1. U.S. Foreign Policy for the Middle Class: Perspectives From Nebraska

Abstract:
U.S. foreign policy has not come up often in the 2020 presidential campaign. But when it has, candidates on both sides of the aisle frequently have stressed that U.S. foreign policy should not only keep the American people safe but also deliver more tangible economic benefits for the country’s middle class. The debate among the presidential contenders is not if that should happen but how to make it happen. All too often, this debate takes place within relatively small circles within Washington, DC, without the benefit of input from state and local officials, small business owners, community leaders, local labor representatives, and others on the front lines of addressing the challenges facing middle-class households. That is why the Carnegie Endowment for International Peace convened a bipartisan task force in late 2017 to lift up such voices and inject them into the ongoing debate. The task force partnered with university researchers to study the perceived and measurable economic effects of U.S. foreign policy on three politically and economically different states in the nation’s heartland—Colorado, Nebraska, and Ohio. The first two reports on Ohio and Colorado were published in December 2018 and November 2019, respectively. This third report on Nebraska has been prepared in partnership with a team of researchers at the University of Nebraska–Lincoln (UNL). To gauge perceptions of how Nebraska’s middle class is faring and the ways in which U.S. foreign policy might fit in, the Carnegie and UNL research teams reviewed household surveys and conducted individual interviews and focus groups, between July and August 2019, with over 130 Nebraskans in Columbus, Scottsbluff/Gering, Kearney, Lincoln, North Platte, and Omaha.

Abstract:
Natalie Scenters-Zapico is a poet from the United States-Mexico border towns of El Paso, Texas, and Ciudad Juarez, Chihuahua, Mexico. Her work, like her origin, is about borders. In her debut collection, The Verging Cities, Scenters-Zapico explores immigration, marriage, and femicide in the realm of border culture and identity [1]. She expands these themes in her second collection, Lima :: Limón, where she creates a scathing depiction of the brutal machismo that conditions a Mexican woman’s experience. Lima :: Limon is especially personal to Scenters-Zapico. Her lyrical passages draw from the music of her childhood. In an age where distorted narratives about immigration lead to family separation and threaten asylum seekers, Lima :: Limon’s intimacy is especially critical. Unlike the efficacy of border policy or trade negotiations, Scenters-Zapico’s personal narrative is undeniable—as are the harrowing experiences of millions of Mexican women.

3. Building a Multi-Directional Transnational Solidarity Movement

Abstract:
Transnational solidarity movements have typically flowed from a central point located in the West, particularly in the United States, to the East and the Global South. Shadi Mokhtari describes this phenomenon as the “traditional West-to-East flow of human rights mobilizations and discourses.” Viewed individually, this phenomenon is not problematic in all cases. However, as Mokhtari argues, this one-directional flow of human rights politics precludes non-Western non-governmental organizations (NGOs) from weighing in on human rights violations committed in the United States. Human rights violations in the United States are typically experienced by marginalized communities, from the mass incarceration and disenfranchisement of African-Americans to the detention and ill-treatment of immigrants, migrants, and refugees. For a truly global human rights movement to emerge—one that is not grounded in Western paternalism and perceived moral superiority—this must change.

Abstract:
Why do people leave their homes? This seemingly easy question requires a more complex answer. What ultimately prompts a person to leave if it is impossible to find a job due to a conflict that has destroyed all economic opportunities? Evidence suggests that the migration decision is a complex process that is dependent on a multitude of factors, such as migration governance regimes, migration and smuggler networks, access to technology, or individual characteristics such as age, gender and educational background. I use a theoretical framework to present the variety of determinants that have been put forward as influencing migration decisions at the macro-, meso-, and micro-level. This structured overview discusses their importance for different forms of migration and subsequently helps to identify gaps for further research.

