1831. Climate Change and Violent Conflict: Sparse Evidence from South Asia and South East Asia

Abstract:
The impacts of climate change are increasingly viewed as global security risks, which will have far-reaching implications for both human and renewable natural systems. Most climate–conflict research has focused on East Africa and sub-Saharan Africa. This SIPRI Insights explores and summarizes the findings from a systematic literature review of climate–conflict research on South Asia and South East Asia. Although these regions have been greatly affected by both climate change and conflict, there have only been a small number of rigorous academic studies that focus on the climate–conflict relationship. While this constrains the ability to draw general conclusions, there is context-specific evidence that climate change can have an effect on the causes and dynamics of violent conflict in the region when: (a) it leads to a deterioration in people’s livelihoods; (b) it influences the tactical considerations of armed groups; (c) elites use it to exploit social vulnerabilities and resources; and (d) it displaces people and increases levels of migration. In acknowledging that these mechanisms are often interlinked and more noticeable in some climatic, conflict and socio-economic contexts than in others, the need for more research in both regions is clear.

1832. Assessing Gender Perspectives in Peace Processes with Application to the Cases of Colombia and Mindanao

Abstract:
In order to make peace processes more inclusive, increased participation by women and other excluded groups has been emphasised for decades, as well as the need to adopt a gender perspective within peace processes. However, the discussion has tended to focus on counting women and treating women’s participation as synonymous with a gender perspective. Defining what a gender perspective is and how it could be applied throughout a peace process has remained largely unexplored. This paper seeks to address these lacunae by drawing on current frameworks, proposing a definition of a gender perspective in peace processes and introducing a way of operationalizing this definition. The suggested indicators are used to assess two recent peace processes: the Colombian peace process and the Mindanao peace process in the Philippines. This assessment provides a practical application of the conceptual framework and raises new questions about how the concept can be further measured and assessed.

Abstract:
The Black Sea region is experiencing a changing military balance. The six littoral states (Bulgaria, Georgia, Romania, Russia, Turkey and Ukraine) intensified their efforts to build up their military potential after Russia’s takeover of Crimea and the start of the internationalized civil war in eastern Ukraine in 2014. As a member of the North Atlantic Treaty Organization (NATO), Bulgaria aims to support NATO’s security objectives of increasing military spending, enhancing defence capacities and developing interoperability. Bulgaria contributes to NATO’s military activities in the Black Sea region and regularly hosts and participates in exercises with NATO partners. However, Bulgaria also tries to remain on good terms with Russia by way of bilateral economic and political cooperation.

1834. Global Mapping and Analysis of Anti-vehicle Mine Incidents in 2017

Abstract:
The need for systematic data collection on anti-vehicle mine (AVM) incidents was first recognised during joint research by the GICHD and SIPRI for a study on the humanitarian and developmental impact of anti-vehicle mines published in October 2014. As a response, both organizations have been collecting global data on AVM incidents since 2015 with a view to improving evidence on and identifying trends in AVM impact. Data is available on interactive and regularly updated online maps. This report presents and analyses AVM incident data from 2017. The GICHD and SIPRI recorded 169 incidents in 2017 that were related or suspected to be related to AVMs in 24 states and territories.

1835. Stabilizing and Reconstructing Iraq: A Challenging Path Ahead

Iraq has militarily defeated the terrorist organization ISIS. This is the good news, which was also underlined at the recent Global Coalition to Defeat ISIS meeting in Kuwait on 13 February 2018 held in conjunction with the Kuwaiti Reconstruction Conference for Iraq. Yet the task ahead is as daunting as any military campaign. Now Iraq needs to rebuild and to heal its communities to foster an inclusive national identity. Challenges remain, from funding continuing stabilization efforts to the even larger resources needed for reconstruction over the coming years. According to announcements made at the Iraqi reconstruction conference in Kuwait, donors have pledged a decent amount, around $30 billion, although $88 billion was touted as the desired amount by the Iraqi Government. The Gulf countries and Turkey are becoming new large donors. The private sector also showed significant interest, although corruption is still a major concern, which the Iraqi government seeks to address. Continued stabilization is making it possible and desirable for internally displaced persons (IDPs) to return to their homes. Over 3 million Iraqis have returned, but more await in camps or temporary accommodations. Equally important is reconciliation. The UN is working with the Iraqi government to implement this at the national level. Baghdad and Erbil should pursue continued dialogue and concrete steps forward, including on the thorny issue of Kirkuk, in accordance with the Iraqi Constitution. Inclusiveness for Sunnis is important, both during reconstruction and before and after elections, as their disenfranchisement helped produce fertile soil for ISIS. Yet reconciliation should not be only top-down, and local community efforts undertaken by Iraqi civil society organizations are essential. Reconstruction funding should be tied to government reforms and more importantly, to tangible progress on reconciliation and political accommodation efforts. A novel aspect of the conference was the US administration’s new approach to burden-sharing in the aftermath of the ISIS presence in Iraq. President Trump wants to build infrastructure at home in the US and has tweeted dismissively about the $7 trillion the US has already spent in the Middle East. The United States will not disburse public funding for reconstruction, which is seen as nation-building, although it remains among the top contributors to humanitarian and stabilization assistance and will provide loans to private companies. Yet even such investments could pose additional risk for American companies because of sanctions against Iran, whose economic presence is felt in several important sectors. Instead, the US encouraged international institutions and others to step up, and Saudi Arabia, for example, contributed $1.5 billion. Leading up to the conference, the US facilitated a diplomatic reconciliation process between Iraq and Saudi Arabia for outstanding debts owed to Riyadh. The conference also gave Prime Minister Haider al Abadi a strong platform for brandishing his vision of a united Iraq, although some areas, particularly in the Sunni parts of the country, still feel excluded from reconstruction planning. Still, it is an open question whether that positive vision is enough to bring him another governing coalition following the Iraqi parliamentary elections in May. The continued presence of American military forces is increasingly a topic of contention in the elections.

