have been made as to the composition of such a body. I will look into the four most discussed options. Are we spoilt for choice?
