2031. The plight of Palestinian refugees in Syria in the camps south of Damascus

Abstract:
After they took refuge in Syria after the 1948 war, Palestinians refugees were treated in the same way as other Syrian citizens. Permitted to fully participate in the economic and social life of Syrian society, they had the same civic and economic rights and duties as Syrians, except that they could neither be nominated for political office nor participate in elections. This helped them to feel that they were part of Syrian society, despite their refugee status and active role in the global Palestinian liberation struggle against the Israeli occupation of their homeland. At the start of the anti-government movement in Syria, when the peaceful uprising against the Assad regime turned into an armed conflict, the inhabitants of most Palestinian refugee camps tried to remain neutral. But as the conflict grew more violent and regional alliances changed, the disparities and significant differences between the Palestinian factions, especially between Hamas and Fatah, led to divisions in their positions vis-à-vis the Assad regime. These divisions were enhanced by the reduction of the role of the Palestinian diaspora in the struggle against the Israeli occupation and the new relevance of the geographic location of Palestinian refugee camps in the growing Syrian conflict. This was particularly true for the camps south of Damascus, because they separated the area west of Damascus from East Ghouta, both of which were opposition strongholds. These divisions resulted in the camps becoming targets in the armed conflict, leading to their bombardment and blockade, and the displacement of many of their residents to Lebanon, Turkey, Europe, and other locations both inside and outside Syria.

2032. Towards an inclusive peace: women and the gender approach in the Colombian peace process

Abstract:
The peace process between the Colombian government and the FARC-EP guerrilla has provided a unique opportunity not only to reunite a society torn apart by conflict, but also to build a more just peace that responds to the needs and rights of both men and women. The establishment of the Sub-commission on Gender as part of the formal peace architecture has turned out to be an effective instrument for gender inclusion in the peace process. The peace agreement signed in September 2016 was by far the most inclusive peace agreement in history. When a narrow majority rejected it in a plebiscite the following October many feared that gender would be sacrificed to accommodate those who voted no. However, in the renegotiated peace agreement that was ratified by Congress and entered into force in December the gender focus is not weakened. Rather, the language is clarified and has become more precise. Experiences from Colombia offer valuable insights for other peace processes on opportunities for and challenges affecting inclusion.

Abstract:
The issue of inclusive peacebuilding has moved up the international agenda in recent years. There is now unprecedented policy-level commitment among the international community to promote inclusion in conflict-affected contexts; growing evidence of the importance of inclusion for sustainable peace and development; emerging lessons on best approaches for promoting inclusion; and a recognition among international actors of the need to learn from past weaknesses in this area. This report examines the current policy context for providing international support to inclusive peacebuilding. It identifies how international actors can strengthen their efforts to promote inclusion by learning from previous experience and drawing on new knowledge and approaches. It goes on to look at how international actors have supported inclusion in three very different conflict-affected contexts, Afghanistan, Somalia and Nepal, and asks how international actors have engaged on issues of inclusion in these contexts, what factors shaped this engagement, and what the results have been.

Abstract:
Gaza has long been a place of desperate need, with huge challenges in all areas of civic life. Devastating escalations in violence not only destroy lives and infrastructure, but also hope and aspiration. In the midst of this, the most marginalized people are often ignored or forgotten. As part of the Within and Without the State programme, community researchers worked with women with disabilities to enable them to devise a plan for periods of crisis. This included strengthening emergency preparedness, coordinating assistance, ensuring shelters are disability-friendly and supporting long-term advocacy for women with disabilities.

Conflict in Yemen has left thousands dead, millions homeless or hungry, and an economy in ruins. But hopes for peace talks are fading and a new approach is needed. Women and girls are particularly affected by the conflict and have a crucial role to play in building peace at the local level. Despite some efforts to assist them, women are not receiving enough practical support and diplomatic commitment. Such backing is necessary to bridge the gap between local, national and international peace talks. This is essential for a viable and inclusive peace process that yields lasting results.

Abstract:
The gap between the richest and the rest in Indonesia has grown faster in the past two decades than in any other country in South-East Asia. The four richest men in Indonesia now have more wealth than the poorest 100 million people. Inequality is slowing down poverty reduction, dampening economic growth and threatening social cohesion. President Jokowi has made fighting inequality his administration's top priority for 2017. This report shows how he could achieve this by enforcing a living wage for all workers, increasing spending on public services, and making big corporations and rich individuals pay their fair share of tax.

2037. How do Latin American migrants in the U.S. stand on schooling premium? What does it reveal about education quality in their home countries?

Abstract:
Indicators for quality of schooling are not only relatively new in the world but also unavailable for a sizable share of the world’s population. In their absence, some proxy measures have been devised. One simple but powerful idea has been to use the schooling premium for migrant workers in the U.S. (Bratsberg and Terrell 2002). In this paper the authors extend this idea and compute measures for the schooling premium of immigrant workers in the U.S over a span of five decades. Focusing on those who graduated from either secondary or tertiary education in Latin American countries, they present comparative estimates of the evolution of such premia for both schooling levels. The results show that the schooling premia in Latin America have been steadily low throughout the whole period of analysis. The results stand after controlling for selective migration in different ways. This contradicts the popular belief in policy circles that the education quality of the region has deteriorated in recent years. In contrast, schooling premium in India shows an impressive improvement in recent decades, especially at the tertiary level.

2038. The Value of Redistribution: Natural Resources and the Formation of Human Capital under Weak Institutions

Abstract:
We exploit time and spatial variation generated by the commodities boom to measure the effect of natural resources on human capital formation in Peru, a country with low governance indicators. Combining test scores from over two million students and district-level administrative data on mining production and the redistribution of mining taxes to local governments, we find no effect from production. However, redistribution of mining taxes increases math test scores by 0.23 standard deviations. We identify the improvements in the quality of teachers and in school infrastructure, together with increases in adult employment and health outcomes of adults and children, as key mechanisms from the redistribution. Policy implications for the avoidance of the natural resource curse are discussed.

2039. Promoting prenatal health care in poor rural areas through conditional cash transfers: evidence from JUNTOS in Peru

Abstract:
The authors assess the effects of JUNTOS, a conditional cash transfer program targeted to poor rural households in Peru, on the utilization of prenatal health care by women exposed to the program during their most recent pregnancy. They implement a difference-in-differences estimation technique to uncover the effects of JUNTOS on the utilization of prenatal health care, the quality of prenatal health care, utilization of health care at birth, and obstetric complications at birth. Researchers use data from the publicly available Demographic and Health Surveys (DHS) from the period 2000-2014. Results suggest that the program has increased prenatal health care utilization. Even more salient, the results also suggest an improvement in the quality of health care received and a reduction of obstetric complications at birth.

The Summit on the Future of Europe is an initiative of Harvard University’s Minda de Gunzburg Center for European Studies (CES). Launched in 2014, this annual conference aims to convene eminent scholars and public leaders at Harvard in order to debate critical challenges facing Europe. The 2017 Summit took place at Harvard on November 6 and focused on “Europe and Transatlantic Relations in the Era of Populism.” It was a partnership of CES, the diaNEOsis Research and Policy Institute and the WZB Berlin Social Science Center.