Despite U.S. restrictions on Central American migration, Hondurans are fleeing north in record numbers as the country struggles with polarised government, corruption, poverty and violence. With outside help, Tegucigalpa should revisit its heavy-handed security policies and enact judicial and electoral reforms to avert future upheaval. What happened? Months of street protests and a mass northward exodus, despite a sustained U.S. campaign to deter Central American migrants, illustrate the depth of despair in Honduras at political leaders, gang violence, extortion, poverty and inequality. Why does it matter? State security crackdowns against a backdrop of extreme political polarisation dating back to the 2009 coup, fuelled by scandals over alleged links between the ruling party and criminal networks, could further fuel violent unrest. Washington’s fixation on bottling up migrant flows in the region risks making a bad situation worse. What should be done? With support from the U.S. and other donors, the Honduran government should enact electoral and anti-corruption reforms and grant stronger investigative powers to the judiciary and police, avoid heavy-handed responses to civil unrest, and fund programs that address urgent humanitarian needs while also reducing violence, a key driver of migration.

7. The Unfulfilled Promise of Kosovo Visa Liberalization

Kosovo’s path towards visa liberalization started in 2012 when the European Commission submitted the Visa Liberalization Roadmap for Kosovo. This step was long awaited by the small country as all the other five Western Balkan states started the dialogue already in May and June 2008. At that time, it was still being decided inside EU member states whether they would recognize the newly declared state1 and it was clear that there is no consensus across the EU. As the united EU approach towards Kosovo proved to be a difficult and sensitive issue due to the concerns that opening visa dialogue would imply recognition, Kosovo was left out from the process. The length of the visa liberalization process differed among the Western Balkan countries. Macedonia, Montenegro and Serbia progressed rather swiftly, and the dialogue was closed with the decision to lift the visa regime for these countries in late-2009. Albania and Bosnia and Herzegovina had to wait one year longer as their readiness and fulfilment of conditions was evaluated as insufficient in 2009. Kosovo, lagging behind the rest of the region, opened the dialog with the EU in 2012, at the same time as Georgia. While Georgian citizens already reached a successful end of the process and are allowed to travel to the EU without visa since March 2017, it is still uncertain when Kosovo will achieve this objective.

The surprise arrival of massive migrant contingents (known as “caravans”) to the border between Guatemala and Mexico constituted a watershed in the history of Central American migration to the United States through Mexican territory. This text is published by the Mexican Council on Foreign Relations (COMEXI) in order to contribute to the discussion in Mexico, in the United States and in Central America itself. The contribution of Central American social activists and academics with their local perspectives enhances and complements their Mexican counterparts’ reflections and proposals. A profile on A. Joseph Howar, the CCAS benefactor behind one of Washington’s most iconic cultural and religious institutions. A. Joseph Howar, an immigrant from Palestine who became one of the most prominent Arab- Americans of the early 20th century, touched the lives of countless people during his 103+ years. A talented real-estate developer with an uncanny instinct for location, Mr. Howar was determined to give back to both his adopted country and his homeland. A proponent of education, he built a school and mosque in Palestine, and was the catalyst behind the creation of the Washington Islamic Center, which remains an important cultural and religious icon on Washington’s Embassy Row. Even closer to home, Howar’s legacy continues at Georgetown’s Center for Contemporary Arab Studies, where for more than 25 years, the Howar family has generously funded a scholarship in Joseph’s memory for students of the Master of Arts in Arab Studies program.

Abstract:
On October 10, 2018, the US Department of Homeland Security (DHS) issued its long-anticipated proposed rule on inadmissibility on public charge grounds.[1] The rule seeks to “better ensure” that applicants for admission to the United States as immigrants (permanent residents) and nonimmigrants (temporary residents),[2] as well as applicants for adjustment to lawful permanent resident (LPR) status within the United States, will be “self-sufficient” and “not depend on public resources to meet their needs, but rather rely on their own capabilities and the resources of their family, sponsor, and private organizations.”[3] Under the proposed rule, US Citizenship and Immigration Services (USCIS) officers would consider receipt of cash benefits and, in a break from the past, non-cash medical, housing, and food benefits in making public charge determinations. The proposed DHS rule details the factors — positive and negative — to be weighed in these decisions.
