661. The Battle of Ideas in the Question for Wealth and Prosperity in Brazil: Policy Proposals of a Right-Wing Government

Abstract:
Brazil’s income inequality is among the world’s worst. The country’s unemployment rate is currently 13 percent, compared to 4.6 percent in 2012, and the number of Brazilians in poverty or extreme poverty is now close to 30 percent, a far cry from 2014 when that number was less than 10 percent of the population. Brazil has one of the highest tax rates in Latin America—with tax revenue equal to 33 percent of GDP, against the regional average of 20 percent—but it is also notorious for its poor performance with respect to the ease of paying taxes and opening a business: the country ranks 184 and 140, respectively, out of 190 countries in the World Bank’s 2019 Doing Business Report. It is surprising, therefore, that Jair Bolsonaro, a conservative politician from the Social Liberal Party (PSL), was elected to the country’s highest office without meaningfully addressing his administration’s plans to solve the nation’s social injustices and other economic issues. Instead, Bolsonaro campaigned mostly on strengthening public security and fighting corruption, the two areas on which the former army captain built his reputation during his almost thirty years as a congressman. During the campaign, Bolsonaro recruited Paulo Guedes, a Chicago School-trained economist to be his Minister of the Economy. Guedes was tasked with building a “dream team” of experts that would design a plan to further liberalize the economy and turn Brazil into a much friendlier place to conduct business.

662. The Arms Trade and Syria

Abstract:
In 2013, the United States began a secret operation to train and equip opposition forces fighting against the Assad regime in Syria. Through the CIA, the United States facilitated the transfer of an estimated $1 billion in arms, ammunition, and training to Syrian rebel groups in hopes of influencing a negotiated end to the war. But these were not the only weapons flowing throughout Syria — Syrian government stockpiles served as a key source of armaments, and countries from around the region funneled arms into the country to support a variety of actors. In this way, the story of weapons in Syria reads as a cautionary tale about the unintended and lasting consequences of arms transfers, especially to countries in conflict.

This eleventh IFPA National Security Update examines hypersonic weapons; their unique capabilities and characteristics; their military and strategic implications; U.S., Chinese, and Russian efforts to develop hypersonic weapons; technical challenges; and the urgent need to develop missile defenses to counter the threat posed to the United States by hypersonic weapons. 668. Platform Economy and Employment: What it is like to work for an app in Argentina?

Abstract:
Digital platforms emerged globally about ten years ago and entailed a major disruption in the world of work. However, they are a relatively recent development in Argentina. Early in 2016 there were five such platforms in operation, all of them domestic capital companies. After that, the flexibilization of the system of payments abroad and other factors accelerated the entry of new platforms and affiliates of foreign companies, which, in turn, fostered the flow of new investments in local platforms that were already installed. In fact, during the following two years, at least eight new platforms that offer the possibility of income generation were incorporated. However, new forms of work through digital platforms is not included in the government´s official statistics and thus remains invisible in other categories: unemployed working persons, freelancers, some non-standard wage-earning employment, and informal workers. This study is the first to classify, describe, and analyze digital labour platforms in Argentina. It includes a specific survey of more than 600 cases: the 2018 Survey of Platform Workers (ETP 18, as per its Spanish acronym). The survey’s results show that, although this phenomenon is at its earliest stages, in 2018 the group of users-providers of services through digital platforms represented 1% of all those employed in Argentina, that is to say, more than 160,000 registered workers. That figure encompasses very different realities, from people transporting passengers in their cars to graphic designers working from home, or people renting out a room in their homes. One conclusion drawn from this research is that the platform economy offers new income generation opportunities and plays a social safety role in the face of unemployment and underemployment, but it also creates regulatory issues and challenges the scope of labour, tax and worker protection rules that were designed for the traditional economy. The digital platform economy democratises the generation of income, offers more flexible opportunities and income generation methods, and facilitates access to work. Nevertheless, it also brings new challenges to workers: more job insecurity and volatility, and less accumulation of skills. Abstract:
The demographic transition has been one of the greatest phenomena affecting development worldwide and its effects on gender equity are undeniable. Lower fertility and ageing populations create both challenges and opportunities for gender equity, while women still face obstacles towards labour, financial and digital inclusion. G20 countries are at very different stages of the process, yet most have birth rates below replacement levels and population is ageing. Adopting a comprehensive and intersectional approach to women’s economic empowerment that contemplates age – and gender – specific rights, priorities and needs is crucial to both fulfilling women’s rights and facing the challenges associated with demographic change.

670. The Sanctions Policy of the European Union: Multilateral Ambitions Versus Power Politics

Abstract:
Restrictive measures are a major instrument of the European Union (EU)’s external action, which has emerged as one of the world’s leading sanctions emitters. The EU has thus leveraged the size of its market and its economic and financial clout (trade relations, aid policy and bilateral agreements). Through its significant activity in the field of sanctions, the EU has been able to reinforce its image as a normative power and a global player, contributing actively to international peace and stability. The EU’s restrictive measures were adopted in a favorable international context, marked by the legitimacy that was conferred, most of the time, by United Nations resolutions, and by close coordination with the United States (US). This privileged period culminated with the management of the Iranian crisis and the conclusion of the 2015 Vienna Agreement. More recently, however, sanctions have tended to lose their function as an instrument contributing to shape a shared vision of the world order, and to become what they are in essence, namely an instrument of statecraft dedicated to the protection of States’ national interests. This trend is illustrated on the one hand by the affirmation of a unilateral United States policy on sanctions, which tends to extend the scope of coercion to third parties, including European entities, and on the other hand, by the increasing use of sanctions by powers like China and Russia as a geo-economic tool.
