2041. Controlling Agency Choke Points: Presidents and Turnover in the Senior Executive Service

Abstract:
If presidents wish to see their policy priorities implemented, they need control over career executives occupying key decision-making positions. This paper examines the extent to which new presidential administrations marginalize high level career executives and whether political conflict with a new administration drives executives from their positions. Once in office, presidents are more likely to target individuals with whom they conflict and those in important policymaking positions. Turnover is also affected by the choices of career executives. Some anticipate conflict and strategically exit before a new president takes office. To assess our theory, we use unique new data that combines individual survey responses with personnel records to analyze the probability that an agency executive departs her position from March 2015 to July 2017. Given our findings that turnover is driven both by presidential marginalization and strategic exit by bureaucrats, we conclude with implications for presidential efforts to control the bureaucracy.

2042. Military Statecraft and the Use of Multinational Exercises in World Politics

Abstract:
How do major powers use militaries to cope with diverse threats in a complex environment of costly conventional war, emerging power competition, as well as the persistent challenge of violent non-state actors? I argue that multinational military exercises provide a tool for major powers to reduce the unpredictability of non-state threats as well as to weaken other powers through balancing and regime-promotion. The number of multinational exercises has increased substantially since the Cold War, which is puzzling given the end of superpower rivalry and incentives to enjoy the peace dividend. Textual analysis and regressions of over a thousand multinational military exercises from 1980-2016 reveal that major powers reacted to an increase in strategic uncertainty by implementing exercises as a means to combat ambiguous non-state threats. Yet as major power competition becomes more intense, I expect major powers to leverage these same types of exercises to undermine one another.

Abstract:
In recent years, important policy developments have impacted the electricity market in the European Union (EU), affecting the cost of energy and resulting in changes to countries’ electricity generation mix. This paper details the Spanish and Portuguese attempts to transition to a cleaner energy economy. At the end of the last century, Iberian countries started the process of liberalizing their electricity market and promoting the use of renewable energies in the electricity mix. Their objectives included establishing a “greener” energy supply, opening new employment opportunities, reducing dependence on imported fossil fuels, and pursuing a more sustainable economy and society. Assuming a leading role in the energy transition process has been a novel and challenging endeavor for both countries. The economic crisis only increased those challenges, leading to mixed results. In addition to covering the evolution of the Iberian electricity sector, this paper identifies key considerations for the future.

Abstract:
Just as mainstream economics neglects the biophysical basis of production and disregards energy as the most fundamental input, it likewise ignores the existence of the public economy. Both types of denialism threaten the ability of societies to develop energy solutions that can meet the needs of the polity. This article calls for a new theory of the public economy and it outlines elements of such a theory. Both a biophysical economics and a new public economics are needed to address the energy challenges confronting modern societies.

2045. The Difference Resilience Makes: U.S. National Preparedness – From Civil Defence to Resilience

Abstract:
Resilience is a new component of the security empire. But its conceptual relations to security and defence are still unclear. This paper argues that resilience is the replacement of former civil defence measures in the US. Hence, it traces the origins of resilience during the past 60 years of US policy history. National preparedness thereby serves as the key issue along which the conceptual changes are traced. The paper is guided by the research question what is the difference resilience makes and, therefore, establishes changes and continuities along the way. In the first part, the reasons for the introduction of civil, or passive, defence as complementary to active defence are given. During this period, approximately 1950-1980, civil defence was based on retaliation and deterrence logics. During the 1970s, a major change took place when emergency management became part of security considerations and mitigation was introduced. Emergency management was nevertheless subsumed under a civil defence agenda. It was subsumed due to a ‘dual-use’ logic, stating that emergency preparation is fundamentally a local issue and independent of its source. Two characteristics of today’s resilience policies are found in this regard: first, the ‘dual-use’ approach as precedent for todays’ ‘all-hazard’ policies and second the perception that all emergencies are local phenomena. The end of the Cold War led to a decisive change in the concept of security itself and rendered former civil defence conceptions obsolete. Thus, emergency management became independent, while civil defence considerations were poured into a new conception of ‘homeland defence’ directed at the new emerging threat of terrorism. After 9/11, homeland defence became ‘Homeland Security’, and incorporated the emergency management sector. The Department of Homeland Security was modelled after the Department of Defence and acted under the tight security conceptions ‘prevent, protect, and respond’. These conceptions proved too tight for an agency responsible for ‘all-hazards’ as shown by Hurricane Katrina. After Hurricane Katrina, a new disaster circle was inaugurated which brought mitigation back and moreover introduced resilience as guiding organisational principle.

