1911. Toward Regional Cooperation: The Internal Security Dimension

This Policy Paper is part of The Middle East Institute's Regional Cooperation Series. Throughout 2016, MEI will be releasing several policy papers by renowned scholars and experts exploring possibilities to foster regional cooperation across an array of sectors. The purpose is to highlight the myriad benefits and opportunities associated with regional cooperation, and the high costs of the continued business-as-usual model of competition and intense rivalry. The Middle East and North Africa is one of the least integrated regions in the world, and in no area of potential collaboration is cooperation more lacking than in the internal security dimension. Among the reasons for this lack of integration is simply that the risks of cooperating with other internal security forces and institutions are quite evident, whereas the benefits of doing so are far less apparent. The most promising approach to security integration is to promote cooperation to reform and improve the delivery of internal security across the region in accordance with the principles of Security Sector Reform (S.S.R.). Such an approach could create a stable and more secure environment for ordinary citizens and their governments in the longer term. It could also pave the way for the further advancement and development of the region across other sectors.

The purpose is to highlight the myriad benefits and opportunities associated with regional cooperation, and the high costs of the continued business-as-usual model of competition and intense rivalry. It is all too easy to develop ambitious plans for regional security cooperation. In practice, however, almost all real world security cooperation is dependent on the different priorities states give to various threats, the willingness of given regimes to act, the resources they develop and have available, and the level of interoperability between their forces. Actual security cooperation in the MENA region has long been limited, occurred between changing mixes of individual countries rather than on a regional basis, and always lagged behind the rhetoric. Better cooperation on this level could evolve in the face of forces such as Iran’s military efforts, a powerful new Islamist extremist threat, or the outcomes to the fighting in Libya, Iraq, Syria, and Yemen. However, there is little reason to assume, given regional trends, that the prospects for regional cooperation or cooperation between states will improve in the near future, and bilateral relations with external powers, principally the United States, are likely to continue to play a more critical role in the future.

The purpose is to highlight the myriad benefits and opportunities associated with regional cooperation, and the high costs of the continued business-as-usual model of competition and intense rivalry. The Middle East and North Africa (MENA) is regarded as one of the most water-challenged regions in the world. The destabilizing impact of its resource constraints is compounded by the fact that some 60 percent of the region’s water flows across international borders, generating and exacerbating political tensions between states. Water insecurity will increase in the MENA region if the current situation of minimal water cooperation persists under the disabling conditions of political volatility, economic disintegration, institutional failure, and environmental degradation. Experiences from around the world demonstrate that countries that have achieved regional water cooperation have prospered together and kept the threat of conflict a remote possibility. It is time for the countries in the Middle East to realize that there is no alternative to sustainable water cooperation.

1914. Syria’s New Media Landscape: Independent Media Born Out of War

Abstract:
The Syrian Civil War has shaken the country’s media landscape and provided space for the nascent emergence of an independent Syrian media. Syria’s media culture is undergoing significant transformation from a top-down, state-run industry, to a diverse arena populated by competing viewpoints and driven by communities. This paper maps the changes in Syrian media since the beginning of the uprising in 2011, and explores the constraints facing independent media moving forward. Stronger mechanisms to support independent media in Syria are needed—such as additional and consistent funding, industry associations, and ease of travel—to develop a more open media culture in Syria, and foster a democratic and pluralistic post-conflict society.

Throughout 2016, MEI will be releasing several policy papers by renowned scholars and experts exploring possibilities to foster regional cooperation across an array of sectors. The purpose is to highlight the myriad benefits and opportunities associated with regional cooperation, and the high costs of the continued business-as-usual model of competition and intense rivalry. While the prospects for creating a regional architecture in the Middle East may seem grim currently, it is a crucial time to begin thinking about regionalization as a long-term project. The ongoing conflicts in the Middle East are likely to continue over the course of the coming decades, but it is possible that game-changing events could occur that create the political will necessary for adversaries like Saudi Arabia and Iran to cooperate. By looking at steps taken in Asia, Africa, Europe, and Latin America, this paper analyzes the conditions conducive to creating a regional order and how they arise at critical moments in history. Getting regionalization right can help create a pathway toward a regional institutional architecture and will be fundamental to establishing stability in the region.

