2071. Cross-Functional Teams in Defense Reform: Help or Hindrance?

Abstract:
There is strong bipartisan support for Section 941 of the Senate’s version of the National Defense Authorization Act for 2017, which requires the Pentagon to use cross-functional teams (CFTs). CFTs are a popular organizational construct with a reputation for delivering better and faster solutions for complex and rapidly evolving problems. The Department of Defense reaction to the bill has been strongly negative. Senior officials argue that Section 941 would “undermine the authority of the Secretary, add bureaucracy, and confuse lines of responsibility.” The Senate’s and Pentagon’s diametrically opposed positions on the value of CFTs can be partially reconciled with a better understanding of what CFTs are, how cross-functional groups have performed to date in the Pentagon, and their prerequisites for success. This paper argues there is strong evidence that CFTs could provide impressive benefits if the teams were conceived and employed correctly.

Abstract:
Iran's international standing is currently under slow, but significant change due to the recently signed nuclear deal with the global powers group of "P5+1". The South Caucasus region will be one of the primary influenced regions by such a sharp turn in the history of Iran. Turning back to the recent history of Iran's foreign policy towards the South Caucasus, it can be seen that Tehran has found itself in unpleasant situation and unprepared to build up effective ties with the countries because of certain objective reasons. Emerged regional conflicts suddenly after the collapse of the Soviet Union between Azerbaijan and Armenia, and in Georgia with its two breakaway territories caused more difficulties for Iran's foreign policy towards the region. The targets put in the beginning for integration into the region has ended up with a defensive and limited position for Iran in the South Caucasus.

2074. The Inflated Yet Unsolvable North Korean Nuclear Threat

Abstract:
After Pyongyang conducted its fourth nuclear test on the 5th of January 2016 and declared it a successful experiment with a hydrogen bomb, the international community resumed its appeals for finding a definitive solution to the issue with North Korea’s nuclear arsenal. What impresses is the routine of the international response following the North Korean habitual act of defying the nuclear nonproliferation system: diplomatic condemnation mostly coming from the United States, South Korea, Japan, and, in a far more restrained manner – from China. When Pyongyang launched a satellite in space two days later, Seoul responded by shutting down the Kaesong industrial complex – a mutually beneficial industrial zone where South Korean companies employ North Korean labor1 . Even this seemingly harsh action does not constitute a precedent. At that time it was not very demanding to foretell the execution of consequential U.S. – South Korea military drills to display the U.S. resolution to be constantly involved in whatever is happening on the Korean Peninsula and to dismay the latest great leader of the North.

In recent years, Turkey has attracted increasing attention from researchers focused on both the Middle East and the development of China. As these researchers are interested in the special and sensitive issues between Turkey and China, they need to acquire knowledge about a particular aspect of Turkey. Although a large economic power in the Middle East located between Europe and Asia, the Muslim country of Turkey is a member of NATO. It has witnessed a continuous high economic growth over the past decade, and it is one of the non-Western countries that became middle developed nations at an early time. Recently, Turkey has grown into the 16th largest economy in the world. In recent years, given the complicated drastic changes and turmoil in the Middle East, Turkey has played an important role in regional affairs. On June 7, 2015, Turkey embraced parliament election, which inevitably exerts an important influence on the current and future domestic politics and diplomacy of Turkey. Turkey is also the host country of the G20 Summit that will be held in November 2016. In this context, we observe this country from the perspective of its historical heritages and geopolitical patterns. The multiple roles, changes, and positions of Turkey are also examined in this work. In addition, the special relation of Turkey with China is revealed. This study aims to help the Chinese people understand Turkey and provide knowledge that could assist China in its formulation of policies and strategies affecting Turkey.

Though National Development and Reform Commission, Ministry of Finance and Ministry of Commerce jointly released theGuiding Opinions on Guiding Funds in 2008 and local governments also issued relevant guiding opinions when they set up guiding funds, these guiding opinions lack the administrative regulations and concrete standards for the operation of venture capital guiding funds. The establishment and operation of the 40-billion-RMB Emerging Industry Venture Capital Guiding Fund will drive the new round of peak for the establishment of venture capital guiding funds in China. To better standardize the operation and management of guiding funds, improve the operation efficiency, and prevent through systems rent-seeking behaviors such as connected transactions and inbreeding, it is imperative to formulate a national standard for guiding funds.

On November 9, 2016, defeating Hilary Clinton, Donald Trump was elected as the 45th American president. At the same time, the Republican Party secured majority in both the House of Representatives and the Senate. Since November 9, 2016, Trump and his team have been working day and night on issues including personnel, policies, public opinions, and foreign relations to prepare for the inauguration on January 20, 2017. During this time, Trump has touched upon the China issue more frequently and casually compared to his predecessors, and with distinct deal mentality. It has raised more uncertainties in China about the relationship with the US after Trump takes office. The prospect we have to be concerned about is that the No.1 threat confronting China-US relationship in the future is the dominance of offensive realism and antagonistic behavior. Building on current partial decriminalization models that have helped to achieve more effective drug policies and positive outcomes, with a greater emphasis on justice, dignity and human rights, this report advocates ending all penalties – both civil and criminal – on people who use drugs. Detailing the destructive and harmful consequences of punitive drug policies and the need to reconsider them, the report calls for the implementation of alternatives to punishment for all low-level, non-violent actors in the drug trade, and to consider market regulation as the next logical step.

2080. How High-Need Patients Experience the Health Care System in Nine Countries

Abstract:
U.S. health care costs are disproportionately concentrated among older adults with multiple chronic conditions or functional limitations—a population often referred to as “high-need” patients. This analysis uses data from the Commonwealth Fund 2014 International Health Policy Survey of Older Adults to investigate health care use, quality, and experiences among high-need patients in nine countries compared with other older adults. High-need patients use a greater amount of health care services and also experience more coordination problems and financial barriers to care compared with other older adults. Disparities are particularly pronounced in the United States. The comparative success of other countries, particularly in reducing financial barriers to care, may be a product of policies that specifically target high-need patients. Similarly focusing on these populations in the U.S. and effectively managing their care may improve their health status while reducing overall costs.
