1. The Trade Effects of the Economic Partnership Agreements between the European Union and the African, Caribbean and Pacific Group of States: Early Empirical Insights from Panel Data

Abstract:
This study provides early ex-post empirical evidence on the effects of provisionally applied Economic Partnership Agreements (EPAs) on two-way trade flows between the European Union (EU) and the African, Caribbean and Pacific Group of States (ACP). Employing the gravity model of trade, we do not find a general EPA effect on total exports from ACP countries to the EU nor on total exports from the EU to ACP countries. We do, however, find heterogeneous effects when focusing on specific agreements and economic sectors. While the agreement between the EU and the Caribbean Forum (CARIFORUM), which concluded several years ahead of the other EPAs in 2008, if anything, reduced imports from the EU overall, the provisional application of the other EPAs seems to have at least partly led to increased imports from the EU to some partner countries. More specifically, the estimation results suggest an increase in the total imports from the EU only in the Southern Africa Development Community (SADC) EPA partner countries. On the sectoral level, by comparison, we find increases in the EU’s agricultural exports to SADC, Eastern and Southern Africa (ESA) and the Pacific. Lastly, in the area of manufactures trade, we find decreases of exports of the ESA and SADC countries to the EU, but increases in imports from the EU into SADC countries. While this early assessment of the EPA effects merits attention given the importance of monitoring future implications of these agreements, it is still too early for a final verdict on the EPAs’ effects and future research is needed to investigate the mid- and long-term consequences of these agreements.

Abstract:
The fight against the spread of the coronavirus in the countries of the Gulf Cooperation Council (GCC) has forced cooperation between Qatar and Saudi Arabia, and the United Arab Emirates (UAE) and Bahrain, which were in conflict within the GCC. At the same time, the UAE took advantage of other countries’ need for support in countering COVID-19 to strengthen relations with China, Iran, and Syria, among others. The UAE’s activity emphasizes its ambition for domination of the region, which may lead to a new dispute within the GCC between the UAE and Saudi Arabia.

Abstract:
Although it is still marginal, the market for electric vehicles (EVs) is growing. According to the French Institute of Petroleum and Renewable Energies (IFPEN, Institut Français du Pétrole et des Énergies Renouvelables), EVs accounted for a little more than 2% of the light vehicle market in 2019. This was up by 54% compared to 2018, but EVs still only represent 0.8% of the global car fleet. That said, the International Energy Agency (IEA) estimates EVs could make up between 15% and 30% of vehicle sales in 2030. However, while European manufacturers have so far developed EVs such as the Renault Zoé or the BMW i3, they are highly dependent on Asian companies for the supply and manufacture of materials for cells and electric batteries, such as nickel, cobalt, lithium used to build precursors, or cathodes and their components. Asia provides more than 90% of world car battery output, half of which comes from China alone. European dependence is not only related to the manufacture of batteries, but occurs throughout much of their value chain, from extraction and processing of raw materials to the preparation of necessary treatment processes for recycling. The recycling market for batteries from small electronic objects (smartphones, computers, tablets, etc.) has also been led by Asian countries.

Abstract:
The Danish defence opt-out will hamper the protection of Danish interests if, in the future, there is dynamic integration, working towards increased European strategic autonomy. Conversely, the defence opt-out will be less important if the EU’s defence cooperation stagnates or is rolled back, for example due to internal disagreement among the member states. These were the main findings in the external DIIS report from 2019 that has now been translated to English. The report was commissioned by the Danish government in November 2018 and focuses on the development in the EU in the field of security and defence policy cooperation and its significance for Denmark. Picking up from the last DIIS report (2008), the new report focuses in particular on the period following the launch of the EU’s global strategy in the summer of2016. The analysis is based on interviews with experts, officials and representatives from the EU, NATO, Denmark and other Member States, as well as case files in the archive of the Danish Ministry of Foreign Affairs, official documents, and existing research.

5. The Middle East between Collective Security and Collective Breakdown

For years, Gulf powers have mulled the notion of regional dialogue to calm existing crises and head off new ones. Today, with several active Middle Eastern conflicts, all sensitive to rising U.S.-Iran tensions, it is an idea whose time has come. What’s new?* Middle East tensions spiked in the past year following attacks on oil tankers and Saudi oil facilities, the U.S. killing of a senior Iranian commander and Iranian military retaliation. Some of Washington’s allies, losing confidence the U.S. will reliably extend military protection, have started making cautious diplomatic overtures to Iran. Why does it matter? While these tentative steps toward de-escalation are welcome, they risk being inadequate, particularly in the absence of regular, high-level communication channels among potential conflict actors. Existing UN-led mechanisms for resolving individual conflicts, such as Yemen, are worthwhile but insufficient to lessen region-wide tensions. What should be done? Diplomatic efforts are needed to both de-escalate tensions and make progress toward resolving regional conflicts. Gulf actors, supported by external stakeholders, should consider launching an inclusive sub-regional dialogue aimed at reducing the risk of inadvertent conflict by opening new communication channels.