1916. Infrastructure Development and Financing in Sub-Saharan Africa: Toward a framework for capacity enhancement

Abstract:
Of the world’s developing regions, Sub-Saharan Africa has the worst infrastructure deficit, with studies pointing to lost growth opportunities. This study presents in one document information previously dispersed on the region’s infrastructure stock and modes of financing. It assesses infrastructure’s role in the region’s economic growth. It identifies specific capacity constraints that have hindered the private sector’s participation in infrastructure financing. And it suggests a framework for advancing institutional and human resource capacities to boost infrastructure financing. The authors first reviewed documents addressing the region’s infrastructure. They then conducted case studies of private sector involvement in infrastructure financing in Kenya, Mauritius, and South Africa. And, using the generalized method of moments (GMM), estimated an infrastructure-augmented growth model.

1917. The Paris Agreement on Climate Change

Abstract:
The UN sponsored agreement on climate change concluded last month in Paris, France is the most successful and comprehensive to date. Unlike previous agreements such as Kyoto and Copenhagen this one commits almost all countries, including China and the U.S., the world's two biggest polluters, to strive toward reducing carbon emissions caused by the burning of fossil fuels. Each of the signatory countries must ratify the agreement and will then be responsible for implementing it by setting their own target goals.

1918. China’s Global Rise Can the EU and U.S. Pursue a Coordinated Strategy?

Abstract:
China’s emergence as a global economic power and its fuller integration in the international order are among the principal policy challenges facing Europe and the United States in the early 21st century. At the time of Beijing’s entry into the World Trade Organization (WTO) in 2001, China (though already growing rapidly) was in global terms an economic actor of limited consequence. A decade and a half later, China’s transformation is without parallel in economic history. Over the past 15 years, China has experienced an eightfold increase in GDP, enabling it to serve as the pri- mary engine of global economic growth in the early 21st century. It has leapfrogged from sixth to second place among the world’s economies, trail- ing only the United States in absolute economic size. In addition, China has become the world’s leading trading state and is now the second largest source of outward foreign direct investment. Change of this magnitude has enhanced China’s political power and eco- nomic leverage. It has also stimulated China’s internal economic evolution, simultaneously expanding the power of state-owned enterprises (SOEs) while also contributing to major growth in the private sector. China has also begun to think bigger, devoting increased attention to the rules of global economic governance. Although Beijing insists it has no intention of supplanting the existing international order, China contends that chang- ing power realities will require modification of global rules.

1919. Nuclear Arms Control Choices for the Next Administration

rms control has figured on the agenda between Washington and Moscow since the 1960s. Suc- cessive U.S. administrations since that of Richard Nixon have pursued negotiated arms control arrangements to limit and reduce the number of Soviet (and Russian) nuclear weapons, to enhance strategic stability, to increase transparency and predictability, to reduce the costs of U.S. nuclear forces, and to bolster America’s non-proliferation credentials. Negotiations on arms control have proceeded in times of both good and difficult relations. At times, progress on arms control has helped drive a more positive over- all relationship between Washington and Moscow. At other times, differences over arms control and related issues have contributed to a downward slide in rela- tions. The next president will take office in January 2017, when the overall U.S.-Russia relationship is at its lowest point since the end of the Cold War.

1920. Expert Opinion on AMISOM Contributing Countries Continued Provision of Troops

The international community is beginning to grapple with several questions regarding whether one or more countries contributing troops to the African Union Mission in Somalia (AMISOM)—which has been key to successes against al-Shabaab in recent years—will prematurely withdraw their troops from the mission due a confluence of regional and international factors.1 What is the likelihood that one or more troops contributing countries (TCCs)—Burundi, Djibouti, Ethiopia, Kenya, Uganda—withdraw from AMISOM? How would AMISOM’s operational effectiveness be impacted if a TCC left the mission? Would another country or countries be willing and able to fill the void created by a TCC’s withdrawal? This paper attempts to provide answers to these questions to inform policy discussions related to the long-term commitment of the TCCs to the mission. It also seeks to provide some actions or policies that the international community could undertake to reduce the likelihood that a TCC leaves AMISOM early.
