Abstract:
At the heart of the Palestinian diplomatic struggle against Israel is the repeated assertion that the Palestinians of the West Bank and Gaza Strip are resisting "occupation." Speaking recently on CNN's Larry King Weekend, Hanan Ashrawi hoped that the U.S. war on terrorism would lead to new diplomatic initiatives to address its root "causes." She then went on to specifically identify "the occupation which has gone on too long" as an example of one of terrorism's sources. In other words, according to Ashrawi, the violence of the intifada emanates from the "occupation."

Abstract:
Since the 1967 Six-Day War and the reunification of Jerusalem, new Israeli neighborhoods have grown as satellite towns all around the core of the city beyond the old demarcation line. Mount Scopus, now connected to the city by a major network of highways, has been rebuilt into a mammoth fortress-campus which accommodates Hebrew University and the Hadassah Hospital. New roads and highways crisscross the city, linking its new neighborhoods. What was once a formidable array of military positions and fortifications has turned into sprawling housing projects. Free access to the holy places of all faiths has been made available to all. New museums, shopping malls, entertainment centers, and places of worship have sprouted everywhere. Finally, the population more than doubled between 1967 and 1997 from just under 300,000 in both parts of the formerly divided city to more than 600,000 within its current unified municipal boundaries.

Abstract:
Advocates of military action against Iraq contend that war is the only certain option for preventing Saddam Hussein from developing or using nuclear, chemical, or biological weapons. They claim that diplomacy, containment, and other options have been tried and found wanting. They add that the possibility that Saddam will pass these weapons on to terrorist groups leaves little choice for measures other than prompt military action. This approach was underscored by President Bush in his address of October 7 delivered in Cincinnati, Ohio.

Abstract:
In addition to supporting an immediate cease-fire, moderates on both sides of the Middle East conflict should develop joint initiatives that acknowledge a shared sense of humanity. Cross-ethnic projects to provide aid to all victims of violence and interfaith efforts to acknowledge the loss of human lives on both sides would reduce complacency in the face of continued violence. Further, a popular, nonviolent campaign to promote compliance with human rights standards would strengthen civil and political participation and marginalize the radicals.

Abstract:
Recent public opinion polls in Israel indicate substantial support for several proposals for a long-term resolution of the conflict. Combining these proposals into a single scheme would thus produce a formula for future negotiations with broad political support. This formula should include an Israeli declaration of acceptance in principle of the Saudi initiative, Israel's unilateral disengagement from 85% of the West Bank and the entire Gaza Strip, the creation of an international trusteeship regime in the West Bank and Gaza during a three-year transition to a Palestinian state, the deployment of multinational peacekeeping forces, and bilateral negotiations on the core issues of the conflict.

Twelve years after conventional arms control began in Europe, the process is about to enter a new, critical stage as it extends to cover the entire continent. This will eventually rid it of the cold war 'straitjacket' and consolidate political and military security in the space extending from the Atlantic to the Urals. Since the cold war, the situation in Europe and elsewhere has changed radically. The priorities, the rules of the game, and the groups and actors on the political stage are different. Consequently, ways of thinking about security and the options available are also changing. Military security has evolved and its role differs from that of the past. The conventional arms control regime, which was negotiated and agreed during the final stages of the cold war, needed to be modernized to adapt to the developments that have occurred since 1989–90. Consequently, in recent years momentous decisions have been taken regarding both the enlargement of the North Atlantic Treaty Organization (NATO) and the adaptation of the conventional arms control regime.

Abstract:
On 28 April 2003 a Special Conference of the States Parties to the Organisation for the Prohibition of Chemical Weapons (OPCW) will be convened to review the implementation of the 1993 Convention on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons and on their Destruction (Chemical Weapons Convention, CWC) and to take into account new, relevant, scientific and technological developments. Whatever specific points may be considered, this Conference needs to address two underlying issues: States Parties' long-term interests in continued participation in the OPCW regime; and how the treaty's effectiveness can be maintained and enhanced given the latest shifts in the security environment (including the new urgency of counter-terrorist efforts), current political and financial realities and the fast pace of technological change. These can best be tackled if the Conference focuses its attention on a small number of manageable, well-conceptualized issues. Otherwise there is a risk that the Conference could become bogged down in open-ended discussions on a myriad of unresolved operational implementation issues. The on-going structuring of the Greater Helsinki Region (GHR) should be encouraged by the central government. Managing the growth of the Helsinki region is crucial to avoid urban sprawl and the waste of resources, especially in the long run. With priorities for the Greater Helsinki Region identified, there is room to negotiate a general agreement between the central government and municipalities of the GHR. This agreement should receive large publicity and raise a debate in Parliament as the goal is to reassess both the role and the dependence of Helsinki upon the rest of the country, i.e. how can Finland develop as a whole by making better use of the motor, Helsinki.

Abstract:
Strictly speaking, the Gross Domestic Product (GDP) is only a measure of economic activity, but in practice it is often used to compare the relative wellbeing of countries as well as their overall economic performance. To measure the latter, users normally look at the rates of growth of GDP, while for comparing relative wellbeing the levels of GDP percapita are used. The absolute level of GDP is also used for calculating policy-relevant indicators such as the ratio of government deficit to GDP, the ratio of R expenditure to GDP and the ratio of carbon dioxide emissions to GDP.
