Abstract:
Where is global economic governance heading? What will the future of global economic governance hold? These questions are on everyone’s lips. In the report of the 19th National Congress of the Communist Party of China, President Xi Jinping reaffirmed China’s foreign policy principle of ‘never seeking hegemony’, but this does not mean that China should disavow the role of international leadership. Indeed, it is now engaged in what might be called a non-hegemonic leadership, which is sure to be hugely significant in the future of global economic governance.

Abstract:
The Problem: There is a need to groom the next generation of policymakers on the Women, Peace and Security (WPS) agenda. This is due to a rising demand in international affairs-related careers that require gender and WPS expertise, and the passage of the 2017 Women, Peace and Security Act which mandates enhanced professional training and education on Women, Peace and Security. However, trainings and educational programs on Women, Peace and Security (WPS) are created in silos such as academia, military, government, etc., and are often ad hoc. The Solution Strengthen the Women, Peace and Security community of educators and practitioners. Regular collaboration across sectors can help map the field, inventory strategies to professionalize the field, and encourage institutions to offer more training and educational programs on WPS on a regular basis. Key Takeaway from the Experts Policymakers, practitioners, and scholars identified a key first step: in order to professionalize the field, it is necessary to establish an agreed-upon set of “minimum core competencies” for Women, Peace and Security to groom the next generation of policymakers and leaders.

975. Water Security and Growth: The case of the Middle East and North Africa Countries

Abstract:
Today, the challenge of water security is global, and growing. Achieving and sustaining water security, in both developed and developing countries, is likely to increase in complexity and priority—not only as climate change intensifies, but also as the demands of economic growth increase. While most developed countries invested heavily in water security, often starting early on their path to growth, most of the world’s developing countries remain relatively water insecure. The dominant threats to water security vary geographically and over time. Relative risks to populations vary globally: South Asia has the largest global concentration of population at risk of all water-related hazards; the Middle East and North Africa (MNA)2 stands out as having the highest percentage of the population facing scarcity and the only region where risks are still growing; and Sub-Saharan Africa has the highest percentage of population without access to water and sanitation. What is clear is that water security is not a stagnant goal, it is a dynamic process affected by changing climate, political set up, growing economies, and resource degradation. Moreover, as social, cultural, political, economic priorities and values evolve, water security will evolve with them. This note argues that in the MNA countries, instead of water security becoming an impediment to growth and factor in conflicts, water for growth and water security can be a factor of prosperity and peace.

Abstract:
Sub-Saharan African countries are experiencing rapid urban growth challenging policy makers to provide infrastructure and services under tight fiscal constraints. Urbanization has the potential to boost economic growth, attract capital, create jobs, and fight poverty; but cities in Africa are failing to reap these benefits. More than half of SSA population lives in urban areas, but 55% of these citizens are established in informal settlements underserved by public services and threatened by natural disasters. GDP in Africa is mainly concentrated around urban areas proving that national economic growth depends on the productivity of the cities. Urban development should be a national priority sustained by policy reforms, strategic investments in infrastructure, decentralization, and stronger inter-governmental systems and institutions.

Abstract:
Lessons for empirical scholars engaged in debates on conservation policies include: "Impact" must be distinguished from other measures of policy effectiveness. Estimating policy impact requires including appropriate spatial and temporal confounders in the model. Enforcement does not have to be perfect to have a deterrent effect. A policy outcome's success or failure should be assessed based on identified standards.

Abstract:
Recommendations stemming from different meeting spaces have different potentials for being transformed into inclusive decisions. The involvement practices vary across the different spaces, which in turn affect the interaction between governments and non-state actors. The creation of institutional mechanisms and programs that promote non-state actors’ attendance were effective for increasing participation. Non-state actors must be strategic in identifying spaces and developing skills to be more included.

Abstract:
There is a positive relationship between between the "Protection System for Refugees and Asylum Seekers" (SPRAR) and income growth. Hosting an additional refugee or asylum seekers as part of the SPRAR systems is associated with an additional 0.09% growth in per capita taxable income. Above and beyond the direct transfers associated with the presence of a SPRAR centre, its operation may be beneficial for the local economy of Italian municipalities.