2046. Green Modernization – The political, social and societal setting of Morocco’s solar energy policies

Abstract:
In 2009, Morocco initiated an ambitious energy transition program. The aim is to increase the country’s independence from energy imports until 2030. The plan targets the reduction of the import of fossils and large investments into renewable energies. The goal set is to meet 42% of its power generating capacity needs through renewables by 2020 and 52% by 2030. Morocco’s bold and ambitious plans are often highlighted as a model for how to invest into future technologies and bring about clean energy transition. Due to its geography, weather conditions and solar irradiance, Morocco is considered to have huge potentials regarding wind and solar energy production. Morocco’s energy transition program includes the construction of a number of large and medium scale solar plants until 2020. Their planning and construction is often managed by MASEN (Moroccan Agency for Sustainable Energy), a public limited company. Recently, Noor 1, the first of several large scale solar plants was completed. Noor 1 is situated in Ouarzazate in the East of the country. Currently Noor Tata is in the planning phase. Similar with Morocco, energy transition has been also a hot topic in Austria. However, different from Morocco, planning, decision-making and governance structures have rather reflected the country’s federal system. Austria’s energy transition strategy is a decentralized one. As much as this often entails strong involvement and ownership on societal level, as much its success is dependent on a complex set of diverse political entrepreneurs on different political and administrative levels (national-federal-district and local). LINKS project aims at learning from both; Austrian and Moroccan experiences. In its last phase, the project deals with the question whether decentralized small-scale energy production models as implemented in some of the Austrian energy model regions are transferrable to Morocco. This assessment takes place against the background of the Moroccan state’s ambitions to decentralize and strengthen the regional and provincial levels. Accordingly, this report elaborates the structural, political, social and societal setting in which Morocco’s energy policy is embedded. The report tries to define the major actors, analyse the decision-making structures, and review the socio-technical imaginaries which have shaped national energy policies. “Socio-technical imaginaries” define mind-sets and frames which do not only guide policies and strategies but also give insights about the expectations connected with technological developments. The report aims at providing a background for the preparation of the stakeholder forum to be held in Tata/Morocco in October 2017. The forum aims at bringing together local and regional stakeholders and to debate at eye level experiences, expectations and ideas for solar energy production in their region. Nations are not helpless if the military decides to stage a coup. On dozens of occasions in recent decades, even in the face of intimidated political leaders and international indifference, civil society has risen up to challenge putschists through large-scale nonviolent direct action and noncooperation. How can an unarmed citizenry mobilize so quickly and defeat a powerful military committed to seizing control of the government? What accounts for the success or failure of nonviolent resistance movements to reverse coups and consolidate democratic gains? 2048. The Legal Aspects of the MH17 Disaster: What Next?

Abstract:
The most often discussed legal avenue is criminal law, under which individual perpetrators can be held accountable for the crimes they committed. Not only those directly responsible but also those who ordered, conspired to or aided and abetted the shooting down of MH17 can be held responsible. These individuals can be prosecuted both at the national level in domestic courts or at the international level, at the International Criminal Court (ICC) or a specially established tribunal. Criminal law, however, requires a high burden of proof. Not only needs to be proven that an individual has committed a criminal act but also that the individual did so with the required knowledge and intent, making it difficult to prosecute individuals. Under the circumstances of the MH17 situation, investigations are strenuous. Jeroen Akkermans, who was one of the first investigative journalists present at the crash site, underlined the problems with gathering evidence.

2049. The Rules of Reproduction of Capitalism: A Historicist Critique

Abstract:
Marxism has often been associated with two different legacies. The first rests on a strong exposition and critique of the logic of capitalism, which has been grounded in a systematic analysis of the laws of motion of capitalism as a system. The second legacy refers to a strong historicist perspective grounded in a conception of social relations and an emphasis on the centrality of power and social conflict to analyse history. In this article, we challenge the prominence of structural accounts of capitalism, which are inspired by the first of these legacies and argue for the need to radicalize the agent-centered and historicist contribution of Marx that derive from the second. Our claim is that Marxists operating within a structural framework systematically fall into economistic readings of capitalism, which hinder the practice of historicisation Marxism was supposed to buttress. To make this argument, we show how this tension between these legacies has played out within Political Marxism (PM). We argue that both orientations – encapsulated in the simultaneous programmatic emphasis on historically specific social conflicts and determinate rules of reproduction that are logically deduced from definitive social property relations – co-existed already uneasily in Robert Brenner’s original contributions to the Transition Debate. We proceed by critically exploring the increasing reliance on a structural conception of the ‘rules of reproduction’ in later works of PM’s early proponents and by some of its contemporary followers. This, we argue, has led to the reification of capitalism and a growing divide between theoretical premises and historical explanation. In response, we seek to return to the early historicist innovation of PM and to recover and develop its commitment to a more contextualised and open-ended interpretation of social conflicts. Through this internal critique and re-formulation of PM, we wish to open a broader debate within Marxism on the need for a more agency-based account of capitalism, which builds more explicitly on the concept of social relations.
