11. The Cost of Debt-financed War: Public Debt and Rising Interest for Post-9/11 War Spending

Abstract:
Throughout the 18 years the U.S. has been engaged in the “Global War on Terror,” mainly in Iraq and Afghanistan, the government has financed this war by borrowing funds rather than through alternative means such as raising taxes or issuing war bonds. Thus, the costs of the post-9/11 wars include not only the expenses incurred for operations, equipment, and personnel, but also the interest costs on this debt. Since 2001 these interest payments have been growing, resulting in more and more taxpayer dollars being wasted on interest payments rather than being channeled to more productive uses. This paper calculates that the debt incurred for $2 trillion in direct war-related spending by the Department of Defense and State Department has already resulted in cumulative interest payments of $925 billion. Even if military interventions ceased immediately, interest payments would continue to rise, and will grow further as the U.S. continues its current military operations.

Abstract:
U.S. foreign policy has not come up often in the 2020 presidential campaign. But when it has, candidates on both sides of the aisle frequently have stressed that U.S. foreign policy should not only keep the American people safe but also deliver more tangible economic benefits for the country’s middle class. The debate among the presidential contenders is not if that should happen but how to make it happen. All too often, this debate takes place within relatively small circles within Washington, DC, without the benefit of input from state and local officials, small business owners, community leaders, local labor representatives, and others on the front lines of addressing the challenges facing middle-class households. That is why the Carnegie Endowment for International Peace convened a bipartisan task force in late 2017 to lift up such voices and inject them into the ongoing debate. The task force partnered with university researchers to study the perceived and measurable economic effects of U.S. foreign policy on three politically and economically different states in the nation’s heartland—Colorado, Nebraska, and Ohio. The first two reports on Ohio and Colorado were published in December 2018 and November 2019, respectively. This third report on Nebraska has been prepared in partnership with a team of researchers at the University of Nebraska–Lincoln (UNL). To gauge perceptions of how Nebraska’s middle class is faring and the ways in which U.S. foreign policy might fit in, the Carnegie and UNL research teams reviewed household surveys and conducted individual interviews and focus groups, between July and August 2019, with over 130 Nebraskans in Columbus, Scottsbluff/Gering, Kearney, Lincoln, North Platte, and Omaha.

13. Is It a Nuke?: Pre-Launch Ambiguity and Inadvertent Escalation

Abstract:
Ambiguity about whether a weapon is nuclear-armed prior to its launch is an underappreciated, serious, and growing danger. Rising geopolitical tensions and the decay of arms control are exacerbating the risk that such pre-launch warhead ambiguity could lead to nuclear use in a crisis or conflict. Recent developments in technology—as well as potential future advances, such as the development of ambiguous intercontinental missiles—further add to the danger. A first step toward reducing these risks is to enhance awareness among decisionmakers of the causes and potential consequences of ambiguity. Unilateral and cooperative risk-mitigation measures could further reduce the danger of escalation, including in conflicts between the United States and Russia or the United States and China.

Abstract:
On 12 November 2019, the Court of Justice of the EU (CJEU) issued a judgment on products from Jewish settlements in the Israeli-occupied West Bank and Golan Heights. It states that EU members are required to ensure that the origin is properly marked. The implementation of this requirement may cause disputes in the EU because of differences in Member States’ policies towards Israel. Tensions in relations with the U.S. are also possible, especially in the context of that country’s recent change in policy favouring the Israeli position on settlements. Hence, it is advisable for the EU to develop a uniform policy regarding imports and labelling of products from all occupied territories.

Abstract:
The Trump administration recognises the “Indo-Pacific” region—which in official terminology has replaced “Asia-Pacific”—as the most important area for maintaining U.S. global dominance by confronting China. The anti-China approach in the American strategy is not shared by other countries that also are developing Indo-Pacific policy because they are concerned about the negative effects of the U.S.-China rivalry. The Americans will put pressure on their NATO and EU allies to more strongly support the achievement of U.S. goals in the region. However, the EU approach is closer to that of the Asian countries in seeking cooperation and strengthening the stability of a cooperative and rules-based regional order.

17. The Future of U.S.-Russia Strategic Arms Control

Abstract:
The Trump administration is sceptical about extending the New Strategic Arms Reduction Treaty (New START, NST), which is to expire in 2021. It wants to sign a new deal with Russia and China covering all kinds of nuclear weapons. It will not be possible, however, to negotiate such a complex agreement before NST expires. In effect, there is a growing risk of a collapse of U.S.-Russia strategic arms control, which would negatively affect NATO as well: it would deepen both the divisions over the future of deterrence policy within the Alliance and the differences in the U.S. Congress on the modernisation of America’s nuclear forces.

Abstract:
Iraq remains an area of rivalry between the U.S. and Iran. The latest example was the assassination of Iranian Gen. Qasem Soleimani in Baghdad by the U.S. in January. The Iraqi parliament then demanded the withdrawal of all foreign military troops. However, the fear of the resurgence of the so-called Islamic State (ISIS) and continued protests against Iranian influence, ongoing since October 2019, may lead the Iraqi authorities to alter their position. An alternative option to request a NATO mission to take over some of the activities of the Global Coalition to Defeat ISIS may be a good solution.

Abstract:
The coronavirus outbreak is spreading throughout the United States. After its initial underestimation of the threat, the Trump administration has acted to fight against the pandemic, including the introduction of a national emergency. The effectiveness of these actions will be an important factor in whether Trump is re-elected. The limits on social life despite the enormous financial support from the government and the Federal Reserve have dramatically slowed the economy, heading into a recession. Public debt will increase much more rapidly, which may force budget cuts in the coming years.

Abstract:
The coronavirus pandemic and efforts to suppress it (the Great Lockdown) will lead to the collapse of the global economy. In the short term, the reduction in production and consumption in the countries most affected by the pandemic will lead to a global recession. In the long run, the crisis may result in a partial retreat from globalisation, higher indebtedness, and narrowing the differences in economic potential between the EU and the U.S., and China. A positive side effect may be the acceleration of the development of the digital economy, including the services market.