6. Four Conflict Prevention Opportunities for South Africa’s Foreign Policy

In the years right after apartheid fell, South Africa was a leader in continental diplomacy, brokering peace accords and bolstering multilateral institutions. Its role subsequently diminished, but today it is well placed to make a positive difference in several trouble spots. What’s new? Midway through its term on the UN Security Council, and having just become chair of the African Union, the South African government led by Cyril Ramaphosa has a strong platform from which to reassert Pretoria’s continental leadership in efforts to mitigate Africa’s violent conflicts. Why does it matter? As Africa deals with more challenges to regional stability than it can readily handle, South Africa’s re-emergence as a leader in conflict prevention would be good for Pretoria, good for a continent that continues to prefer African solutions to African problems and good for the people of conflict-affected areas. What should be done? South Africa should enhance its focus on Burundi, the Democratic Republic of Congo and South Sudan, which lie at the intersection of national, AU and UN priorities. Pretoria should also redouble efforts to steer neighbouring Zimbabwe away from crisis.

In her latest EU monitor, Danielle Piatkiewicz explores the future of Central and Eastern European security after Brexit. January 31st will begin the long-awaited legal withdrawal of the United Kingdom from the European Union. As the UK disengages politically, Europe’s existing security structure will undergo reconstruction as EU Member States reevaluate their future without the UK as active members established security including CSDP, NATO, PESCO, among others. As the UK seeks bilateral partnerships post-Brexit, steadfast security consumers like Central and Eastern Europe (CEE) should gauge how Brexit will affect their security region. With external threats mounting in the East, the CEE region relies heavily on the existing security blanket that Europe and NATO have provided. As one of the strongest European militaries, an engaged or disengaged UK will certainly affect the security environment, but it will be up to how the EU and CEE countries react and adapt, that will impact the future security of their region once Brexit takes effect.

9. Estonia in the UN Security Council: The Importance and Limits of European Cooperation

Abstract:
In January 2020, Estonia became a non-permanent member of the United Nations Security Council (UNSC) for a two-year term. The international environment, meanwhile, is becoming increasingly challenging for multilateral cooperation and a rules-based global order. The COVID-19 pandemic has underscored the lack of global leadership, previously provided by the US, and inability of the UNSC to mobilise international cooperation. In recent years, European cooperation in the UNSC has increased, while transatlantic tensions and great-power rivalry have grown. Estonia has taken an active role in shaping the joint positions of EU states in the UNSC, for example on issues related to the Middle East Peace Process (MEPP), Ukraine and Syria. The case of the MEPP in particular illustrates that it has become more difficult to reconcile good transatlantic relations with a consistent commitment to the EU, multilateralism and international law. It is in Estonia’s interest to work towards as much consensus as possible between Europe and the US and, on issues where this is not feasible, to avoid exacerbating the tensions. At the same time, Estonia has a strong interest in being consistent on international law, even if at times this means disagreeing with its most important security ally. The dilemma for Estonia and the EU as a whole is how to work to maintain the rules-based order while simultaneously adapting to its erosion and change. The EU should move on from joint statements to more action and the generation of a real ability to enforce international law and resolve conflicts, especially in its own neighbourhood. The need for Europe’s active role in tackling global problems has also been evident during the COVID-19 crisis.

10. The Influence of EU Migration Policy on Regional Free Movement in the IGAD and ECOWAS Regions

Establishing free movement regimes is an ambition for most African regional economic communities, and such regimes are widely understood as important for regional integration, growth and development. However, in recent years the EU’s migration policies and priorities in Africa - which are narrowly focused on stemming irregular migration to Europe – appear to be in tension with African ambitions for free movement. This paper examines how the EU’s current political engagement and programming on migration in Africa is impacting on African ambitions to establish free movement regimes. It focuses first on the continental level, and then looks in-depth at two regional economic communities: The Intergovernmental Authority on Development (IGAD) in the Horn of Africa, and the Economic Community of West African States (ECOWAS). The paper begins by examining how free movement has featured within both EU and African migration agendas in recent years, describing how this issue has been increasingly sidelined within the EU’s migration policy framework, while receiving growing attention by the African Union. The paper then discusses the impact of EU migration policies and programmes on progress towards regional free movement in the IGAD region. It finds that the EU is broadly supportive of efforts to establish an IGAD free movement regime, although in practice gives this little priority in comparison with other migration issues. The paper goes on to examine the EU’s engagement in the ECOWAS region, which is strongly focused on preventing irregular migration and returning irregular migrants. It asks whether there is an innate tension between this EU agenda and the ambitions of ECOWAS to fully realise its existing free movement regime, and argues that the EU’s current engagement in West Africa is actively undermining free movement. Finally, the paper discusses the differences between the EU’s approach to migration and free movement in these two regions. It offers recommendations regarding how the EU can strengthen its support for free movement in both these regions, as well as more broadly in Africa.
