1061. Negotiating Toward a Denuclearization-Peace Roadmap on the Korean Peninsula

Abstract:
This report examines pathways toward denuclearization and peace on the Korean peninsula by offering a conceptual framework and principles for a political roadmap informed by a technical understanding of nuclear issues, to guide Washington as it navigates a range of options in negotiations until 2020. Recognizing the inevitable linkages between denuclearization and the peace process and the effects the two issues have on each other, this report proposes and emphasizes the need for a comprehensive denuclearization-peace roadmap. The task and key challenge for the United States is to configure the right tradeoffs to create incentives for North Korea to take denuclearization steps without giving away too many vital rewards too soon, to maintain negotiating leverage. It is important to prevent Pyongyang from pocketing early gains and walking away from the process without making significant progress on denuclearization. Value-based metrics should be used in determining appropriate bargains.

1062. The Influence of Commercial Space Capabilities on Deterrence

Abstract:
Recent U.S. space policy initiatives underscore the far-reaching benefits of commercial space activities. The White House revived the National Space Council to foster closer coordination, cooperation, and exchange of technology and information among the civil, national security, and commercial space sectors.1 National Space Policy Directive 2 seeks to promote economic growth by streamlining U.S. regulations on the commercial use of space.2 While the defense community generally appreciates the value of services and capabilities derived from the commercial space sector—including space launch, Earth observation, and satellite communications—it often overlooks one area of strategic importance: deterrence. To address the current shortcoming in understanding, this paper first describes the concept of deterrence, along with how space mission assurance and resilience fit into the framework. After explaining how commercial space capabilities may influence the decision calculus of potential adversaries, this study presents actionable recommendations for the U.S. Department of Defense (DoD) to address current problem areas. Ultimately, DoD—including the soon-to-be reestablished U.S. Space Command and possibly a new U.S. Space Force—should incorporate the benefits and capabilities of the commercial space sector into flexible deterrent options and applicable campaign and contingency plans.

1063. Maintaining America’s Coercive Economic Strength: Five Trends to Watch in U.S. Sanctions

Abstract:
U.S. foreign policy officials have embraced economic sanctions as a tool of choice for American foreign policy. Decisionmakers have deployed sanctions against strategic adversaries and national security threats ranging from Russia to non-state actors such as terrorist groups, drug cartels, and businesspeople who engage in corrupt activities. The appeal to both policy leaders and key constituent groups of the potent economic impacts of sanctions in several recent high-profile cases, particularly those of Iran, Russia, North Korea, and Venezuela, combined with broad bipartisan support for aggressive use of U.S. sanctions, suggests that the United States will favor this policy tool and be an active practitioner in the years ahead. This brief describes five of the most prominent and influential trends that could affect U.S. sanctions and other coercive economic measures in the future. The five trends are: (1) a shift toward more aggressive use of U.S. unilateral sanctions; (2) the growing role of Congress in enacting sanctions and managing their implementation; (3) an increased potential for unintended consequences as a result of growing complexity in sanctions; (4) accelerating efforts of foreign governments to insulate trade and payment channels from U.S. sanctions; and (5) new technological developments that may have the potential to both enhance and weaken the impact of U.S. sanctions in the years ahead.

Abstract:
Since its launch in 2013, what China calls “One Belt, One Road” has emerged as the corner-stone of Beijing’s economic statecraft. Under the umbrella of the Belt and Road, Beijing seeks to promote a more connected world brought together by a web of Chinese-funded physical and digital infrastructure. The infrastructure needs in Asia and beyond are significant, but the Belt and Road is more than just an economic initiative; it is a central tool for advancing China’s geo-political ambitions. Through the economic activities bundled under the Belt and Road, Beijing is pursuing a vision of the 21st century defined by great power spheres of influence, state-directed economic interactions, and creeping authoritarianism. As Beijing prepares to host the second Belt and Road Forum in late April 2019, countries that once welcomed Chinese investment have become increasingly vocal about the downsides. This report is intended to serve as a resource for governments, corporations, journalists, and civil society groups now re-evaluating the costs and benefits of Belt and Road projects. Building on previous research by the Center for a New American Security and other institutions,2 this report provides a high-level overview of the primary challenges associated with China’s Belt and Road. It explores these challenges in the context of 10 cases that have received little high-profile attention and identifies future concerns generated by the Belt and Road’s growing digital focus. Lastly, the report puts forward a checklist for evaluating future infrastructure projects involving China.

1065. Slow and Steady: Improving U.S.-Arab Cooperation to Counter Irregular Warfare

Abstract:
Since 9/11 the United States has struggled with how to respond to the challenges posed by ungoverned spaces in the Middle East, from which terrorist attacks and destabilizing mass refugee flows emanate. The collapse of state authority in Iraq, Syria, Yemen, and Libya has created security vacuums that extremist groups such as the Islamic State of Iraq and Syria (ISIS) and al Qaeda have used to develop local presence, to organize, and eventually to conduct attacks both inside these countries as well as in Europe and the United States. Meanwhile, the refugee flows that have resulted from these conflicts have put tremendous pressure on neighboring countries and also caused a massive wave of refugees into Europe. The question facing the United States and other Western allies is how to deal with these challenges without getting sucked into complex and costly civil wars that the United States has little ability to end on its own. Full-scale American-led counterinsurgency, stabilization campaigns, or other resource-intensive nation-shaping interventions attempted in Afghanistan and Iraq have proven to be unsustainable models given the high costs, indecisive outcomes, and lack of political support at home. However, completely withdrawing U.S. forces and counting purely on intelligence collection to monitor threats and local partners to address them has been ineffective, as this approach leaves the United States vulnerable to attacks. The most successful effort the United States has launched to deal with these challenges in recent years has been the counter-ISIS campaign in Iraq and Syria, where it has succeeded in protecting U.S. interests at a reasonable cost by working “By, With, and Through” local actors. In this model the United States generally: (1) uses a comparatively small number of troops to train, equip, advise, assist, or accompany local forces with legitimacy on the ground; (2) provides airpower and some enablers and logistics; (3) uses its limited military investment as leverage for a broader diplomatic effort; or (4) invests in building local governance and providing aid on the ground.