ay 20, 1998 (Patrick AVENTURIER/Gamma-Rapho via Getty Images) Conflicts in Indonesian Islam Paul Marshall In the three years following the 1998 economic crisis and the fall of President Soeharto, Indonesia endured economic dislocation, political turmoil, and religious violence that claimed thousands of lives. However, since this period of upheaval the country has been on a broadly upward path both politically and economically. Religious violence has tended to be sporadic and local, aside from the Bali bombings of 2002. Indonesia now has the largest economy in Southeast Asia and among the countries of the Organization of Islamic Cooperation. At 260 million people, the country, which has now had nearly two decades of largely free elections, is the third-largest democracy in the world. Some 88 percent of its population are Muslims, making it the largest Muslim-majority country in the world. Despite these positive political and economic trends, in recent years, Islamist movements have flourished in Indonesia. Indeed, their pressure was a major factor leading to the imprisonment of the Christian governor of Jakarta on charges of blasphemy in 2017. The moderate forms of Islam that have historically been hegemonic in Indonesia may now be under threat.

1837. Investment Challenges in Zambia’s Electricity Supply Industry: A Cursory Assessment

During the tide of economic liberalisation in the 1990s, Zambia’s electricity market was liberalised with the aim of stimulating private sector participation. More than 20 years after market liberalisation, the power crisis in 2015 revealed that the industry had failed to attract the envisaged private sector investment required to expand and diversify energy generation sources and meet the increasing demand for electricity over the years. It became apparent that the various reforms taken to liberalise the industry, increase private sector participation and promote competition had fallen short of meeting these objectives. Zambia’s electricity supply industry still remained a semblance of a monopoly dominated by one large vertically integrated state-owned corporation responsible for the generation, transmission, distribution and supply of electricity. Given the important role of electricity in driving economic growth, this paper illuminates the barriers to entry in the ESI and the factors limiting competition. Drawing mainly on secondary sources, the study finds that at the very start, limited access to finance for energy projects potentially prevents the commencement of energy projects. Exacerbating the entry barriers are the below-cost electricity tariffs, the monopoly power held by ZESCO and its vertical integration and an inadequate regulatory framework to promote competition and prevent undue political interference. These findings justify the partial unbundling of ZESCO and the provision of legal reforms that support policy consistency, multi-year tariff adjustments and open and nondiscriminatory access to the transmission and distribution grids.

1838. Reversing Zambia’s high risk of debt distress

Abstract:
A load of unsustainable debt hangs heavy over Zambia. Zambia is part of a list of 25 low income countries considered at high risk of debt distress in 2018. Government’s efforts to reduce the country’s infrastructure gap as well as bring down poverty and inequality have resulted into large spending overruns, a growing subsidy bill and a substantial public sector wage bill over the last five years. Alas, domestic revenues remained low and stagnant. So Government resorted to massive external borrowing to finance arguably unsustainable expenditure. This approach to spending pushed borrowings to about 59% of GDP as at end of 2017, which is in the territory of unsustainable debt levels. In October 2017, the IMF issued a red flag that Zambia was at high risk of debt distress, implying that the country was likely to breach the thresholds for debt and debt service indicators and, should it continue on the same trajectory, it would likely default on its debt service obligations.

1839. “Blanket” Fuel and Electricity Subsidies Did Not Offer Much Benefit to Zambia’s Poor

For a long time the Zambian Government ran a number of consumption and production subsidy programmes. These programmes1 came under considerable strain in 2015 when Zambia experienced a significant economic downturn. In that year, the real Gross Domestic Product (GDP) growth rate fell to 2.9%, from an impressive 7.7% over the ten years before (2005-2014). By the time the 2015 downturn had fully set in, the country was running a budget deficit of nearly 10% of GDP and had raked up a public debt stock of over 50% of GDP (IMF, 2016). With the combined cost of debt service interest payments and arrear payments rising from 17% of the National Budget in 2016 to 23% in 2017 (Cheelo, 2017), the Government was readily hemorrhaging money in the aftermath of the minicrisis. Zambia could no longer afford the multiplicity of subsidies it had been maintaining and seriously contemplated abolishing some of them. The policy intentions of the Government were met with strong anti-abolition sentiments with some stakeholders asserting that the removal of subsidies on fuel and electricity would cause pump-price and electricity tariff escalations. The worry was that these price hikes would hurt Zambia’s poor and vulnerable groups most of all. Generally, these sentiments were not backed by analysis and empirical evidence; they were subjective and had the potential to misinform public policy. This paper offers an alternative perspective to the above motion on anti-abolition of subsidies. We argue that during their existence, the fuel and electricity subsidies had benefitted the poor far less than they had done any other social groups in Zambia. Likewise, the abolition of the subsidies affected the poor less than it did other social groups.

Abstract:
Since 2013, the Zambian economy has grappled with a high fiscal deficit. Many stakeholders continue to implore the Government to take measures to ensure that the tax base is broadened, voluntary compliance improved and domestic resource mobilisation enhanced to reduce the deficit. Consequently, there has been a call on the tax administration authority to rethink its tax collection strategies and bring more individuals and firms into the tax net. Recently, the Government reiterated its commitment to enhance resource mobilisation in the 2019 Budget Speech. Improved administration of taxation in the housing sector, particularly rental properties, offers a promise as one of the options to increase tax revenues especially if more tax payers are captured under this tax net. However, the administration of individual rental income tax faces many challenges.