Abstract:
Coercive economic measures, such as sanctions, investment restrictions, trade controls, and tariffs, have become an increasingly important tool of U.S. foreign policy in recent years. Recent years have witnessed a strengthening of U.S. coercive economic measures, which are likely to remain powerful in the near and medium term. Over the longer term, purely commercial factors are likely to support continued U.S. coercive economic power. However, choices by both U.S. policymakers and foreign governments will be the primary determinant of whether coercive economic measures remain powerful tools of U.S. foreign policy over the longer term. Shifts in the nature of U.S. coercive economic power could prompt some shifts in the balance and nature of the type of coercive economic measures the United States deploys.

Abstract:
Eight years since the start of the Syrian crisis, the conflict in that country has transitioned from a war between the government of President Bashar al-Assad and its rebel opponents into an interstate competition among different foreign actors that have intervened in the war. The United States is a party to this competition because, through the campaign to counter the Islamic State group known as ISIS, Washington and its coalition partners have assembled a zone of control in northern and eastern Syria that encompasses nearly one-third of the country’s territory. Through this coalition zone, the United States has strong influence over the distribution of several key natural resources—oil, agricultural land, water, and electricity production—that are essential to stabilizing Syria and that are coveted by the Assad regime and its allies. Syria’s fragmentation therefore provides the United States and its partners with significant leverage to influence the end state that emerges as the outcome of the conflict. This potential leverage would be a powerful complement to the current American strategy to work toward the irreversible progress in the Geneva process through sanctions and maintaining an international consensus to deny Assad’s regime reconstruction assistance. Currently, the United States has committed to retaining a residual military presence in northern and eastern Syria to combat the re-emergence of ISIS or a successor organization, but without the United States investing financially in the rehabilitation and stabilization of those areas. Simultaneously, Washington seeks to force changes in the Assad regime’s behavior, policies, or composition by applying economic pressure via U.S. sanctions and closing off the regime’s access to reconstruction funding. This study examines how the United States can leverage Syria’s fragmentation to achieve U.S. policy goals through several policy options. The options are based on two key metrics: first, the level of U.S investment in Syria, and second, whether the United States should seek to change Assad’s behavior, remove Assad, or resign itself to the reality that he will stay and to re-engaging with him.

Abstract:
China is increasingly using its economic, political, and institutional power to change the global governance system from within. The Chinese Communist Party (CCP) under President Xi Jinping has become more proactive in injecting its ideological concepts into international statements of consensus and harnessing the programmatic dimensions of global governance to advance its own foreign policy strategies, such as “One Belt, One Road.”1 These efforts demand the attention of the United States, its allies and partners, and civil society. If unchecked, they will hasten the export of some of the most harmful aspects of China’s political system, including corruption, mass surveillance, and the repression of individual and collective rights. This report examines China’s approach to seven organs and functions of the United Nations (U.N.): the Department of Economic and Social Affairs, the Human Rights Council, Peacekeeping Operations, Accreditation for Non-Governmental Organizations, the International Telecommunication Union, UNESCO, and the Office of Drugs and Crime.

1069. Minor Misery: What an Islamic State Registry Says About the Challenges of Minors in the Conflict Zone

Abstract:
One of the much-discussed aspects of the Islamic State’s caliphate project was the opportunity it provided for families to travel and live under the control of the organization. While various studies have provided a somewhat clear picture of the more accountable population of those travelers—the men and women who decided to join the group—less clear-cut information has appeared regarding the minor population that lived under the organization’s governance. Using a portion of a spreadsheet captured by U.S. military forces, this report offers an examination of the minor population that lived inside the Iraqi portion of the Islamic State’s control in late 2016. It reveals a diverse population of over 100,000 minors, mostly from Iraq but also from 56 other countries around the world. This report provides important context and data for current discussion regarding what to do with those left in the conflict zone and those being repatriated to countries throughout the world.

1070. From Battlefront to Cyberspace: Demystifying the Islamic State’s Propaganda Machine

Abstract:
This report offers a unique contribution to the literature by examining the Islamic State’s production, dissemination, and evaluation of propaganda in the months running up to its territorial collapse. Utilizing a range of materials collected in eastern Syria during the first nine months of 2018, namely audio-visual records and interviews, the authors inspected the administrative structure undergirding the group’s Central Media Directorate. Key responsibilities of this entity included interdepartmental oversight and monitoring, as well as media production and distribution. Focusing primarily on infrastructure concerning security and production, the study examines how the Islamic State cultivated a high degree of operational security, fluidity, and effectiveness. By assessing these trends during a period of existential external and internal pressure, the report demonstrates how the group ensured the continuance of its influence operations. Beyond highlighting the utility of its guiding methodology and the operational value of its findings, this investigation enabled the authors to outline how the Islamic State might traverse the post-proto-state phase of its history. Among other things, the report draws attention to the increasing ascendency of diwan al-amn al-‘am (Directorate of General Security), especially regarding its role in instilling operational opacity, maintaining archives, and managing personnel. Taken altogether, the findings show how the Islamic State sought to navigate through critical trade-offs, such as efficiency and security, particularly in the context of its media operations.
